我國(guó)高等教育行政問責(zé)主體研究

【摘要】:上世紀(jì)80年代以來,隨著信息時(shí)代和知識(shí)社會(huì)的來臨,,高等教育在社會(huì)經(jīng)濟(jì)發(fā)展中的作用日趨明顯,承載著越來越多的社會(huì)期望,高等教育的社會(huì)責(zé)任日益成為政府和公眾的焦點(diǎn)。高等教育體制的改革、建設(shè)對(duì)高等教育提出了較高的要求,然而進(jìn)入大眾化階段的高等教育發(fā)展卻滯后許多,一些深層的弊端逐漸顯現(xiàn)出來,高等教育行政部門的工作績(jī)效倍受社會(huì)各界的廣泛關(guān)注。但目前,我國(guó)高等教育行政部門在履行職責(zé)中存在不少問題,高等教育發(fā)展的這些問題,亟需建立針對(duì)高等教育行政部門的問責(zé)制度,對(duì)高等教育行政問責(zé)制度的實(shí)施進(jìn)行有效有力的監(jiān)管和究責(zé),使不良官員為自身行為付出代價(jià)。 本研究以我國(guó)高等教育行政問責(zé)的主體為研究對(duì)象,通過對(duì)問責(zé)制、行政問責(zé)制、教育行政問責(zé)、行政問責(zé)主體、利益相關(guān)者及相關(guān)理論進(jìn)行整理,建構(gòu)我研究框架,并在對(duì)現(xiàn)實(shí)實(shí)踐進(jìn)行調(diào)查和探索的基礎(chǔ)上,分析我國(guó)高等教育行政問責(zé)實(shí)施中主體部分存在的困境,并借鑒國(guó)外對(duì)高等教育問責(zé)實(shí)施中問責(zé)主體研究的思路提出相應(yīng)改進(jìn)建議。所以本研究主要包括以下五個(gè)部分: 第一部分,引言。本部分主要介紹了論文的選題背景、研究目的與內(nèi)容、文獻(xiàn)綜述與研究意義、以及研究思路與方法。在文獻(xiàn)綜述中,本文圍繞著“行政問責(zé)主體”、“教育行政問責(zé)制”及“相關(guān)的政策法規(guī)”等幾方面來展開,明確了本研究的理論價(jià)值和實(shí)踐意義。 第二部分,我國(guó)高等教育行政問責(zé)主體研究的相關(guān)理論概述。本部分主要對(duì)行政問責(zé)、教育行政問責(zé)、行政問責(zé)主體、利益相關(guān)者等進(jìn)行了明晰,并對(duì)我國(guó)高等教育行政問責(zé)的主體進(jìn)行分類,闡述了本研究所用到的相關(guān)理論 第三部分,我國(guó)高等教育行政問責(zé)主體作用發(fā)揮現(xiàn)狀及問題分析。本部分運(yùn)用了訪談?wù){(diào)查法、資料分析法等研究方法,對(duì)我國(guó)高等教育行政問責(zé)主體作用發(fā)揮現(xiàn)狀進(jìn)行了考查,分析和概括出了我國(guó)高等教育行政問責(zé)主體作用發(fā)揮存在的弊端和問題根源。 第四部分,國(guó)外高等教育問責(zé)制研究啟示。本部分主要闡述了美國(guó)、英國(guó)等國(guó)家高等教育問責(zé)制發(fā)展中主體的確立及對(duì)我國(guó)的借鑒意義。 第五部分,完善我國(guó)高等教育行政問責(zé)主體的若干建議。本部分主要針對(duì)我國(guó)高等教育行政問責(zé)主體確立及作用發(fā)揮過程中存在的弊端,在吸收和借鑒國(guó)外相關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,提出了完善我國(guó)高等教育行政問責(zé)主體的若干建議。
[Abstract]:Since the 1980s, with the advent of the information age and the knowledge society, the role of higher education in the social and economic development has become increasingly obvious, carrying more and more social expectations.The social responsibility of higher education has increasingly become the focus of the government and the public.The reform of higher education system and the construction of higher education have put forward higher requirements for higher education. However, the development of higher education in the stage of mass education has lagged behind, and some deep drawbacks have gradually emerged.The work performance of higher education administrative departments has attracted wide attention from all walks of life.However, at present, there are many problems in the performance of duties of higher education administrative departments in our country. These problems in the development of higher education urgently need to establish the accountability system for higher education administrative departments.The implementation of administrative accountability system of higher education should be supervised and investigated effectively, and the bad officials should pay the price for their own behavior.This study takes the subject of administrative accountability of higher education in China as the object of study, and constructs my research framework by sorting out the accountability system, administrative accountability system, educational administrative accountability system, administrative accountability subject, stakeholders and relevant theories.On the basis of the investigation and exploration of the practical practice, this paper analyzes the predicament of the main body in the implementation of higher education administrative accountability in our country, and puts forward corresponding suggestions for improvement on the thinking of the research on the accountability subject in the implementation of higher education accountability in foreign countries.So this research mainly includes the following five parts:The first part, introduction.This part mainly introduces the background, research purpose and content, literature review and research significance, as well as research ideas and methods.In the literature review, this paper focuses on "the subject of administrative accountability", "educational administrative accountability system" and "relevant policies and regulations", and makes clear the theoretical value and practical significance of this study.The second part, the related theory summary of the research of higher education administrative accountability subject in our country.This part mainly clarifies the administrative accountability, educational administrative accountability, administrative accountability subject, stakeholders and so on, and classifies the administrative accountability subjects of higher education in China, and expounds the relevant theories used in this study.The third part, the current situation and problem analysis of the main role of higher education administrative accountability.This part uses the method of interview investigation, data analysis and other research methods to examine the current situation of the role of administrative accountability in higher education in China.This paper analyzes and generalizes the malpractice and problem root of the main role of higher education administrative accountability in our country.The fourth part, the foreign higher education accountability research enlightenment.This part mainly expounds the establishment of the main body in the development of the accountability system of higher education in the United States and the United Kingdom and its reference significance to our country.The fifth part, consummates our country higher education administration accountability main body several suggestions.This part mainly aims at the malpractice existing in the course of establishing and exerting the function of the administrative accountability subject of higher education in our country. On the basis of absorbing and drawing on the relevant experience of foreign countries, this part puts forward some suggestions to perfect the administrative accountability subject of higher education in our country.
