烏茲別克斯坦高等教育研究

【摘要】:高等教育是促進(jìn)經(jīng)濟(jì)發(fā)展、民族發(fā)展和國家發(fā)展的重要方式,這在世界范圍內(nèi)己達(dá)成共識。1991年蘇聯(lián)解體,烏茲別克斯坦走向獨(dú)立。新興獨(dú)立的烏茲別克斯坦政府把高等教育的發(fā)展擺在突出的地位,并通過不斷地改革來促進(jìn)高等教育的發(fā)展。本文主要以烏茲別克斯坦高等教育為研究對象,圍繞高等教育的發(fā)展和改革展開,并對國際化背景下的烏茲別克斯坦高等教育進(jìn)行了分析和展望。由于國內(nèi)學(xué)者對烏茲別克斯坦高等教育尚未進(jìn)行專門研究,所以筆者期望通過本文,使國人對烏茲別克斯坦高等教育有全面了解,以促進(jìn)中烏兩國文化交流。 本文主要分為四個部分:第一部分是烏茲別克斯坦關(guān)于教育的相關(guān)立法和政策。主要介紹了《烏茲別克斯坦共和國教育法》,“國家人才培養(yǎng)計(jì)劃”、“全民教育行動計(jì)劃”,烏茲別克斯坦國家教育標(biāo)準(zhǔn)和相關(guān)后續(xù)的政策法規(guī)。在陳述這些立法和政策法規(guī)的時候,主要側(cè)重于高等教育部分,從而全面了解烏茲別克斯坦對高等教育的法律政策框架。第二部分是烏茲別克斯坦高等教育的發(fā)展?fàn)顩r。主要包括三個方面的內(nèi)容:烏茲別克斯坦高等教育現(xiàn)狀、高等教育發(fā)展的特點(diǎn)、烏茲別克斯坦高等教育取得的成績。烏茲別克斯坦高等教育現(xiàn)狀主要包括五個方面,即高等教育的結(jié)構(gòu)類型、管理體制、經(jīng)費(fèi)、錄取模式和國際合作。烏茲別克斯坦高等教育的發(fā)展主要有四個特點(diǎn),即政府的重視程度比較高,將歐洲、亞洲、美國教育模式與自身發(fā)展相結(jié)合,烏茲別克語在高等院校中的使用程度高,烏茲別克斯坦沒有私立高等院校。在烏茲別克斯坦高等教育取得的成績方面,具體的分析了烏茲別克斯坦高等教育對經(jīng)濟(jì)、政治、文化和社會的影響。第三部分是烏茲別克斯坦高等教育的改革之路。首先介紹了獨(dú)立之前蘇聯(lián)時期的改革和獨(dú)立后烏茲別克斯坦在學(xué)位制度、經(jīng)費(fèi)制度和入學(xué)考試機(jī)制方面的改革。其次對高等教育改革的局限性進(jìn)行了分析,主要有錄取機(jī)制、獎學(xué)金分配、經(jīng)費(fèi)、男女比重、教育機(jī)構(gòu)地區(qū)分布和教育質(zhì)量六個方面。第四部分是國際化背景下烏茲別克斯坦高等教育的發(fā)展。首先介紹了與烏茲別克斯坦高等教育有關(guān)的部分組織和合作項(xiàng)目,比如亞洲博洛尼亞進(jìn)程、TEMPUS和伊拉茲馬斯項(xiàng)目,其次分析了國際化給烏茲別克斯坦高等教育帶來的機(jī)遇和挑戰(zhàn),并對其發(fā)展前景做了預(yù)測。
[Abstract]:Higher education is an important way to promote economic development, national development and national development, which has reached consensus in the world.The newly independent Uzbek government put the development of higher education in a prominent position and promoted the development of higher education through continuous reform.This paper focuses on the development and reform of higher education in Uzbekistan, and analyzes and prospects the higher education in Uzbekistan under the background of internationalization.Since domestic scholars have not made a special study on higher education in Uzbekistan, the author hopes that through this article, people will have a comprehensive understanding of higher education in Uzbekistan so as to promote cultural exchanges between China and Uzbekistan.This paper is mainly divided into four parts: the first part is the relevant legislation and policy of Uzbekistan on education.This paper mainly introduces the Education Law of the Republic of Uzbekistan, the National Talent training Plan, the Action Plan of Education for all, the educational standards of Uzbekistan and the related policies and regulations.In the presentation of these legislation and policies, the main focus is on the higher education component, thus providing a comprehensive picture of the legal and policy framework of higher education in Uzbekistan.The second part is the development of higher education in Uzbekistan.It mainly includes three aspects: the present situation of higher education in Uzbekistan, the characteristics of the development of higher education, and the achievements of higher education in Uzbekistan.The present situation of higher education in Uzbekistan mainly includes five aspects, namely, the structure type of higher education, the management system, the funds, the admission mode and the international cooperation.The development of higher education in Uzbekistan has four main characteristics: the government attaches great importance to it, combines the educational models of Europe, Asia and the United States with its own development, and the Uzbek language is used in institutions of higher learning to a high degree.There are no private institutions of higher learning in Uzbekistan.In the aspect of the achievement of higher education in Uzbekistan, this paper analyzes the economic, political, cultural and social impact of higher education in Uzbekistan.The third part is the reform of higher education in Uzbekistan.This paper first introduces the reform of the Soviet Union period before independence and the reform of the degree system, funding system and entrance examination mechanism of Uzbekistan after independence.Secondly, the limitations of higher education reform are analyzed, including admission mechanism, scholarship allocation, funds, ratio of men and women, regional distribution of educational institutions and education quality.The fourth part is the development of higher education in Uzbekistan under the background of internationalization.First of all, it introduces some organization and cooperation projects related to higher education in Uzbekistan, such as the Bologna process in Asia and the Irrazmas Project, and then analyzes the opportunities and challenges that internationalization brings to higher education in Uzbekistan.The prospect of its development is forecasted.
