高等教育治理中政府、社會(huì)和高校關(guān)系轉(zhuǎn)變與實(shí)現(xiàn)途徑研究

【摘要】:政府和高校關(guān)系問(wèn)題是高等教育管理中的一個(gè)重要問(wèn)題,是教育管理學(xué)界一直比較關(guān)注的熱點(diǎn)話題。隨著社會(huì)政治、經(jīng)濟(jì)和文化的發(fā)展,“社會(huì)”開(kāi)始作為一個(gè)重要的主體力量參與高等教育管理。同時(shí),興起于20世紀(jì)80年代的治理理論受到理論界的推崇,并運(yùn)用于許多國(guó)家的政府管理改革實(shí)踐中。隨著治理理論的廣泛傳播,高等教育領(lǐng)域也開(kāi)始引入治理理論,高等教育領(lǐng)域的專家學(xué)者提出高等教育治理。在高等教育治理中,合理調(diào)整和正確定位政府、社會(huì)和高校關(guān)系有利于推動(dòng)我國(guó)高等教育管理深入改革和進(jìn)一步發(fā)展,同時(shí)也是我國(guó)實(shí)現(xiàn)高等教育強(qiáng)國(guó)宏偉藍(lán)圖的需要。因此,本論文研究高等教育治理中,政府、社會(huì)和高校關(guān)系轉(zhuǎn)變與實(shí)現(xiàn)途徑,提出了具體的措施和建議。 本論文主要分為六個(gè)部分:第一部分為緒論,包括論文選題的背景與意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路、方法和創(chuàng)新點(diǎn)等;第二部分為研究概述,對(duì)相關(guān)概念進(jìn)行了界定,著重論述了高等教育治理的內(nèi)涵、特征及本論文研究的理論基礎(chǔ);第三部分為高等教育發(fā)展中政府、社會(huì)和高校關(guān)系的演變,分別論述了高等教育政府管制模式和高等教育市場(chǎng)化模式的依據(jù)與特點(diǎn),并研究了高等教育政府管制模式下和高等教育市場(chǎng)化中政府、社會(huì)和高校關(guān)系;第四部分為高等教育治理中政府、社會(huì)和高校關(guān)系分析,在研究高等教育治理系統(tǒng)及其模式的基礎(chǔ)上,探究了高等教育治理中政府、社會(huì)和高校關(guān)系的應(yīng)然狀態(tài),并指出高等教育治理中,政府、社會(huì)和高校關(guān)系轉(zhuǎn)變的障礙;第五部分為高等教育治理中政府、社會(huì)和高校關(guān)系實(shí)現(xiàn)途徑;第六部分是結(jié)論,對(duì)論文研究的主要內(nèi)容和主要觀點(diǎn)做了總結(jié)。 本論文以辯證唯物主義和歷史唯物主義為總的方法論,具體采用了文獻(xiàn)查閱法、比較分析方法、案例研究法等研究方法。本文以高等教育治理為視角,借助治理理論和利益相關(guān)者理論,論述高等教育發(fā)展中政府、社會(huì)和高校關(guān)系的演變,分析高等教育治理中政府、社會(huì)和高校關(guān)系的應(yīng)然狀態(tài),指出高等教育治理中政府、社會(huì)和高校關(guān)系轉(zhuǎn)變的障礙,提出高等教育治理中政府、社會(huì)和高校關(guān)系的實(shí)現(xiàn)途徑。本文在研究視角上具有一定程度上的創(chuàng)新性,對(duì)于深化高等教育管理改革、保證高等教育持續(xù)健康發(fā)展具有重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:The relationship between government and higher education is an important issue in the management of higher education, which has been a hot topic in educational management circles. With the development of social politics, With the development of economy and culture, "society" began to participate in the management of higher education as an important subject. It has been applied in the practice of government management reform in many countries. With the widespread dissemination of governance theory, governance theory has been introduced into the field of higher education, and experts and scholars in higher education have put forward the governance of higher education. The rational adjustment and correct orientation of the government, the relationship between society and higher education is conducive to the further reform and further development of the management of higher education in China, and is also the need for our country to realize the grand blueprint of a powerful country in higher education. This paper studies the transformation and realization of the relationship among government, society and university in the governance of higher education, and puts forward some concrete measures and suggestions. This paper is divided into six parts: the first part is the introduction, including the background and significance of the topic, the status quo of domestic and foreign research, research ideas, methods and innovation; the second part is the summary of the research, defining the related concepts. The third part is the evolution of the relationship between government, society and universities in the development of higher education. This paper discusses the basis and characteristics of higher education government regulation model and higher education marketization model, and studies the relationship between government, society and higher education in higher education government regulation mode and higher education marketization. The fourth part is the analysis of the relationship between government, society and universities in the governance of higher education. On the basis of studying the governance system of higher education and its model, the author probes into the necessary state of the relationship between government, society and colleges and universities in the governance of higher education. It also points out the obstacles to the transformation of the relationship between government, society and university in the governance of higher education; the fifth part is the ways to realize the relationship between government, society and university in the governance of higher education; the sixth part is the conclusion. The main contents and main viewpoints of this paper are summarized. This thesis takes dialectical materialism and historical materialism as the general methodology, and adopts the methods of literature reference, comparative analysis, case study and so on. With the help of governance theory and stakeholder theory, this paper discusses the evolution of the relationship between government, society and university in the development of higher education, analyzes the necessary state of the relationship between government, society and university in the governance of higher education, and points out the government in the governance of higher education. The author puts forward the ways to realize the relationship between government, society and university in the governance of higher education. This paper is innovative to some extent in the perspective of research, which is helpful to deepen the reform of higher education management. It is of great theoretical and practical significance to ensure the sustainable and healthy development of higher education.
