獨立學(xué)院轉(zhuǎn)設(shè)后的發(fā)展研究

【摘要】:獨立學(xué)院是中國高等教育改革創(chuàng)新的產(chǎn)物,,但這種辦學(xué)模式有其先天的優(yōu)勢和弊端。為促進(jìn)獨立學(xué)院健康發(fā)展,2008年起,獨立學(xué)院在國家政策引導(dǎo)下邁出轉(zhuǎn)設(shè)的步伐。過去五年,全國獨立學(xué)院中只有35所成功轉(zhuǎn)設(shè),大多數(shù)仍然在等待、觀望。轉(zhuǎn)設(shè)事關(guān)學(xué)校生存大計。在前景不明、條件不成熟的情況下,誰也不敢完全獨立。轉(zhuǎn)設(shè)能否帶來新的發(fā)展機(jī)遇?是否會面臨新的問題?轉(zhuǎn)設(shè)后應(yīng)該如何調(diào)整發(fā)展策略?鑒于此,本文著重對已轉(zhuǎn)設(shè)獨立學(xué)院的這些問題進(jìn)行研究,以豐富獨立學(xué)院的相關(guān)理論,為獨立學(xué)院的發(fā)展提供有益借鑒。 本文的主要研究方法是文獻(xiàn)法和比較法。通過文獻(xiàn)法研究獨立學(xué)院發(fā)展脈絡(luò)、轉(zhuǎn)設(shè)起因和轉(zhuǎn)設(shè)后的發(fā)展現(xiàn)狀。運(yùn)用比較法來借鑒國內(nèi)優(yōu)秀民辦高校及美國私立大學(xué)的成功經(jīng)驗,提高研究成果的現(xiàn)實性與應(yīng)用性。 本文首先梳理了獨立學(xué)院的發(fā)展脈絡(luò),分析了獨立學(xué)院轉(zhuǎn)設(shè)的起因和動機(jī)。接著,指出獨立學(xué)院轉(zhuǎn)設(shè)后的發(fā)展現(xiàn)狀,包括人才培養(yǎng)應(yīng)用性更強(qiáng),辦學(xué)機(jī)制更加靈活,產(chǎn)權(quán)更加明晰,經(jīng)濟(jì)負(fù)擔(dān)更輕。同時,列舉了轉(zhuǎn)設(shè)后面臨的問題并分析原因,主要是學(xué)校定位不明,缺乏辦學(xué)特色;激勵機(jī)制不健全,師資建設(shè)難以提高;失去品牌優(yōu)勢,招生更加困難;缺乏多元融資渠道,辦學(xué)經(jīng)費不足;董事會制度不健全,缺乏有效監(jiān)管。 通過分析,同時借鑒我國優(yōu)秀民辦高校與美國私立大學(xué)的發(fā)展經(jīng)驗,得出獨立學(xué)院轉(zhuǎn)設(shè)后的發(fā)展策略。第一,明確學(xué)校辦學(xué)定位,建設(shè)自己的特色專業(yè),建立起獨特的校園文化,以構(gòu)建學(xué)校的特色。第二,通過加強(qiáng)師資隊伍的建設(shè)、優(yōu)化人才培養(yǎng)方案和加強(qiáng)對外合作交流,提高辦學(xué)質(zhì)量。第三,有充實的辦學(xué)資金、健全的管理體制、完善的法律法規(guī)來保障持續(xù)發(fā)展。
[Abstract]:Independent colleges are the product of higher education reform and innovation in China, but this mode of running schools has its inherent advantages and disadvantages. In order to promote the healthy development of independent colleges, the independent colleges have taken the steps of transformation under the guidance of national policies since 2008. There are only 35 independent colleges in the country. Most of them are still waiting and watching. The transfer has a bearing on the survival of the school. In the uncertain future and immature conditions, no one is afraid to be completely independent. Can the transfer bring new development opportunities? Will there be new problems? How should the development strategy be adjusted after the transfer? In view of this, this paper focuses on these problems that have been transferred to independent colleges, in order to enrich the relevant theories of independent colleges and provide useful reference for the development of independent colleges. The main research methods of this paper are literature method and comparative method. Using comparative method to draw lessons from the successful experience of domestic excellent private colleges and private universities in the United States to improve the reality and application of the research results. This paper first combs the development of independent colleges, analyzes the causes and motives of the transfer of independent colleges, and then points out the development situation of independent colleges after the transfer, including the application of talent training is stronger, the mechanism of running schools is more flexible. At the same time, the paper enumerates the problems after the transfer and analyzes the reasons. The main reasons are the unclear orientation of the school, the lack of school characteristics, the imperfect incentive mechanism, the difficulty in improving the teachers' construction, and the loss of brand advantages. Enrollment is more difficult; lack of multiple financing channels, lack of school funds; Board of directors system is not perfect, lack of effective supervision. By analyzing and drawing lessons from the development experience of Chinese excellent private universities and American private universities, the development strategies of independent colleges and universities are obtained. First, it is necessary to make clear the orientation of running schools and to build their own specialties. To establish a unique campus culture in order to build up the characteristics of the school. Second, by strengthening the construction of the teaching staff, optimizing the talent training programs and strengthening the foreign cooperation and exchange, and improving the quality of running schools. Third, there are substantial funds for running schools. Sound management system, perfect laws and regulations to ensure sustainable development.
