甘肅省高?萍紕(chuàng)新能力綜合評(píng)價(jià)分析

【摘要】:高等學(xué)校作為科技創(chuàng)新系統(tǒng)中的重要組成部分,長(zhǎng)期以來,甘肅省高?萍紕(chuàng)新能力處于低水平階段,這嚴(yán)重的制約著甘肅省高校整體的發(fā)展水平和服務(wù)于地方經(jīng)濟(jì)社會(huì)發(fā)展的能力。論文通過對(duì)甘肅省高?萍紕(chuàng)新能力進(jìn)行綜合評(píng)價(jià)與比較分析,探究甘肅省高?萍紕(chuàng)新能力的薄弱環(huán)節(jié)和存在的問題,并提出相應(yīng)建議,以便為制定甘肅省高?萍紕(chuàng)新政策提供科學(xué)依據(jù)。 論文運(yùn)用系統(tǒng)分析的方法,在分析高?萍紕(chuàng)新基本過程,內(nèi)在支持條件,外在作用因素的基礎(chǔ)上,建構(gòu)了高?萍紕(chuàng)新能力形成機(jī)理模型。然后對(duì)高?萍紕(chuàng)新能力構(gòu)成進(jìn)行界定,建立了高校科技創(chuàng)新能力的綜合評(píng)價(jià)指標(biāo)體系。在實(shí)證分析部分,論文通過收集2006年至2010年連續(xù)5年的原始指標(biāo)數(shù)據(jù),選用因子分析方法,對(duì)指標(biāo)體系中的二級(jí)指標(biāo),一級(jí)指標(biāo)進(jìn)行了綜合評(píng)價(jià)與比較。并對(duì)評(píng)價(jià)結(jié)果進(jìn)行論證。 論文研究發(fā)現(xiàn),甘肅省高校科技創(chuàng)新能力處在全國(guó)中下游水平,各類指標(biāo)量和排名與發(fā)達(dá)省市存在不同程度的差距。論文認(rèn)為,資源有限,投入水平低,產(chǎn)出總量不足,成果轉(zhuǎn)化率低,科技創(chuàng)新環(huán)境不完善制約著甘肅省高?萍紕(chuàng)新能力提升;谏鲜龇治,提出加大資金投入,加強(qiáng)高校自身建設(shè),深化產(chǎn)學(xué)研合作和培育高校科技創(chuàng)新的良好環(huán)境的具體建議。
[Abstract]:As an important part of science and technology innovation system, colleges and universities in Gansu Province have long been in a low level of scientific and technological innovation ability. This seriously restricts the overall development level of colleges and universities in Gansu Province and the ability to serve the development of local economy and society. This paper makes a comprehensive evaluation and comparative analysis on the scientific and technological innovation ability of colleges and universities in Gansu Province. This paper probes into the weak links and existing problems of the scientific and technological innovation ability of colleges and universities in Gansu Province, and puts forward corresponding suggestions in order to provide a scientific basis for formulating the scientific and technological innovation policies of colleges and universities in Gansu Province. On the basis of analyzing the basic process of scientific and technological innovation in colleges and universities, the internal supporting conditions and the external factors, the paper applies the method of systematic analysis. The forming mechanism model of the scientific and technological innovation ability of colleges and universities is constructed, and then the composition of the scientific and technological innovation ability in colleges and universities is defined, and the comprehensive evaluation index system of the scientific and technological innovation ability of colleges and universities is established. Through collecting the original index data from 2006 to 2010 for five consecutive years, this paper selects the factor analysis method to evaluate and compare the secondary index and the first class index in the index system, and proves the evaluation results. The paper finds that the scientific and technological innovation ability of colleges and universities in Gansu Province is in the middle and lower reaches of the country, and there is a gap between the various indexes and rankings and developed provinces and cities to some extent. The paper holds that the resources are limited, the input level is low, and the total output is insufficient. The low conversion rate of achievements and the imperfect environment for scientific and technological innovation restrict the enhancement of the scientific and technological innovation ability of colleges and universities in Gansu Province. Based on the above analysis, it is proposed to increase the investment of funds and strengthen the self-construction of colleges and universities. Concrete suggestions for deepening cooperation between industry, college and research and fostering a good environment for scientific and technological innovation in colleges and universities.
