大學(xué)科技園人力資源培養(yǎng)和吸引機(jī)制研究

【摘要】:近年來,隨著我國大學(xué)科技園的發(fā)展,大學(xué)科技園的實踐和理論研究在國內(nèi)受到了眾多學(xué)者的關(guān)注,國內(nèi)學(xué)者們在國外學(xué)者研究的基礎(chǔ)上,從多種視角開展了相關(guān)研究。大學(xué)科技園是通過各高校的教育資源作為依托,整合各高校的科研人員、技術(shù)、信息、實驗設(shè)備、資料書籍等綜合智力優(yōu)勢與其他社會優(yōu)勢資源,為園內(nèi)各企業(yè)科研成果孵化提供全方位服務(wù)。經(jīng)過二十年的發(fā)展,大學(xué)科技園在轉(zhuǎn)化科技成果、孵化高新技術(shù)企業(yè)、培養(yǎng)高素質(zhì)人才方面取得了顯著成效,也積累了極其寶貴的經(jīng)驗,為國家經(jīng)濟(jì)、科技發(fā)展做出了積極貢獻(xiàn),成為國家創(chuàng)新體系及高等教育體系中的重要組成部分。人才是大學(xué)科技園建設(shè)的基石,如何組建大學(xué)科技園的人才隊伍,對于科技園的定位和發(fā)展意義重大。我國前教育部部長周濟(jì)在2003年于武漢召開的“全國大學(xué)科技園第二次工作會議”上指出,在我國,大學(xué)科技園涉及到的重要人才主要包括:創(chuàng)新人才和創(chuàng)業(yè)人才,以及科技創(chuàng)新、經(jīng)營管理、風(fēng)險投資、產(chǎn)權(quán)交易和法律財務(wù)咨詢等配套人才隊伍。據(jù)此,本文在對大學(xué)科技園概念、發(fā)展歷程、現(xiàn)狀及功用進(jìn)行簡要回顧的基礎(chǔ)上,進(jìn)行了對大學(xué)科技園人才的分類:創(chuàng)業(yè)人才—企業(yè)家、創(chuàng)新人才—創(chuàng)新型人才、以及管理人才—大學(xué)科技園管理人才。 本文對三類人才都有的放矢地進(jìn)行特征研究、影響因素分析、現(xiàn)狀和原因分析,在對大學(xué)科技園人才培養(yǎng)和吸引機(jī)制的政策建議的提出起到了很好的理論支持和效果。但也存在著諸多不足,有待改進(jìn)。例如,在創(chuàng)新型人才的引進(jìn)和人才流失問題的把握和操作上,存在著實際經(jīng)驗不足和政策制度的缺乏;在大學(xué)科技園管理者人才機(jī)構(gòu)的建設(shè)和完善上尚處于起步階段,園內(nèi)風(fēng)險投資機(jī)構(gòu)的建設(shè)更需加以完善。因此,在今后的工作中,需要對人才流失問題和風(fēng)險投資的建設(shè)上推進(jìn)實踐,盡快為大學(xué)科技園的運轉(zhuǎn)掃清障礙。
[Abstract]:In recent years, with the development of university science and technology parks in China, the practice and theoretical research of university science parks have attracted the attention of many scholars in China. The university science and technology park is based on the educational resources of each university, and integrates the scientific research personnel, the technology, the information, the experimental equipment, the data book and other social superiority resources. After 20 years of development, the University Science and Technology Park has achieved remarkable results in transforming scientific and technological achievements, incubating high-tech enterprises, and cultivating high-quality talents. They have also accumulated extremely valuable experience, made positive contributions to the national economy, scientific and technological development, and become an important part of the national innovation system and the higher education system.Talent is the cornerstone of the construction of the university science and technology park. How to set up a contingent of university science and technology parks is of great significance to the positioning and development of science parks. Zhou Ji, former Minister of Education of China, pointed out at the "second working Conference of National University Science and Technology Parks," held in Wuhan on 2003, that in China, The important talents involved in the university science and technology park mainly include: innovative talents and entrepreneurial talents, as well as scientific and technological innovation, management, venture capital, property rights transactions and legal and financial advice and other supporting personnel. On the basis of a brief review of the concept, development course, present situation and function of the university science and technology park, this paper classifies the talents of the university science and technology park: entrepreneurial talents, entrepreneurs, innovative talents and innovative talents. And management talent-university science and technology park management talent. In this paper, the characteristics of the three categories of talents are targeted, the analysis of influencing factors, the current situation and cause analysis, It has played a very good theoretical support and effect in proposing the policy recommendations on talent training and attraction mechanism in university science and technology parks. However, there are still many shortcomings that need to be improved. For example, In the introduction of innovative talents and the grasp and operation of the problem of brain drain, there is a lack of practical experience and lack of policies and systems, and the construction and improvement of talent institutions of university science and technology park managers are still in their infancy. Therefore, in the future work, it is necessary to promote the practice on the problem of brain drain and the construction of venture capital, so as to clear the obstacle for the operation of university science and technology park as soon as possible.
