河南省普通高校畢業(yè)生就業(yè)問題分析及對(duì)策研究

【摘要】:本世紀(jì)初開始,我國(guó)高等教育大眾化進(jìn)程不斷加快,高校數(shù)量快速增長(zhǎng),高校畢業(yè)生人數(shù)逐年遞增,高校畢業(yè)生的就業(yè)問題日益得到全社會(huì)的廣泛關(guān)注。從經(jīng)濟(jì)角度看,,高校畢業(yè)生就業(yè)不僅關(guān)乎畢業(yè)生和其家庭的切身利益,也關(guān)系到整個(gè)民族在高等教育方面的“投入產(chǎn)出比”的盈虧問題;從社會(huì)層面看,不僅關(guān)系到高教事業(yè)的可持續(xù)發(fā)展,更關(guān)系到國(guó)家科教興國(guó)、人才強(qiáng)國(guó)戰(zhàn)略的實(shí)施,關(guān)系到社會(huì)的穩(wěn)定和實(shí)現(xiàn)中華民族偉大復(fù)興的全局。黨的十八大以來,隨著改革開放事業(yè)進(jìn)入“深水區(qū)”,社會(huì)發(fā)展模式和宏觀經(jīng)濟(jì)結(jié)構(gòu)調(diào)整面臨攻堅(jiān)階段,我國(guó)高校畢業(yè)生就業(yè)問題引起黨和政府、社會(huì)各屆更為高度的關(guān)注。河南省作為人口大省和正在建設(shè)的人力資源大省,高校畢業(yè)生就業(yè)問題當(dāng)然應(yīng)該擺在突出的研究位置。論文立足于對(duì)河南省高校畢業(yè)生就業(yè)現(xiàn)狀的全面分析,結(jié)合國(guó)內(nèi)外相關(guān)理論研究結(jié)論,找出影響高校畢業(yè)生就業(yè)的主要影響因素,分析存在的問題及成因,提出解決這些問題的對(duì)策和建議。 論文首先是對(duì)河南省普通高;厩闆r和畢業(yè)生就業(yè)情況進(jìn)行概述,其次,從六個(gè)方面進(jìn)行總量分析,即:河南省高校畢業(yè)生總體就業(yè)狀況分析、畢業(yè)生就業(yè)質(zhì)量情況分析,畢業(yè)生就業(yè)特色分析,畢業(yè)生的社會(huì)評(píng)價(jià)與培養(yǎng)改進(jìn)分析,畢業(yè)生的基本工作能力和核心知識(shí)分析,畢業(yè)生求職分析。研究中發(fā)現(xiàn)河南省高校畢業(yè)生就業(yè)存在的主要問題有:河南省勞動(dòng)力市場(chǎng)供求關(guān)系的總量矛盾和結(jié)構(gòu)性矛盾突出;非理性就業(yè)觀念和勞動(dòng)力市場(chǎng)調(diào)節(jié)的負(fù)面效應(yīng)加;社會(huì)總體就業(yè)壓力的增大;畢業(yè)生就業(yè)市場(chǎng)建設(shè)的不完善;政府招生就業(yè)政策制度的科學(xué)性和實(shí)效性不足;就業(yè)政策的執(zhí)行效力低下;高校畢業(yè)生就業(yè)的配套政策不夠完善;河南省高校發(fā)展過快導(dǎo)致人才培養(yǎng)質(zhì)量下滑;現(xiàn)行高等教育與人才培養(yǎng)體制的缺失;就業(yè)指導(dǎo)與服務(wù)的水平低下;畢業(yè)生就業(yè)觀念沒有與時(shí)俱進(jìn);家庭因素對(duì)畢業(yè)生影響較大;高校畢業(yè)生缺乏系統(tǒng)的職業(yè)規(guī)劃和就業(yè)能力的提升等。 針對(duì)河南省高校畢業(yè)生就業(yè)存在的主要問題和形成這些問題的主要因素,本研究主要從社會(huì)經(jīng)濟(jì)環(huán)境、政府職能、高校、用人單位和畢業(yè)生個(gè)人方面等五個(gè)方面,對(duì)河南省高校畢業(yè)生就業(yè)問題的成因進(jìn)行分析,并提出了相應(yīng)的解決對(duì)策:有效改善高校畢業(yè)生就業(yè)的社會(huì)經(jīng)濟(jì)環(huán)境和市場(chǎng)環(huán)境,充分發(fā)揮市場(chǎng)對(duì)大學(xué)生就業(yè)的導(dǎo)向作用;政府要在高校畢業(yè)生就業(yè)中發(fā)揮重要的宏觀調(diào)控作用;高校要在畢業(yè)生就業(yè)中發(fā)揮主導(dǎo)作用;用人單位要提高人力資源管理水平;畢業(yè)生要樹立正確的就業(yè)觀和培養(yǎng)較強(qiáng)的就業(yè)能力等等。
[Abstract]:Since the beginning of this century, the process of popularization of higher education in China has been accelerated, the number of colleges and universities has increased rapidly, the number of university graduates has been increasing year by year, and the employment of college graduates has been paid more and more attention by the whole society. The employment of college graduates is not only related to the vital interests of graduates and their families, but also related to the profit and loss of the "input-output ratio" of the whole nation in higher education. It is also related to the national rejuvenation through science and education, the implementation of the strategy of strengthening the country by talents, the stability of society and the overall situation of realizing the great rejuvenation of the Chinese nation. Since the 18 National Congress of the Party, As the cause of reform and opening to the outside world enters the "deep water area", the social development model and the adjustment of macroeconomic structure are facing a critical stage. The employment problem of college graduates in our country has caused the Party and the government to seek employment. Henan Province, as a province with a large population and a large human resource province under construction, Of course, the employment problem of college graduates should be placed in a prominent research position. The thesis is based on the comprehensive analysis of the employment situation of college graduates in Henan Province, combined with the relevant theoretical research conclusions at home and abroad. This paper finds out the main factors that affect the employment of college graduates, analyzes the existing problems and causes, and puts forward some countermeasures and suggestions to solve these problems. Firstly, the paper summarizes the basic situation and employment of graduates in Henan Province, and secondly, analyzes the total amount of graduates from six aspects, namely: the overall employment situation of college graduates in Henan Province, the analysis of employment quality of graduates. Analysis of graduates' employment characteristics, analysis of social evaluation and training of graduates, analysis of graduates' basic working ability and core knowledge, The main problems in the employment of college graduates in Henan Province are as follows: the contradiction between the total quantity of supply and demand and the structural contradiction in the labor market of Henan Province; The negative effects of irrational employment concept and labor market regulation are aggravated; the overall social employment pressure increases; the construction of graduate employment market is not perfect; the scientific and effective system of government recruitment and employment policy is insufficient; The implementation of employment policy is low; the supporting policies for employment of college graduates are not perfect; the rapid development of colleges and universities in Henan Province leads to a decline in the quality of talent training; the lack of current higher education and talent training system; The level of employment guidance and service is low; the concept of employment of graduates does not keep pace with the times; family factors have a greater impact on graduates; college graduates lack of systematic career planning and employment ability. In view of the main problems existing in the employment of college graduates in Henan Province and the main factors contributing to these problems, this study mainly focuses on five aspects: social and economic environment, government functions, colleges and universities, employers and graduates, etc. This paper analyzes the causes of the employment of college graduates in Henan Province, and puts forward the corresponding countermeasures: to effectively improve the social, economic and market environment for the employment of college graduates, and to give full play to the guiding role of the market to the employment of college students; The government should play an important macro-control role in the employment of college graduates, colleges and universities should play a leading role in the employment of graduates, employers should improve the level of human resources management; Graduates should set up a correct view of employment and cultivate strong employability and so on.
