【摘要】：西班牙著名的教育學(xué)家奧爾加特·加塞特在《大學(xué)的使命》中提出：“大學(xué)的改革如果僅僅局限于糾正大學(xué)中懶散草率的弊病，那么改革也會不可避免地變得非常草率。重要的是大學(xué)應(yīng)該重新認(rèn)識其使命，使大學(xué)活動真正發(fā)揮出應(yīng)有的力量�！盵1]那么針對我國現(xiàn)階段大學(xué)行政管理體制改革過程中產(chǎn)生的一系列問題，如果僅僅局限于大學(xué)行政帶來的弊病，其結(jié)果同樣也會變得非常草率,那種毫無意義的討論對我國的大學(xué)顯然是沒有好處。學(xué)術(shù)界的探討需要擦亮眼睛，用學(xué)理的角度指引大學(xué)改革的方向。我們需要重新認(rèn)識大學(xué)行政，尊重大學(xué)行政的歷史發(fā)展規(guī)律、尊重大學(xué)行政的本質(zhì)、尊重大學(xué)行政的使命。 事物都具有其自身的發(fā)展規(guī)律。任何大學(xué)行政、國家甚至社會如果想把其意志強加于大學(xué)，那么必然是有所創(chuàng)新，，有所堅守的。完全意義上按照政黨意志和領(lǐng)導(dǎo)人的偶然性進行干預(yù)和管理勢必將走向行政化的道路�？v觀大學(xué)行政的歷史發(fā)展，橫向比較各國大學(xué)行政管理體制的調(diào)整和改革。從中我們不難看出大學(xué)行政管理體制的改革和創(chuàng)新是建立在堅守大學(xué)行政的歷史邏輯性，從而保證大學(xué)學(xué)術(shù)發(fā)展與大學(xué)自治精神這一前提下進行的。這也是大學(xué)能夠歷經(jīng)數(shù)百年，而且日益成為社會影響的重要組成部分的重要原因。 故本研究從學(xué)理的角度探討了大學(xué)行政是什么？應(yīng)該是什么？這也是與大學(xué)行政管理體制改革直接相關(guān)的問題。并對各國大學(xué)行政進行國際比較，但不局限于效仿模式和學(xué)習(xí)經(jīng)驗。而是認(rèn)識到別國大學(xué)行政改革的本質(zhì)，及改革的主線。真正做到尊重大學(xué)行政的的歷史發(fā)展、本質(zhì)與使命。從而為創(chuàng)建中國特色社會主義大學(xué)行政管理體制提供方向和建議。
[Abstract]:In "the Mission of the University," the famous Spanish educator Olgard Garcett argues, "the reform of a university is limited to correcting the sloppy and sloppy nature of the university." Then the reform will inevitably become very hasty. The important thing is that the university should reunderstand its mission and make its activities play its proper role. " [1] in view of a series of problems arising from the reform of the university administration system in our country at present, if we only limit ourselves to the disadvantages brought about by the university administration, the result will also become very hasty. That kind of pointless discussion is obviously not good for our universities. Academic research needs to sharpen our eyes and guide the direction of university reform from a theoretical perspective. We need to re-understand university administration. Respect the historical development law of university administration, respect the essence of university administration, respect the mission of university administration. Every thing has its own law of development. If any university administration, state or even society wants to impose its will on the university, it must be innovated. Completely according to the will of the political party and the contingency of the leaders intervention and management will be bound to the road of administration. Throughout the history of university administration development. It is not difficult to see that the reform and innovation of university administration system is based on adhering to the historical logic of university administration. This is an important reason why the university can go through hundreds of years and become an important part of the social influence day by day under the premise of university academic development and the spirit of university autonomy. Therefore, this study from the academic point of view to explore the university administration is what? What should it be? This is also a question directly related to the reform of university administration system, and makes an international comparison of university administration in various countries, but not limited to imitating the model and learning experience, but recognizing the essence of the reform of university administration in other countries. And the main line of reform is to truly respect the historical development, essence and mission of university administration, thus providing directions and suggestions for the establishment of the administrative management system of socialist universities with Chinese characteristics.
