大學(xué)生基層就業(yè)激勵機(jī)制研究

【摘要】:十八大報告中提出全面建成小康社會的宏偉目標(biāo),從黨的十六大和十七大提出的“全面建設(shè)小康社會”到十八大提出的“全面建成小康社會”,一字之改,意義非凡。全面建成小康社會中的“全面”兩字,既包括城市,也包括農(nóng)村,同時農(nóng)村是薄弱環(huán)節(jié),也是今后工作中的重點。然而農(nóng)村勞動力文化知識貧乏、素質(zhì)低、專業(yè)技術(shù)人才貧乏,導(dǎo)致農(nóng)村發(fā)展緩慢,所以為了促進(jìn)農(nóng)村社會經(jīng)濟(jì)的繁榮發(fā)展,推動新農(nóng)村建設(shè),迫切需要一大批有素質(zhì)、有理想、有文化的高校畢業(yè)生走向農(nóng)村、服務(wù)農(nóng)村、扎根農(nóng)村。另一方面與之形成鮮明對比的是數(shù)以百萬計的接受過現(xiàn)代科學(xué)技術(shù)教育的大學(xué)畢業(yè)生未就業(yè),形成巨大的“待業(yè)”隊伍。在這種狀況下,積極的激勵大學(xué)生到基層就業(yè),建立激勵機(jī)制就勢在必行。雖然當(dāng)前政府、高校等已采取了一些激勵措施,但是這些激勵措施方式還未能形成有機(jī)的整體,造成大學(xué)生基層就業(yè)效果不佳。因此,以大學(xué)生基層就業(yè)激勵機(jī)制為研究對象,發(fā)現(xiàn)其問題并使之更加完善,具有重要的現(xiàn)實意義。 此研究在吸收其他研究成果基礎(chǔ)上,通過文獻(xiàn)研究、個案訪談等方法搜集資料,首先對當(dāng)前基層就業(yè)大學(xué)生的現(xiàn)狀進(jìn)行描述性分析。當(dāng)前大學(xué)生基層就業(yè)的現(xiàn)實狀況是大學(xué)生到基層就業(yè)雖認(rèn)可程度高但扎根意識不強,基層就業(yè)大學(xué)生人數(shù)偏少,流失率高,且情緒低落,積極性差,不能在基層發(fā)揮有效作用,使原本可實現(xiàn)大學(xué)生自身發(fā)展與基層發(fā)展的雙贏結(jié)果大打折扣。其次從激勵主體、激勵客體、激勵方式和激勵環(huán)境等方面,找出當(dāng)前大學(xué)生基層就業(yè)激勵機(jī)制中存在的問題,已期為進(jìn)一步完善提供依據(jù)。最后結(jié)合個人觀點,提出政府自上而下頂層設(shè)計,學(xué)校過程把關(guān)自主改革,基層用人單位層面自下而上實踐彌合,引導(dǎo)大學(xué)生由內(nèi)而外自我激勵,協(xié)調(diào)互動,,全面動員,營造良好社會氛圍等完善與改進(jìn)建議。
[Abstract]:The grand goal of building a well-off society in an all-round way was put forward in the report of the 18 National Congress, from "building a well-off society in an all-round way" to "building a well-off society in an all-round way" put forward by the 16th and 17th National Congress of the Communist Party of China. The meaning is special. The word "comprehensive" in building a well-off society in an all-round way, includes both the city and the countryside, and at the same time, the countryside is the weak link and the key point in the future work. However, the cultural knowledge of the rural labor force is poor. Low quality, poor professional and technical personnel, leading to slow rural development, so in order to promote the prosperity of rural social and economic development, promote the construction of new rural areas, there is an urgent need for a large number of quality, have ideals. Educated college graduates go to the countryside, serve the countryside, and take root in the countryside. On the other hand, millions of college graduates who have received modern science and technology education have not been employed. In this situation, it is imperative to actively encourage college students to obtain employment at the grass-roots level, and establish incentive mechanism. Although the current government, colleges and universities have taken some incentive measures. However, these incentives have not yet formed an organic whole, resulting in college students' grass-roots employment effect is not good. Therefore, take the grass-roots employment incentive mechanism of college students as the research object, find out its problems and make it more perfect. It has important practical significance. On the basis of absorbing other research results, this study collected data through literature research, case interviews and other methods. First of all, the current situation of grass-roots employment of college students is described. The reality of college students' grass-roots employment is that the degree of recognition to grass-roots employment is high, but the sense of taking root is not strong. The number of college students employed at the grass-roots level is on the low side, the wastage rate is high, and the mood is low and the enthusiasm is poor, which can not play an effective role at the grass-roots level. The win-win results of self-development and grass-roots development of college students can be greatly reduced. Secondly, from the incentive subject, incentive object, incentive way and incentive environment, and so on. Find out the existing problems in the incentive mechanism of college students' grass-roots employment, which has provided the basis for further improvement. Finally, combined with the personal point of view, put forward the top-down top-level design of the government, school process control independent reform. In order to guide college students to encourage themselves from inside to outside, to coordinate and interact, to mobilize in an all-round way and to create a good social atmosphere, suggestions for perfection and improvement should be put forward.
