【摘要】：進(jìn)入21世紀(jì)以來，我國(guó)的高等教育有了長(zhǎng)足的發(fā)展，高等教育實(shí)現(xiàn)了由精英教育向大眾教育的轉(zhuǎn)變，高等教育的發(fā)展戰(zhàn)略也由規(guī)模擴(kuò)張逐漸過渡到內(nèi)涵發(fā)展，注重提升高校發(fā)展的質(zhì)量和特色的形成。作為高校內(nèi)涵發(fā)展重要標(biāo)志的科學(xué)研究，其對(duì)加快我國(guó)的科技創(chuàng)新、工業(yè)發(fā)展和物質(zhì)生活水平的提高發(fā)揮了重要作用。但我國(guó)高校的科學(xué)研究也存在種種問題，如部分科研成果水平不高、科研經(jīng)費(fèi)不足、科研管理落后等，但其中最為普遍而又嚴(yán)重的就是科研誠(chéng)信的缺失，抄襲、剽竊、偽造數(shù)據(jù)或結(jié)論、成果評(píng)選潛規(guī)則、權(quán)錢交易等學(xué)術(shù)不端行為嚴(yán)重影響了高校的健康發(fā)展和我國(guó)科技水平的不斷提高。因此，深入研究科研誠(chéng)信缺失的社會(huì)、制度和文化根源，探索適合我國(guó)國(guó)情和高校特點(diǎn)的科研誠(chéng)信保障機(jī)制，對(duì)進(jìn)一步遏制科研不端行為，維護(hù)學(xué)術(shù)尊嚴(yán)和價(jià)值，營(yíng)造風(fēng)清氣正，純凈健康的學(xué)術(shù)環(huán)境具有重要意義。 科研誠(chéng)信是科學(xué)研究活動(dòng)中必須遵循的基本倫理道德。本文系統(tǒng)闡述了科研誠(chéng)信保障機(jī)制的內(nèi)涵及構(gòu)成要素，分析了我國(guó)高�？蒲姓\(chéng)信保障機(jī)制建構(gòu)的現(xiàn)狀與存在的問題，并針對(duì)科研誠(chéng)信保障機(jī)制存在問題的原因提出了完善科研誠(chéng)信保障機(jī)制的對(duì)策。第一部分著重闡述了科研誠(chéng)信保障機(jī)制的內(nèi)涵及其構(gòu)成要素，探討了建構(gòu)科研誠(chéng)信保障機(jī)制的重要性�？茖W(xué)、完善、高效的科研誠(chéng)信保障機(jī)制是預(yù)防和懲治學(xué)術(shù)不端、塑造科研誠(chéng)信的重要支撐，這就要求對(duì)科研誠(chéng)信保障機(jī)制的內(nèi)涵進(jìn)行系統(tǒng)闡述。它主要包括科研誠(chéng)信活動(dòng)的主體、科研誠(chéng)信保障的內(nèi)容、保障機(jī)制運(yùn)行的環(huán)境、保障機(jī)制的載體和保障機(jī)制的監(jiān)督與評(píng)價(jià)；此外良好的誠(chéng)信保障機(jī)制對(duì)高校的健康發(fā)展，對(duì)于科技實(shí)力的提升以及我國(guó)的現(xiàn)代化建設(shè)和國(guó)際化發(fā)展具有深遠(yuǎn)意義。 第二部分立足我國(guó)高�？蒲姓\(chéng)信的現(xiàn)狀和學(xué)術(shù)不端行為治理的具體措施從正反兩個(gè)方面分別探討了我國(guó)高�？蒲姓\(chéng)信保障機(jī)制建構(gòu)取得的成績(jī)和存在的問題；并分別從制度、理念、文化、機(jī)制本身、運(yùn)行環(huán)境等五個(gè)方面分析了影響我國(guó)高�？蒲姓\(chéng)信保障機(jī)制建構(gòu)的深層次原因。法律制度的滯后、理念的缺失、官本位文化的影響、機(jī)構(gòu)職能的缺位等多種因素，導(dǎo)致了科研誠(chéng)信保障機(jī)制運(yùn)行低效，造成了科研不端行為較為普遍的尷尬局面。 第三部分提出了完善我國(guó)高�？蒲姓\(chéng)信保障機(jī)制的對(duì)策。面對(duì)著科研不端的惡性循環(huán)以及科學(xué)發(fā)展的現(xiàn)實(shí)需求，，科研誠(chéng)信保障機(jī)制的重構(gòu)已迫在眉睫。通過構(gòu)建完整的組織架構(gòu)體系，統(tǒng)一科研誠(chéng)信立法與具體制度的日臻完善相結(jié)合，建立科學(xué)開放、程序公正的學(xué)術(shù)評(píng)價(jià)和監(jiān)督體系，開展多種形式的科研道德教育，營(yíng)造良好的科研誠(chéng)信氛圍，在機(jī)制各運(yùn)行要素相互協(xié)調(diào)、共同作用下，我國(guó)高�？蒲谢顒�(dòng)中誠(chéng)信缺失的痼疾將逐漸解決，學(xué)術(shù)的價(jià)值和尊嚴(yán)將重放光彩。
[Abstract]:Since 21th century, China's higher education has made considerable progress, higher education has realized the transformation from elite education to mass education, and the development strategy of higher education has gradually transferred from scale expansion to connotation development. The scientific research, which is an important symbol of the development of colleges and universities, accelerates the scientific innovation of our country. The development of industry and the improvement of material living standard play an important role, but there are many problems in the scientific research of colleges and universities in our country, such as the low level of some scientific research achievements, the insufficiency of scientific research funds, the backward management of scientific research, etc. But the most common and serious is the lack of scientific research integrity, plagiarism, falsification of data or conclusions, results evaluation of the hidden rules. Academic misconduct, such as power and money trading, has seriously affected the healthy development of colleges and universities and the continuous improvement of our country's scientific and technological level. Therefore, the social, institutional and cultural roots of the lack of scientific research integrity have been deeply studied. It is of great significance to explore the scientific research credit guarantee mechanism suitable for the national conditions of our country and the characteristics of colleges and universities, to further curb scientific research misconduct, to maintain academic dignity and value, to create a clean and healthy academic environment. Scientific research integrity is the basic ethics that must be followed in scientific research activities. This paper systematically expounds the connotation and constituent elements of scientific research honesty guarantee mechanism. This paper analyzes the present situation and existing problems of the construction of scientific research honesty guarantee mechanism in Chinese universities and colleges. According to the reasons of the problems in the scientific research integrity guarantee mechanism, the author puts forward the countermeasures to perfect the scientific research credit guarantee mechanism. The first part focuses on the connotation of the scientific research integrity guarantee mechanism and its constituent elements. This paper discusses the importance of constructing scientific research honesty guarantee mechanism. Scientific, perfect and efficient scientific research honesty guarantee mechanism is an important support for preventing and punishing academic misconduct and shaping scientific research honesty. This requires a systematic elaboration of the connotation of the scientific research integrity guarantee mechanism, which mainly includes the subject of scientific research integrity activities, the content of scientific research integrity guarantee, and the operating environment of the guarantee mechanism. The carrier of the safeguard mechanism and the supervision and evaluation of the safeguard mechanism; In addition, a good credit guarantee mechanism is of great significance to the healthy development of colleges and universities, to the promotion of scientific and technological strength and to the modernization and international development of our country. The second part is based on the status quo of scientific research integrity in colleges and universities in our country and the concrete measures to control academic misconduct from the positive and negative aspects respectively to explore the achievements and existing problems in the construction of scientific research integrity guarantee mechanism in colleges and universities in China. And separately from the system, the idea, the culture, the mechanism itself, the operation environment and so on five aspects has analyzed the influence our country university scientific research credit safeguard mechanism construction deep level reason, the legal system lag, the idea lacks. Many factors, such as the influence of official standard culture and the absence of organization function, lead to the low efficiency of scientific research credit guarantee mechanism and the embarrassing situation of scientific research misconduct. In the third part, the author puts forward the countermeasures to perfect the scientific research credit guarantee mechanism in our country, facing the vicious circle of scientific research misconduct and the realistic demand of scientific development. It is urgent to reconstruct the scientific research honesty guarantee mechanism. By constructing a complete organizational structure system, unifying the scientific research integrity legislation and the concrete system, we can establish a scientific and open system. Procedural justice of the academic evaluation and supervision system, carry out a variety of forms of scientific research moral education, create a good climate of scientific research integrity, under the coordination of the operational elements of the mechanism, under the joint action. The chronic problem of lack of good faith in the scientific research activities of colleges and universities in China will be gradually solved, and the academic value and dignity will be replayed.
