【摘要】:我國(guó)現(xiàn)代意義上的高等教育發(fā)展已過(guò)百年,不同歷史時(shí)期的高等教育呈現(xiàn)出不同的特點(diǎn)。誕生于半殖民地半封建社會(huì),它從一開(kāi)始就承擔(dān)著救亡圖存的社會(huì)責(zé)任,也承繼著學(xué)術(shù)振興的百年夢(mèng)想,F(xiàn)實(shí)之中,為了提升高等教育質(zhì)量和適應(yīng)社會(huì)需要,我們進(jìn)行了各種各樣的改革,這些措施有進(jìn)步的因素,也有消極的一面,最終形成了目前我國(guó)高等教育的布局結(jié)構(gòu)。 總體上來(lái)說(shuō),我國(guó)旨在提升高等教育質(zhì)量的高教改革是積極的,但是由于多方面的原因,走過(guò)了不少?gòu)澛。改革開(kāi)放以后,由于集權(quán)化色彩依然在高等教育領(lǐng)域比較濃重,高校辦學(xué)自主權(quán)難以真正落實(shí)、辦學(xué)資源不均衡、學(xué)科層次性不強(qiáng)、區(qū)域布局不合理等問(wèn)題伴隨著我國(guó)高教事業(yè)的發(fā)展。這個(gè)時(shí)期,市場(chǎng)化似乎為高等教育發(fā)展提供了解決思路,它不僅可以大幅度提升高等教育資源供給,同時(shí)也可以豐富辦學(xué)主體的多元化水平,保證大學(xué)的多樣性。除此之外,民辦職業(yè)教育也可以作為我國(guó)學(xué)術(shù)型大學(xué)的有益補(bǔ)充,為社會(huì)發(fā)展提供人才支持。我國(guó)在大學(xué)發(fā)展的整個(gè)過(guò)程中施行了系列布局調(diào)整的舉措,但是市場(chǎng)化思想在高等教育領(lǐng)域是一把“雙刃劍”,加上我國(guó)義務(wù)教育的普及水平提高和大學(xué)盲目擴(kuò)展,我國(guó)的高等教育需求也不斷擴(kuò)大,這樣使高教的布局過(guò)程顯得倉(cāng)促而缺乏條理。 “十二五”已經(jīng)步入開(kāi)局之年,《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》就明確提出了建設(shè)現(xiàn)代大學(xué)制度的要求。這是我國(guó)高等教育事業(yè)發(fā)展的又一個(gè)歷史機(jī)遇。面對(duì)錢學(xué)森之問(wèn),如何破解困擾我國(guó)高等教育質(zhì)量不高的謎局是我國(guó)高等教育改革的關(guān)鍵。高等教育布局在高教發(fā)展過(guò)程中所起到的基礎(chǔ)性、發(fā)展性和全局性的作用尤為關(guān)鍵。分析高等教育中存在的突出問(wèn)題,諸如辦學(xué)無(wú)特色、自主權(quán)難以落實(shí)、市場(chǎng)化對(duì)學(xué)術(shù)獨(dú)立的影響、學(xué)科層次不清、辦學(xué)定位不明等問(wèn)題,我們可以歸結(jié)為傳統(tǒng)觀念、財(cái)政投入、政策支持、評(píng)估督導(dǎo)四個(gè)方面。不管從哪個(gè)角度去講,作為一種準(zhǔn)公共產(chǎn)品,高等教育的發(fā)展與政府行為密不可分。只有明晰了政府行為的原則,才有可能去對(duì)大學(xué)和政府的關(guān)系作出合理解釋,否則空談高等教育的發(fā)展是不現(xiàn)實(shí)的。 發(fā)展總是機(jī)遇與挑戰(zhàn)并存,要明確政府責(zé)任和行為原則,首先要從高等教育布局的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和威脅等方面的分析入手,本文就是基于高等教育布局SWOT分析的基礎(chǔ),按照新公共管理學(xué)相關(guān)的理論,從服務(wù)型政府建設(shè)的角度分析得出政府在高等教育布局過(guò)程中如何搭建大學(xué)發(fā)展的平臺(tái),合理利用市場(chǎng)化的作用,積極扮演財(cái)政和評(píng)估者等角色,構(gòu)建合理高效的高等教育布局結(jié)構(gòu),以從根本上解決我國(guó)高等教育發(fā)展的矛盾和問(wèn)題。
[Abstract]:The development of higher education in the modern sense of our country has passed a hundred years, and the higher education in different historical periods presents different characteristics, which was born in semi-colonial and semi-feudal society. It bears the social responsibility of saving the nation from the beginning and inherits the century-old dream of academic rejuvenation. In reality, in order to improve the quality of higher education and adapt to the needs of society, we have carried out various reforms. These measures have both progressive and negative factors, and finally form the layout structure of our country's higher education. Generally speaking, the reform of higher education aimed at improving the quality of higher education in China is positive, but due to various reasons, it has gone through a lot of detours. After the reform and opening up. As the color of centralization is still very strong in the field of higher education, the autonomy of running a school is difficult to implement, the resources of running a school is not balanced, and the level of discipline is not strong. With the development of higher education in China, the marketization seems to provide a solution for the development of higher education, which not only can greatly improve the supply of higher education resources. At the same time, it can also enrich the diversified level of the main body of running schools and ensure the diversity of universities. In addition, private vocational education can also be a useful supplement to academic universities in China. China has carried out a series of measures of layout adjustment in the whole process of university development, but the market-oriented thinking is a "double-edged sword" in the field of higher education. With the popularization of compulsory education and the blind expansion of universities, the demand for higher education in our country is also expanding, which makes the layout process of higher education appear hasty and unorganized. The 12th Five-Year Plan has entered its first year. (outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020). This is another historical opportunity for the development of higher education in China. How to solve the puzzle that puzzles the quality of higher education in China is the key to the reform of higher education in China, and the layout of higher education plays a fundamental role in the development of higher education. Analysis of the outstanding problems in higher education, such as running schools without characteristics, autonomy is difficult to implement, the impact of marketization on academic independence, the level of disciplines is unclear. The problems of unclear orientation of school can be summed up in four aspects: traditional concept, financial input, policy support, evaluation and supervision. No matter from which point of view, as a quasi-public product. The development of higher education is inseparable from government behavior. Only by clarifying the principles of government behavior can we make a reasonable explanation of the relationship between university and government. Otherwise, it is unrealistic to talk about the development of higher education. Development is always the coexistence of opportunities and challenges. In order to clarify government responsibility and behavioral principles, we should first analyze the advantages, disadvantages, opportunities and threats of the layout of higher education. This paper is based on the SWOT analysis of higher education layout, according to the new public management theory. From the point of view of service-oriented government construction, it is concluded that how to set up the platform of university development, make use of the role of marketization, and actively play the role of finance and evaluator in the process of distribution of higher education. In order to solve the contradictions and problems in the development of higher education in China, we should construct a reasonable and efficient layout structure of higher education.
