河南財(cái)政稅務(wù)高等專科學(xué)?蒲许(xiàng)目績(jī)效評(píng)估研究

【摘要】:隨著科研水平的提高在高等學(xué)校的發(fā)展過程中越來越重要,學(xué)者對(duì)各種科研項(xiàng)目績(jī)效評(píng)估的研究也越來越多。但目前還沒有一套很好的、通用的科研項(xiàng)目績(jī)效評(píng)估體系,正是基于這樣的考慮,本文在系統(tǒng)地梳理了相關(guān)文獻(xiàn)的基礎(chǔ)上,以經(jīng)常使用層次分析法和模糊數(shù)學(xué)評(píng)價(jià)法相互結(jié)合為切入點(diǎn),以高校科研項(xiàng)目績(jī)效評(píng)估指標(biāo)體系為基礎(chǔ),建立了AHP模糊數(shù)學(xué)綜合評(píng)價(jià)模型,并通過河南財(cái)政稅務(wù)高等?茖W(xué)校的高校-企業(yè)支撐服務(wù)模式項(xiàng)目為例進(jìn)行實(shí)證分析。 本文首先對(duì)國(guó)內(nèi)外科研項(xiàng)目績(jī)效評(píng)估的研究情況及最新發(fā)展進(jìn)行了研究,重點(diǎn)進(jìn)行了績(jī)效評(píng)估理論和常用高?蒲许(xiàng)目績(jī)效評(píng)估方法的介紹。其次、以河南財(cái)政稅務(wù)高等專科學(xué)校為例,向校內(nèi)外多名專家發(fā)放調(diào)查問卷,根據(jù)河南財(cái)政稅務(wù)高等?茖W(xué)校科研處績(jī)效評(píng)估方法,并結(jié)合其他高校的科研評(píng)估方法得出河南財(cái)政稅務(wù)高等?茖W(xué)?蒲许(xiàng)目績(jī)效評(píng)估指標(biāo)體系,然后運(yùn)用層次分析法將不同層次的指標(biāo)進(jìn)行權(quán)重確定。接著、通過分析大量的文獻(xiàn)資料,結(jié)合實(shí)際的工作情況,建立AHP模糊綜合評(píng)價(jià)模型來進(jìn)行高?蒲许(xiàng)目績(jī)效評(píng)估。最后、依托河南財(cái)政稅務(wù)高等專科學(xué)校實(shí)證數(shù)據(jù),運(yùn)用AHP模糊綜合評(píng)價(jià)法對(duì)河南財(cái)政稅務(wù)高等?茖W(xué)校高校-企業(yè)支撐服務(wù)模式項(xiàng)目進(jìn)行實(shí)證模型運(yùn)算,得出項(xiàng)目的總分值,進(jìn)行績(jī)效評(píng)估,并通過與其他項(xiàng)目進(jìn)行分析分?jǐn)?shù)差異,發(fā)現(xiàn)問題,以便在未來的科研項(xiàng)目中提高科研水平。
[Abstract]:With the improvement of scientific research level in the process of the development of colleges and universities, scholars have more and more research on the performance evaluation of various scientific research projects. However, at present, there is no very good general scientific research project performance evaluation system. Based on this consideration, this paper systematically combs the relevant literature, takes the combination of AHP and fuzzy mathematics evaluation method as the starting point, and establishes the AHP fuzzy mathematics comprehensive evaluation model on the basis of the performance evaluation index system of scientific research projects in colleges and universities. And through the Henan Finance and Taxation College University-Enterprise support Service Model Project as an example to carry on the empirical analysis. In this paper, the research situation and latest development of scientific research project performance evaluation at home and abroad are studied, with emphasis on the theory of performance evaluation and the common methods of scientific research project performance evaluation in colleges and universities. Secondly, taking Henan Fiscal Taxation College as an example, a questionnaire is sent out to many experts inside and outside the school. According to the performance evaluation method of the Scientific Research Department of Henan Fiscal Taxation College, and combined with the scientific research evaluation methods of other colleges and universities, the performance evaluation index system of scientific research project of Henan Fiscal Taxation College is obtained, and then the weight of different levels of indicators is determined by AHP. Then, by analyzing a large number of literature and combining with the actual work situation, the AHP fuzzy comprehensive evaluation model is established to evaluate the performance of scientific research projects in colleges and universities. Finally, relying on the empirical data of Henan Fiscal and Taxation College, this paper uses AHP fuzzy comprehensive evaluation method to calculate the empirical model of the university-enterprise support service model of Henan Fiscal Taxation College, obtains the total score of the project, evaluates the performance, and finds out the problems by analyzing the difference of scores with other projects, so as to improve the scientific research level in the future scientific research projects.
