地方高水平大學(xué)核心競(jìng)爭(zhēng)力研究

【摘要】:伴隨著知識(shí)經(jīng)濟(jì)的興起,高等教育國(guó)際化進(jìn)程的不斷深入,我國(guó)高等教育面臨著越來(lái)越激烈的國(guó)際競(jìng)爭(zhēng);與此同時(shí),隨著我國(guó)高等教育大眾化進(jìn)程的深入發(fā)展,高校辦學(xué)自主權(quán)的不斷擴(kuò)大,國(guó)內(nèi)高校之間的競(jìng)爭(zhēng)也日趨激烈,越來(lái)越多的大學(xué)被卷入競(jìng)爭(zhēng)的浪潮,使競(jìng)爭(zhēng)成為一種突出的客觀存在。特別是地方高水平大學(xué)是我國(guó)高等教育體系的重要組成部分,在高等教育強(qiáng)國(guó)建設(shè)和區(qū)域社會(huì)經(jīng)濟(jì)發(fā)展中發(fā)揮著舉足輕重的作用。作為區(qū)域高等教育的先行者和地方高校的龍頭,地方高水平大學(xué)如何在當(dāng)前日趨激烈的高校競(jìng)爭(zhēng)中站穩(wěn)腳跟,逐步增強(qiáng)自身的實(shí)力,培育提升自己的核心競(jìng)爭(zhēng)力,樹立起自身的競(jìng)爭(zhēng)優(yōu)勢(shì),于此基礎(chǔ)之上,實(shí)現(xiàn)自身的快速、可持續(xù)發(fā)展,可以說是每一所地方高水平大學(xué)必須加以思考和應(yīng)對(duì)的重要問題。 基于此背景,本研究通過將地方高水平大學(xué)與核心競(jìng)爭(zhēng)力理論相構(gòu)建,將競(jìng)爭(zhēng)戰(zhàn)略理論、知識(shí)經(jīng)濟(jì)理論運(yùn)用于論文研究過程,重點(diǎn)對(duì)地方高水平大學(xué)核心競(jìng)爭(zhēng)力進(jìn)行了研究。首先,分析了相關(guān)理論基礎(chǔ),把地方高水平大學(xué)界定為“進(jìn)入了211工程建設(shè)和省部共建的地方高校”,其具有“地方性”和“高水平性”兩大特征。在此基礎(chǔ)上,通過理論分析并提出了地方高水平大學(xué)的核心競(jìng)爭(zhēng)力也具備“地方性”和“示范性”兩大特殊性特征,就此,對(duì)地方高水平大學(xué)的核心競(jìng)爭(zhēng)力進(jìn)行了構(gòu)建,總結(jié)并提出了地方高水平大學(xué)核心競(jìng)爭(zhēng)力是地方高水平大學(xué)在開展人才培養(yǎng)、科學(xué)研究、社會(huì)服務(wù)三大職能活動(dòng)中形成的某個(gè)方面自身獨(dú)有的、透過其自身資源(包括人力資源、財(cái)力資源、學(xué)科資源、文化力資源等方面)的有效整合,在組織管理作用下形成的以社會(huì)服務(wù)能力為中心,使得學(xué)校獲得長(zhǎng)期競(jìng)爭(zhēng)優(yōu)勢(shì),并優(yōu)于競(jìng)爭(zhēng)對(duì)手的能力系統(tǒng)。進(jìn)而,,分析梳理了地方高水平大學(xué)宏觀外部競(jìng)爭(zhēng)環(huán)境,借用SWOT理論分析了競(jìng)爭(zhēng)態(tài)勢(shì),并就其核心競(jìng)爭(zhēng)力現(xiàn)狀進(jìn)行了實(shí)證調(diào)研;最后,根據(jù)前文的相關(guān)理論基礎(chǔ)與實(shí)證調(diào)研結(jié)果,有針對(duì)性的提出了樹立全面質(zhì)量觀、進(jìn)行“頂層”設(shè)計(jì)、凝練地方特色三條合理培育地方高水平大學(xué)核心競(jìng)爭(zhēng)力的路徑,并針對(duì)地方高水平大學(xué)在發(fā)展中存在的不足,從優(yōu)勢(shì)學(xué)科、人才戰(zhàn)略、社會(huì)服務(wù)、文化軟實(shí)力、國(guó)際化五個(gè)角度提出了進(jìn)一步提升核心競(jìng)爭(zhēng)力的措施。藉以本研究,能為地方高水平大學(xué)科學(xué)、有序發(fā)展,有效提升核心競(jìng)爭(zhēng)力提供一定的參考。
[Abstract]:With the rise of the knowledge economy and the deepening of the internationalization of higher education, the higher education of our country is facing more and more intense international competition. At the same time, with the deep development of the popularization process of higher education in our country, the university-running autonomy of the higher education is expanding. The competition between colleges and universities is also becoming more and more intense, and more and more universities are involved in the wave of competition, making the competition a prominent objective reality. In particular, the local high-level university is an important part of our higher education system, and plays an important role in the construction of higher education power and the regional socio-economic development. As the forerunner of the regional higher education and the leading of local colleges and universities, the local high-level university how to stand the heel in the increasingly fierce competition of the higher and higher education, gradually strengthen its own strength, cultivate its own core competitiveness, set up its own competitive advantage, on this basis, The achievement of its own rapid and sustainable development can be said to be an important issue that a high-level university in every place must think and deal with. Based on this background, this research is based on the theory of local high-level university and the theory of core competence, and applies the theory of competition strategy and knowledge-based economy to the research process of the paper, and focuses on the core competence of local high-level university. First, the relevant theoretical foundation is analyzed, and the local high-level university is defined as the "It has entered the local universities of 211 project construction and the construction of the provincial department", which has both "local" and "high level". On the basis of this, the core competence of local high-level university has been analyzed and put forward, and the core competence of local high-level university has two characteristics of "local" and "exemplary". In this regard, the core competence of local high-level university is constructed. The core competence of the local high-level university is to build, summarize and put forward the core competence of the local high-level university, which is unique to one of the three main functions of personnel training, scientific research and social service, and through its own resources (including human resources, financial resources and subject resources) The effective integration of the source, cultural and power resources, and the social service capacity formed under the role of the organization management, makes the school achieve the long-term competitive advantage and is superior to the competitor's ability system In addition, the paper analyzes the macro-external competition environment of the local high-level university, analyzes the competitive situation by using the SWOT theory, and makes an empirical study on the current situation of its core competitiveness; and finally, according to the above-mentioned relevant theoretical basis and the empirical research The paper puts forward the way of setting up a comprehensive quality view, carrying out the "top layer" design, setting up the local characteristics and reasonably cultivating the core competitive power of the local high-level university, and aiming at the shortage of the local high-level university in the development, from the advantage subject, the talent strategy, the social suit, The measures to further improve the core competitiveness are put forward in five aspects: the affairs, the soft power of culture and the internationalization. The present study can provide some reference for the scientific and orderly development of the local high-level university and the effective promotion of the core competitiveness.
