我國研究型大學(xué)科技成果轉(zhuǎn)化多主體協(xié)同機(jī)制研究

【摘要】:近年來,隨著科教興國和人才強(qiáng)國戰(zhàn)略的深入推進(jìn),我國高校特別是研究型大學(xué)的科技創(chuàng)新能力快速提升,科技成果產(chǎn)出量大幅度增加。然而,與高?萍紕(chuàng)新能力快速發(fā)展形成巨大反差的是,大量的技術(shù)成果被束之高閣,高校科技成果轉(zhuǎn)化能力較顯不足。高校,特別是研究型大學(xué)科技成果轉(zhuǎn)化,是指大學(xué)將其生產(chǎn)出的以知識(shí)形態(tài)為主要特征的科技成果經(jīng)過應(yīng)用開發(fā)、中試之后向企業(yè)擴(kuò)散的過程。研究型大學(xué)科技成果轉(zhuǎn)化涉及大學(xué)、企業(yè)、政府和中介機(jī)構(gòu)等多方主體。其中,大學(xué)是科技成果的生產(chǎn)和供給者;企業(yè)是科技成果的需求和接納者,是成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力的落腳點(diǎn);政府部門,作為科技成果轉(zhuǎn)化的主導(dǎo)者,通過制定相應(yīng)的法規(guī)、政策、科技推廣計(jì)劃,設(shè)置相應(yīng)的轉(zhuǎn)化機(jī)構(gòu)來推動(dòng)科技成果的轉(zhuǎn)化;中介機(jī)構(gòu),是產(chǎn)學(xué)研合作轉(zhuǎn)化科技成果的橋梁和紐帶,對(duì)高校科技成果轉(zhuǎn)化具有催化作用。針對(duì)當(dāng)前我國研究型大學(xué)科技成果轉(zhuǎn)化進(jìn)展緩慢的問題,本文選取國內(nèi)部分研究型大學(xué),對(duì)其科研人員、科研管理人員和技術(shù)轉(zhuǎn)移中心人員進(jìn)行訪談,發(fā)現(xiàn)目前研究型大學(xué)科技成果轉(zhuǎn)化主體存在的問題主要表現(xiàn)在:高校方面,科技成果轉(zhuǎn)化觀念薄弱、市場(chǎng)意識(shí)不強(qiáng)、技術(shù)成熟度不高導(dǎo)致有效科技成果供給不足,資金不足、科研評(píng)價(jià)機(jī)制和利益分配機(jī)制的不完善,使得科研人員成果轉(zhuǎn)化的積極性不高,高校成果轉(zhuǎn)化困難重重;企業(yè)方面,技術(shù)創(chuàng)新內(nèi)驅(qū)力不強(qiáng),吸納科技成果能力薄弱且企業(yè)科研經(jīng)費(fèi)不足使得企業(yè)在產(chǎn)學(xué)研合作時(shí)積極性不高;政府方面,科技經(jīng)費(fèi)投入結(jié)構(gòu)不合理,現(xiàn)有法規(guī)和政策存在不足,且執(zhí)行不力,沒有充分發(fā)揮其主導(dǎo)作用。中介機(jī)構(gòu)方面,發(fā)展尚不成熟、中介服務(wù)能力主要集中在咨詢等低端服務(wù),風(fēng)險(xiǎn)投資等高端服務(wù)能力不足。促進(jìn)科技成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力,推動(dòng)經(jīng)濟(jì)發(fā)展是我國政府、科技界和產(chǎn)業(yè)界共同關(guān)注的問題。針對(duì)此問題,本文探索構(gòu)建科技成果轉(zhuǎn)化多主體協(xié)同機(jī)制,以協(xié)同思想為基礎(chǔ)闡述了科技成果轉(zhuǎn)化多主體協(xié)同機(jī)制的思想框架,包括形成機(jī)制、實(shí)現(xiàn)機(jī)制以及約束機(jī)制,并在此基礎(chǔ)上探索構(gòu)建研究型大學(xué)科技成果轉(zhuǎn)化多主體協(xié)同機(jī)制模型,主要內(nèi)容包括促進(jìn)協(xié)同的政策調(diào)控機(jī)制、多渠道投資機(jī)制、利益分配激勵(lì)機(jī)制、資源信息共享機(jī)制和綜合保障機(jī)制。文章最后提出多主體協(xié)同促進(jìn)科技成果轉(zhuǎn)化的具體建議,如完善主體協(xié)同的政策法規(guī)體系、多元投入和風(fēng)險(xiǎn)監(jiān)管體系、評(píng)價(jià)與考核體系等。
[Abstract]:In recent years, with the in-depth promotion of the strategy of rejuvenating the country by science and education and strengthening the country by talents, the scientific and technological innovation ability of Chinese universities, especially research universities, has been rapidly promoted, and the output of scientific and technological achievements has been greatly increased. However, in contrast to the rapid development of scientific and technological innovation ability in colleges and universities, a large number of technological achievements have been shelved, and the transformation ability of scientific and technological achievements in colleges and universities is obviously inadequate. The transformation of scientific and technological achievements in colleges and universities, especially in research-oriented universities, refers to the process in which scientific and technological achievements produced by universities with the main characteristics of knowledge form are applied and developed, and then spread to enterprises after pilot-scale tests. The transformation of scientific and technological achievements in research-oriented universities involves many subjects such as universities, enterprises, governments and intermediary agencies. Among them, the university is the production and the supplier of the scientific and technological achievement, the enterprise is the demand and the acceptor of the scientific and technological achievement, is the foothold that the achievement transforms into the realistic productive force; Government departments, as leaders in the transformation of scientific and technological achievements, promote the transformation of scientific and technological achievements through the formulation of relevant laws and regulations, policies, scientific and technological promotion plans, and the setting up of corresponding transformation institutions; The intermediary organization is the bridge and link between industry-university-research cooperation and transformation of scientific and technological achievements, and it has catalytic effect on the transformation of scientific and technological achievements in colleges and universities. In view of the slow progress in the transformation of scientific and technological achievements of research universities in China, this paper selects some research universities in China and interviews their scientific research personnel, scientific research managers and technology transfer center personnel. It is found that the main problems existing in the transformation of scientific and technological achievements in research universities are as follows: in colleges and universities, the concept of transformation of scientific and technological achievements is weak, the market consciousness is not strong, and the maturity of technology is not high, which leads to insufficient supply of effective scientific and technological achievements and insufficient funds. The imperfection of the evaluation mechanism of scientific research and the mechanism of distribution of benefits make the enthusiasm of the transformation of the achievements of the scientific researchers not high, and the transformation of the achievements of colleges and universities is difficult. In the aspect of enterprises, the internal driving force of technological innovation is not strong, the ability of absorbing scientific and technological achievements is weak and the scientific research funds of enterprises are insufficient, so the enthusiasm of enterprises in the cooperation of industry, university and research is not high. In the aspect of government, the structure of investment in science and technology funds is unreasonable, the existing laws and policies are insufficient, and the enforcement is weak, and the leading role is not brought into full play. In the aspect of intermediary organization, the development is not mature, the ability of intermediary service is mainly concentrated in the low-end service such as consulting, and the ability of high-end service such as venture capital is insufficient. Promoting the transformation of scientific and technological achievements into realistic productive forces and promoting economic development is a common concern of our government, scientific and technological circles and industry. In order to solve this problem, this paper explores the construction of multi-agent cooperative mechanism of transformation of scientific and technological achievements, and expounds the ideological framework of multi-agent cooperative mechanism of transformation of scientific and technological achievements based on the idea of synergy, including the formation mechanism, the realization mechanism and the restraint mechanism. On this basis, we explore the model of multi-agent coordination mechanism for the transformation of scientific and technological achievements in research universities. The main contents include policy regulation mechanism to promote synergy, multi-channel investment mechanism, benefit distribution incentive mechanism, and so on. Resource information sharing mechanism and comprehensive guarantee mechanism. Finally, the paper puts forward the concrete suggestions of multi-agent cooperation to promote the transformation of scientific and technological achievements, such as perfecting the policy and regulation system of subject coordination, multi-input and risk supervision system, evaluation and assessment system, and so on.
