【摘要】：高校群體性突發(fā)事件的發(fā)生，不僅嚴(yán)重地影響校園的正常教學(xué)秩序，而且還會(huì)危及和破壞社會(huì)的安全和穩(wěn)定。從上海高校大學(xué)生思想政治狀況調(diào)查和高校安全情況調(diào)查分析，近幾年我國(guó)高校群體性突發(fā)事件具有易發(fā)性和破壞性，而高校又普遍存在忽視校園危機(jī)預(yù)防管理的傾向。公共危機(jī)的有效預(yù)防是成本最低、效果最好的危機(jī)管理。本文著重分析高校群體性突發(fā)事件產(chǎn)生的社會(huì)背景、深層次的成因，以及這種背景和成因?qū)Υ髮W(xué)生、校園危機(jī)管理的影響和沖擊，針對(duì)目前高校在群體性突發(fā)事件預(yù)防中普遍存在風(fēng)險(xiǎn)意識(shí)薄弱、學(xué)生心理失衡干預(yù)不力、校園文化建設(shè)薄弱、預(yù)測(cè)評(píng)估和預(yù)警預(yù)案薄弱等問(wèn)題，研究提出堅(jiān)持預(yù)防第一，增強(qiáng)風(fēng)險(xiǎn)意識(shí)、堅(jiān)持以人為本，加強(qiáng)學(xué)生心理失衡干預(yù)、堅(jiān)持綜合治理，建設(shè)良好校園文化、堅(jiān)持科學(xué)態(tài)度，，完善風(fēng)險(xiǎn)評(píng)估預(yù)測(cè)和預(yù)警預(yù)案體系、堅(jiān)持從嚴(yán)治校，建設(shè)過(guò)硬隊(duì)伍的對(duì)策措施，從治本著手構(gòu)建高校群體突發(fā)事件的有效預(yù)防機(jī)制。
[Abstract]:The occurrence of mass emergency not only seriously affects the normal teaching order on campus, but also endangers and destroys the safety and stability of the society. Based on the investigation of college students' ideological and political situation and the security situation of colleges and universities in Shanghai in recent years, it is found that the mass emergencies in colleges and universities in China are vulnerable and destructive in recent years, and there is a tendency of neglecting the management of campus crisis prevention in colleges and universities. The effective prevention of public crisis is the lowest cost and the most effective crisis management. This paper focuses on the analysis of the social background, the deep-seated causes, and the impact of this background and causes on the management of college students and campus crisis, and the social background, the deep-seated causes and the impact on college students and campus crisis management. In view of the weak awareness of risk, the weak intervention of students' psychological imbalance, the weak construction of campus culture, the weakness of prediction, evaluation and early warning plans in the prevention of mass emergencies in colleges and universities at present, this paper puts forward that prevention is the first, To strengthen risk awareness, adhere to people-oriented, strengthen students' psychological imbalance intervention, adhere to comprehensive governance, build a good campus culture, adhere to a scientific attitude, improve the risk assessment, prediction and early warning plan system, adhere to strict school governance. The effective prevention mechanism of group emergencies in colleges and universities should be established from the point of view of treating the root causes of the countermeasures of building a good team.
