【摘要】：西部高校已初步構(gòu)架起適應(yīng)教學(xué)、科研及管理需要的教育網(wǎng)絡(luò)平臺(tái)，為提高人才培養(yǎng)質(zhì)量提供了有利條件。但是由于前期國家教育經(jīng)費(fèi)短缺、地方經(jīng)濟(jì)實(shí)力弱、區(qū)域教育失衡等因素的制約,盡管西部高校對信息化建設(shè)的重視程度都非常高，但可取得用于信息化建設(shè)的投資卻非常有限，整體水平比中東部地區(qū)的高校差距較大,無法適應(yīng)新時(shí)期高校財(cái)務(wù)管理工作的需要。近年來國家加大了對西部高校教育經(jīng)費(fèi)的投入，生均撥款標(biāo)準(zhǔn)大幅提高，進(jìn)一步加強(qiáng)財(cái)務(wù)管理，既是上級(jí)管理部門政策要求，，又是高校自身發(fā)展的迫切需要。傳統(tǒng)的高校財(cái)務(wù)管理理念已經(jīng)不能適應(yīng)高校管理改革的發(fā)展趨勢，高校財(cái)務(wù)管理模式也不能滿足提高工作效率和質(zhì)量的迫切要求，財(cái)務(wù)信息資源利用率低下是制約西部高校提高教學(xué)和科研水平的重要因素之一。構(gòu)建新型的高校財(cái)務(wù)信息化模式，加快建設(shè)以校園網(wǎng)絡(luò)技術(shù)和互聯(lián)網(wǎng)為平臺(tái)的高校財(cái)務(wù)信息化系統(tǒng)，對于西部高校在國家實(shí)施西部大開發(fā)，加快中西部地區(qū)發(fā)展的大環(huán)境下既是機(jī)遇也是挑戰(zhàn)。本文試圖結(jié)合項(xiàng)目管理理論體系、運(yùn)用財(cái)務(wù)管理知識(shí)、根據(jù)地方某師范大學(xué)財(cái)務(wù)工作的實(shí)際情況對高校財(cái)務(wù)信息化建設(shè)在分析研究的基礎(chǔ)上進(jìn)行創(chuàng)新設(shè)計(jì)。通過本文研究也希望對國內(nèi)高校財(cái)務(wù)信息化建設(shè)提供一種可供借鑒的思路和方法。 本文分七章來論述XX師范大學(xué)財(cái)務(wù)信息化建設(shè)，本文將從研究背景、文獻(xiàn)綜述、財(cái)務(wù)信息化基礎(chǔ)理論、高校財(cái)務(wù)信息化的概念及現(xiàn)有模式、XX師范大學(xué)財(cái)務(wù)信息化建設(shè)現(xiàn)狀和存在問題、XX師范大學(xué)信息化平臺(tái)建設(shè)的解決方案六個(gè)方面對高校財(cái)務(wù)信息化建設(shè)作探討。
[Abstract]:Western colleges and universities have initially set up an educational network platform adapted to the needs of teaching, scientific research and management, which provides favorable conditions for improving the quality of talent training. However, due to the shortage of educational funds in the early stage of the country, the weak local economic strength, and the imbalance of regional education, although the western colleges and universities attach great importance to the construction of information technology, However, the investment available for information construction is very limited, and the overall level is larger than that of universities in the central and eastern parts of China, and cannot meet the needs of financial management in colleges and universities in the new period. In recent years, the state has increased the investment in the education funds of western colleges and universities, the standard of average student allocation has been greatly improved, and the further strengthening of financial management is not only the policy requirement of the higher management department, but also the urgent need of the development of colleges and universities themselves. The traditional financial management concept of colleges and universities can no longer adapt to the development trend of university management reform, nor can the financial management mode of colleges and universities meet the urgent requirements of improving the efficiency and quality of work. The low utilization rate of financial information resources is one of the important factors restricting the improvement of teaching and scientific research in western colleges and universities. To construct a new model of financial informatization in colleges and universities, to speed up the construction of a financial information system based on campus network technology and the Internet, and to implement the great development of the western region in the western colleges and universities in the country. Speeding up the development of the central and western regions is both an opportunity and a challenge. This article attempts to combine the project management theory system, use the financial management knowledge, according to the local normal university financial work actual situation carries on the innovation design on the basis of the analysis and research to the university finance information construction. Through the research in this paper, we also hope to provide a kind of thought and method for reference to the construction of financial informatization in colleges and universities in our country. This paper is divided into seven chapters to discuss the construction of financial informatization in XX normal University. This article will be from the research background, literature review, the basic theory of financial information, the concept and the existing mode of financial informatization in colleges and universities. The present situation and existing problems of the financial informatization construction in XX normal University and the solutions to the construction of the information platform of XX normal university are discussed in six aspects.
