“高等學校學科創(chuàng)新引智計劃”的政策研究

【摘要】:進入21世紀以來,跨國的“人才爭奪戰(zhàn)”愈演愈烈。美國等發(fā)達國家因國際形勢、金融危機等原因,出現(xiàn)“人才逆流”;而新興工業(yè)化國家因條件改善,出現(xiàn)“人才回流”的現(xiàn)象。為了引進海外高層次科研人才,我國從2006年開始實施“高等學校學科創(chuàng)新引智計劃”,,并取得了一定的成效。 高校引智政策是我國政府公共政策的重要組成部分,也是高校引智的生命線。大力引進海外智力,創(chuàng)新研究方向、領域和思路,不斷提高創(chuàng)新型人才培養(yǎng)質量,是研究型大學發(fā)展的重要措施。深入研究高校引智政策,并根據(jù)新的國際形勢適時調整,對我國大學的學科建設和人才培養(yǎng)有重要意義。 本研究以“高等學校學科創(chuàng)新引智計劃”為載體,分析高校引智的政策問題。通過對高校引智政策的發(fā)展歷程進行介紹,并運用公共政策學的基本原理,分別從政策的背景、政策的制訂、政策的采納、政策的執(zhí)行、政策的評價和政策的調整等方面,對“高等學校學科創(chuàng)新引智計劃”進行了詳細的綜合研究。分析美國和日本高校引智的做法,總結出可供我國高校借鑒的經(jīng)驗,即開放的理念,借鑒一切先進文明;法治基礎,學術中立;職務開放,鼓勵流動;國際化人才庫,高層次獵頭;政府調控與市場機制相結合,智力入股;主動走出去,派出人員及機構。通過對高校引智政策成效的分析,發(fā)現(xiàn)我國高校引智政策在運行中存在的問題。針對高校引智政策在運行過程中現(xiàn)存的問題,提出建立健全高校引智政策的建議。
[Abstract]:Since the beginning of the 21st century, the transnational competition for talents has become more and more intense. Due to the international situation, financial crisis and other reasons, the United States and other developed countries appear the "talent counter-current", and the newly industrialized countries due to the improvement of conditions, the phenomenon of "talent return". In order to introduce overseas high-level scientific research talents, our country began to implement the "discipline Innovation and Intelligence introduction Plan" since 2006, and has achieved some results. The policy of attracting wisdom from colleges and universities is not only an important part of our government's public policy, but also the lifeline of attracting wisdom from colleges and universities. It is an important measure for the development of research-oriented universities to introduce overseas intelligence, innovate research direction, field and train of thought, and constantly improve the quality of cultivating innovative talents. It is of great significance to study the policy of introducing wisdom in colleges and universities and adjust it according to the new international situation in a timely manner, which is of great significance to the construction of disciplines and the cultivation of talents in Chinese universities. In this paper, the author analyzes the policy problems of introducing wisdom into colleges and universities by taking the subject innovation plan of colleges and universities as the carrier. Through the introduction of the development course of the policy of introducing intelligence in colleges and universities, and applying the basic principles of public policy science, from the aspects of policy background, policy formulation, policy adoption, policy implementation, policy evaluation and policy adjustment, and so on, This paper makes a detailed and comprehensive study on the plan of discipline innovation and intelligence introduction in institutions of higher learning. This paper analyzes the methods of introducing wisdom in American and Japanese universities, and sums up the experiences that can be used for reference by colleges and universities in our country, namely, the idea of opening up, drawing lessons from all advanced civilizations, the foundation of rule of law, academic neutrality, the opening of posts, encouraging mobility, etc. International talent pool, high-level headhunting; the combination of government regulation and market mechanism, intellectual equity; take the initiative to go out, send personnel and institutions. Through the analysis of the effect of the policy of attracting wisdom in colleges and universities, it is found that there exist problems in the operation of the policy of attracting wisdom in colleges and universities in China. In view of the problems existing in the operation of the policy of attracting intelligence in colleges and universities, this paper puts forward some suggestions on establishing and perfecting the policy of attracting intelligence in colleges and universities.
