【摘要】：高等教育資源承載力是高等教育系統(tǒng)的客觀屬性,基于教育經(jīng)費投入、高�；A(chǔ)設(shè)施和師資力量構(gòu)建高等教育資源承載力評價指標體系,選取全國31個省(市、區(qū))1999年、2005年和2010年的截面數(shù)據(jù),采用承載力指數(shù)模型分析法,對區(qū)域高等教育資源各分量承載力及其綜合承載力進行定量分析。研究結(jié)果表明:區(qū)域高等教育資源各分量承載力呈兩極分化,且高等教育資源非均衡配置與區(qū)域差異性顯著。建議公共教育財政支出"4%"的增量,重點向基礎(chǔ)設(shè)施與師資力量承載力微弱的區(qū)域傾斜,同時建立完善的省際高等教育財政轉(zhuǎn)移支付制度,實現(xiàn)區(qū)域高等教育資源配置的均衡化;建立區(qū)域高等教育基礎(chǔ)設(shè)施和高校教師資源共享機制,提升高等教育資源承載能力。
[Abstract]:The carrying capacity of higher education resources is the objective attribute of the higher education system. Based on the investment of educational funds, the construction of the evaluation index system of the carrying capacity of higher education resources in the infrastructure and teachers of colleges and universities, the paper selects 31 provinces (cities and districts) in 1999. Based on the cross section data of 2005 and 2010, the carrying capacity of each component of regional higher education resources and its comprehensive carrying capacity are quantitatively analyzed by using the method of carrying capacity index model. The results show that the bearing capacity of each component of regional higher education resources is polarized, and the disequilibrium allocation of higher education resources is significantly different from that of regional higher education resources. It is suggested that the increase of "4%" of public expenditure on education should be focused on the region where the carrying capacity of infrastructure and teachers is weak, and a sound financial transfer payment system for inter-provincial higher education should be established. To realize the equalization of regional higher education resources allocation; Establish regional higher education infrastructure and university teacher resources sharing mechanism to enhance the carrying capacity of higher education resources.
