高等學校利用外資貸款項目績效評價研究

【摘要】:改革開放以來,中國高等教育事業(yè)呈現(xiàn)跨越式發(fā)展,高等學校規(guī)模迅速擴大,辦學水平不斷提高,高等學校教學、科研和基本運轉的資金需求日益增加,外資貸款作為新興的籌資渠道,為高等學校發(fā)展建設提供了重要資金來源,在改善辦學條件、提高教學科研水平、增強人才培養(yǎng)能力等方面發(fā)揮了重要作用。根據高等教育籌資環(huán)境和發(fā)展特點,研究設計一個符合高等學校實際情況的外資貸款項目績效評價模型,對完善高等學?冃Ч芾頇C制,促進對外合作交流,提高高等學校利用外資貸款的社會效益和投資效益,推進高等學校利用外資貸款項目管理實踐工作具有重要的意義。 本文在國內外相關文獻綜述的基礎之上,首先,對教育籌資概念進行了界定,從高等教育籌資渠道多元化的特點入手,系統(tǒng)探討了外資貸款籌資優(yōu)勢,深入分析了高等學校利用外資貸款的投資趨向和績效評價側重點。其次,按照前期、中期、后期三個時期劃分,歸納了高等學校利用外資貸款項目績效評價的主要影響因素。在這些理論分析之后,依據高等學校外資貸款項目績效評價原則,選擇確定了四類準則性評價指標和一類附加評價指標,,明確了指標適用范圍。然后,應用AHP綜合評價法確定了各項指標的權重,構建出“高等學校利用外資貸款項目績效評價模型”。最后,運用模型對黑龍江省日元貸款人才培養(yǎng)項目進行了績效評價實證研究,深入分析了績效評價結果的啟示。
[Abstract]:Since the reform and opening up, the cause of higher education in China has developed by leaps and bounds, the scale of higher education has expanded rapidly, the level of running schools has been continuously improved, and the demand for funds for teaching, scientific research and basic operation of institutions of higher learning has been increasing day by day. As a new financing channel, foreign loans have provided important sources of funds for the development and construction of colleges and universities. They have played an important role in improving the conditions for running schools, improving the level of teaching and scientific research, and enhancing the ability of personnel training. According to the financing environment and development characteristics of higher education, this paper studies and designs a performance evaluation model of foreign loan projects in accordance with the actual situation of colleges and universities, which can improve the performance management mechanism of institutions of higher learning and promote foreign cooperation and exchange. It is of great significance to improve the social benefit and investment benefit of utilizing foreign capital loans in colleges and universities, and to promote the project management practice of utilizing foreign capital loans in colleges and universities. Based on the literature review at home and abroad, this paper first defines the concept of education financing, starting with the characteristics of diversification of higher education financing channels, discusses the advantages of foreign loans financing. The investment trend and performance evaluation of foreign loans in colleges and universities are analyzed in depth. Secondly, according to the three periods of early, middle and late period, the main influencing factors of performance evaluation of foreign capital loan projects in colleges and universities are summarized. After these theoretical analysis, according to the principles of performance evaluation of foreign capital loan projects in colleges and universities, four kinds of standard evaluation indexes and one kind of additional evaluation indexes are selected, and the scope of application of the indicators is clarified. Then, the AHP comprehensive evaluation method is applied to determine the weight of each index, and a "performance evaluation model of foreign capital loan projects in colleges and universities" is constructed. Finally, the empirical research on the performance evaluation of yen loan personnel training project in Heilongjiang Province is carried out by using the model, and the enlightenment of the results of performance evaluation is analyzed in depth.
