【摘要】：民主素質(zhì)是指人們關(guān)于民主的認(rèn)知、愿望、習(xí)慣,以及用民主的態(tài)度和方法處理事務(wù)的能力,主要包括民主知識(shí)、民主意識(shí)和民主能力。大學(xué)生民主素質(zhì)是指與一般社會(huì)成員相比較,大學(xué)生這一群體所具有的較高的知識(shí)上、價(jià)值上和情感上的民主知識(shí)、民主意識(shí)以及行為上的民主能力。大學(xué)生民主素質(zhì)培養(yǎng)有利于社會(huì)主義市場(chǎng)經(jīng)濟(jì)的有序發(fā)展,是實(shí)現(xiàn)社會(huì)主義政治文明的前提,有利于豐富社會(huì)主義文化建設(shè)的內(nèi)容,有利于建設(shè)社會(huì)主義和諧社會(huì),同時(shí)是大學(xué)生全面發(fā)展的需要。目前,大學(xué)生民主素質(zhì)呈現(xiàn)政治參與消極、民主知識(shí)缺乏、民主能力低下等弊端。造成這種現(xiàn)象的重要原因是大學(xué)生普遍缺乏民主實(shí)踐的機(jī)會(huì)、場(chǎng)所和能力,以及權(quán)威式管理忽視了大學(xué)生民主參與的主體性。班級(jí)民主具有培養(yǎng)民主素質(zhì)的情景機(jī)制、參與機(jī)制、互惠機(jī)制、對(duì)話機(jī)制、以及表達(dá)、辯論和投票機(jī)制等,因而是大學(xué)生民主素質(zhì)培養(yǎng)的重要領(lǐng)域。通過加強(qiáng)班級(jí)民主制度建設(shè)培養(yǎng)大學(xué)生民主素質(zhì),一要轉(zhuǎn)變權(quán)力核心,使直接民主制成為處理班級(jí)事務(wù)的首要制度,二要健全班團(tuán)干部形成機(jī)制,重點(diǎn)考慮全體票決的作用,三要建立以民主討論和評(píng)議為主要形式的班務(wù)決策和獎(jiǎng)勵(lì)制度。
[Abstract]:The quality of democracy refers to people's cognition, desire, habit and ability to handle affairs with democratic attitude and method, mainly including democratic knowledge, democratic consciousness and democratic ability. The democratic quality of college students refers to the higher knowledge, value and emotion of democratic knowledge, democratic consciousness and democratic ability of behavior of college students compared with the general members of society. The cultivation of college students' democratic qualities is conducive to the orderly development of the socialist market economy, the premise of realizing socialist political civilization, the enrichment of the contents of socialist cultural construction, and the building of a socialist harmonious society. At the same time, it is the need for the all-round development of college students. At present, college students' democratic quality shows some disadvantages, such as negative political participation, lack of democratic knowledge and low democratic ability. The important reason for this phenomenon is that college students generally lack the opportunity of democratic practice, the place and ability, and the authority management neglects the subjectivity of college students' democratic participation. Class democracy is an important field for college students to cultivate democratic quality because of its situational mechanism, participation mechanism, reciprocity mechanism, dialogue mechanism, expression, debate and voting mechanism. To cultivate the democratic quality of college students through strengthening the construction of class democratic system, we must first change the core of power and make direct democracy the primary system for dealing with class affairs, and second, we should perfect the formation mechanism of class cadres, and focus on the role of voting by all. Third, to establish democratic discussion and evaluation as the main form of class decision-making and reward system.
