高等教育資源配置中的政府決策職能研究

【摘要】:在我國(guó)高等教育體制改革的背景下,高等教育得到了前所未有的迅猛發(fā)展。高等教育資源配置從計(jì)劃模式逐漸轉(zhuǎn)向計(jì)劃與市場(chǎng)相結(jié)合的模式。在此影響下,政府在高等教育資源配置中的職能界定就顯得尤為重要。鑒于高等教育屬于準(zhǔn)公共物品的范疇,因此高等教育資源在市場(chǎng)配置的基礎(chǔ)上仍需要政府的干預(yù)和調(diào)控,而這種干預(yù)和調(diào)控多數(shù)又是通過(guò)政府決策而產(chǎn)生作用的。 本文采用描述性統(tǒng)計(jì)方法,依據(jù)《中國(guó)統(tǒng)計(jì)年鑒(2012)》、《中國(guó)教育經(jīng)費(fèi)統(tǒng)計(jì)年鑒(2012)》、《中國(guó)教育統(tǒng)計(jì)年鑒(2010)》、《中國(guó)科技統(tǒng)計(jì)年鑒(2012)》等資料,對(duì)我國(guó)高校數(shù)量、高等教育經(jīng)費(fèi)、基礎(chǔ)硬件設(shè)施、高校師資力量、科研成果等高等教育資源配置的數(shù)據(jù)加以統(tǒng)計(jì),分析出目前我國(guó)高等教育資源配置具有以下三個(gè)特征,即高等教育資源總量不足、高等教育資源在地域和高校間分配不均衡、高等教育資源利用效率偏低,并通過(guò)這些特征分析出政府決策職能在我國(guó)高等教育資源配置中承擔(dān)了重要角色,對(duì)高等教育資源配置發(fā)展總體方向的引導(dǎo)、對(duì)高等教育資源公平配置的影響、以及對(duì)高等教育資源配置的穩(wěn)定性都具有不可忽視的作用,值得我們加以深入的研究。論文第五章對(duì)政府決策職能在高等教育資源配置中出現(xiàn)的政府決策戰(zhàn)略、過(guò)程和實(shí)施的偏差問(wèn)題加以分析和說(shuō)明,提出政府可以通過(guò)厘清政府決策職能在高等教育資源優(yōu)化配置中的角色定位、提高政府決策的科學(xué)性和民主性、以及建立高等教育資源配置政府決策的科學(xué)實(shí)施機(jī)制,來(lái)保證高等教育資源配置政府決策的科學(xué)性和民主性,從而得以順利實(shí)施。
[Abstract]:Under the background of the reform of higher education system, higher education has developed rapidly. The allocation of higher education resources has gradually changed from the planning mode to the mode of combining planning and market. Under this influence, it is very important to define the function of the government in the allocation of higher education resources. In view of the fact that higher education belongs to the category of quasi-public goods, the resources of higher education still need government intervention and regulation on the basis of market allocation. This paper adopts descriptive statistical method, according to the data of China Statistical Yearbook (2012), China Educational Expenditure Statistical Yearbook (2012), China Education Statistics Yearbook (2010), China Science and Technology Statistics Yearbook (2012), etc. According to the data of higher education resources allocation, such as the quantity of colleges and universities, the funds of higher education, the basic hardware facilities, the faculty of colleges and universities, and the achievements of scientific research, this paper analyzes the following three characteristics of the allocation of higher education resources in our country. That is, the total amount of higher education resources is insufficient, the distribution of higher education resources between regions and universities is not balanced, and the utilization efficiency of higher education resources is on the low side. Through the analysis of these characteristics, it is found that the government decision-making function plays an important role in the allocation of higher education resources in our country, which leads to the overall direction of the development of higher education resources allocation and influences the fair allocation of higher education resources. And the stability of the allocation of higher education resources can not be ignored, it is worth our in-depth study. The fifth chapter analyzes and explains the deviation of government decision-making strategy, process and implementation in the allocation of higher education resources. It is suggested that the government can clarify the role of government decision-making function in the optimal allocation of higher education resources, improve the scientific and democratic nature of government decision-making, and establish a scientific implementation mechanism for government decision-making on the allocation of higher education resources. To ensure that the allocation of higher education resources of government decision-making scientific and democratic, so that the smooth implementation.
