我國專業(yè)類高校評價(jià)標(biāo)準(zhǔn)與指標(biāo)體系研究

【摘要】:在當(dāng)前中國高等教育資源配置不盡合理、傳統(tǒng)的“重學(xué)輕術(shù)”觀念、社會中介機(jī)構(gòu)推出的綜合性評價(jià)等多種因素影響下,,專業(yè)類高校在辦學(xué)發(fā)展過程中逐漸偏離了其服務(wù)行業(yè)的辦學(xué)理念、迷失了辦學(xué)方向,普遍存在追求綜合性和規(guī)模化、趨向?qū)W術(shù)性、辦學(xué)特色弱化等問題。為了引導(dǎo)各類高校分類發(fā)展、促進(jìn)專業(yè)類高校各安其位、特色發(fā)展,有必要研發(fā)專業(yè)類高校的評價(jià)標(biāo)準(zhǔn)與指標(biāo)體系。論文根據(jù)專業(yè)類高校的概念與基本特征,遵循結(jié)果性評價(jià)指標(biāo)與形成性評價(jià)指標(biāo)、定量指標(biāo)與定性指標(biāo)、數(shù)量指標(biāo)與質(zhì)量指標(biāo)、共性指標(biāo)與個(gè)性指標(biāo)相結(jié)合的原則,借鑒已有高校評價(jià)研究成果,將專業(yè)類高校的評價(jià)標(biāo)準(zhǔn)預(yù)選為辦學(xué)理念、人才培養(yǎng)、科學(xué)研究、社會服務(wù)、辦學(xué)聲譽(yù)5項(xiàng),評價(jià)指標(biāo)33項(xiàng)。通過專家訪談法、問卷調(diào)查法、因素分析法對評價(jià)標(biāo)準(zhǔn)與指標(biāo)進(jìn)行篩選,最終將評價(jià)標(biāo)準(zhǔn)精簡為人才培養(yǎng)、科學(xué)研究、發(fā)展?jié)摿?項(xiàng),評價(jià)指標(biāo)15項(xiàng)。采用層次分析法對指標(biāo)體系進(jìn)行賦權(quán),從而構(gòu)建了新的專業(yè)類高校評價(jià)指標(biāo)體系,并就其運(yùn)用方法進(jìn)行較為詳細(xì)的說明。論文設(shè)計(jì)的專業(yè)類高校評價(jià)指標(biāo)體系與已有的高校評價(jià)指標(biāo)體系相比,具有定量指標(biāo)和定性指標(biāo)設(shè)置相對均衡、評價(jià)主體多元化、綜合評價(jià)客觀質(zhì)量和主觀質(zhì)量、分類評價(jià)與分層評價(jià)相結(jié)合、側(cè)重評價(jià)高校質(zhì)量和發(fā)展?jié)摿、指?biāo)之間相對獨(dú)立,概括凝練,兼顧公平等特點(diǎn)。
[Abstract]:Under the influence of many factors, such as the unreasonable allocation of higher education resources in China, the traditional concept of "attaching importance to learning and neglecting skill" and the comprehensive evaluation launched by social intermediary organizations, In the course of the development of professional colleges and universities, they gradually deviate from the idea of running a school in their service industry, lose the direction of running a school, and generally have problems such as the pursuit of comprehensiveness and scale, the tendency to academic and the weakening of the characteristics of running a school. In order to guide the classification development of all kinds of colleges and universities and to promote the development of professional colleges and universities, it is necessary to develop the evaluation standard and index system of specialized colleges and universities. According to the concept and basic characteristics of professional colleges and universities, the paper follows the principle of combining result evaluation index with formative evaluation index, quantitative index with qualitative index, quantity index with quality index, common index with individuality index. Referring to the research results of evaluation of colleges and universities, the evaluation standards of professional colleges and universities are pre-selected as five items of school running idea, talent training, scientific research, social service, school running reputation, and 33 evaluation indexes. By means of expert interview, questionnaire survey and factor analysis, the evaluation criteria and indexes were selected. Finally, the evaluation criteria were reduced to talent training, scientific research, development potential 3 and evaluation indexes 15. A new evaluation index system of specialized colleges and universities is constructed by using AHP to empower the index system, and its application method is explained in detail. Compared with the existing evaluation index system of colleges and universities, the evaluation index system designed in this paper has relative equilibrium between quantitative index and qualitative index setting, diversified evaluation subjects, comprehensive evaluation of objective quality and subjective quality. Combining classification evaluation with hierarchical evaluation, the authors emphasize on evaluating the quality and development potential of colleges and universities, which are relatively independent of each other, summarized and condensed, giving consideration to equity and so on.
