我國(guó)普通高等院校債務(wù)危機(jī)的化解途徑分析

【摘要】:近些年來(lái)我國(guó)高等教育得到了長(zhǎng)足發(fā)展。一方面,這得益于現(xiàn)階段我國(guó)社會(huì)經(jīng)濟(jì)基本面趨于好轉(zhuǎn);另一方面也得益于社會(huì)各界對(duì)高等教育的關(guān)注和投入。自上世紀(jì)末開(kāi)始施行高校擴(kuò)招政策以來(lái),我國(guó)高等教育實(shí)現(xiàn)了由“精英化”向“大眾化”的轉(zhuǎn)變,更多的教育資源也較好地滿足了社會(huì)對(duì)高等教育的需求,國(guó)家人力資源總量達(dá)到了歷史的新高度。然而,伴隨著高校快速建設(shè)與發(fā)展,高校債務(wù)問(wèn)題走進(jìn)了公眾視野,成為了社會(huì)熱議問(wèn)題。高校債務(wù)問(wèn)題,不僅影響高校的生存與發(fā)展,而且影響社會(huì)的諸多方面。有效地化解高校債務(wù)危機(jī)可以鞏固和推進(jìn)我國(guó)高等教育大眾化的已有成果。因此,有必要對(duì)高校債務(wù)運(yùn)行過(guò)程中存在的問(wèn)題進(jìn)行梳理、分析,以尋求全面解決高校債務(wù)危機(jī)的科學(xué)方法,從而減輕高校的債務(wù)壓力,捋順高校資金的來(lái)源途徑,探尋出符合高校、政府、學(xué)生以及社會(huì)各界共同利益的高;I資可持續(xù)發(fā)展之路。高等院校債務(wù)問(wèn)題作為現(xiàn)階段高等教育發(fā)展中的一個(gè)新問(wèn)題,在理論上雖然有相關(guān)可供參考的學(xué)術(shù)觀點(diǎn),但其體系并不完善。國(guó)內(nèi)對(duì)此進(jìn)行的研究并不成熟,國(guó)外相關(guān)研究也較少見(jiàn)。學(xué)術(shù)界在高校債務(wù)問(wèn)題上,雖然已經(jīng)取得一部分成果,但是存在流于表面,治標(biāo)不治本的缺陷。例如分析債務(wù)成因的論文多而研究化債措施的論文少;定性分析多而定量分析少;針對(duì)典型情況分析研究多而普適一般高校的研究措施少等等。解決各高校在建設(shè)發(fā)展過(guò)程中遇見(jiàn)的難題,就需要透過(guò)現(xiàn)象看到本質(zhì),尋找高校債務(wù)問(wèn)題的理論根源,并創(chuàng)建適合我國(guó)高;I融資的理論依據(jù),為實(shí)際解決高校債務(wù)問(wèn)題提供強(qiáng)有力的理論支撐。本論文的理論意義在于,一方面完善了教育資助理論體系;另一方面豐富了教育財(cái)政投入理論體系。為此,本論文對(duì)國(guó)內(nèi)外的高校籌資、教育經(jīng)濟(jì)等方面進(jìn)行文獻(xiàn)梳理回顧,使以往的理論研究能夠系統(tǒng)的展現(xiàn)出來(lái);另一方面,從經(jīng)濟(jì)學(xué)、教育學(xué)、社會(huì)學(xué)等多個(gè)角度審視普通高等學(xué)校的債務(wù)危機(jī)問(wèn)題,尋求與我國(guó)社會(huì)經(jīng)濟(jì)發(fā)展階段相契合、與我國(guó)法律法規(guī)相符合的高校債務(wù)化解和預(yù)防的最佳理論模式,為實(shí)際解決債務(wù)問(wèn)題提供有益參考。本論文的基本假設(shè)是:伴隨著社會(huì)、經(jīng)濟(jì)的發(fā)展,我國(guó)高等教育的受益群體發(fā)生了改變,政府、高等院校、學(xué)生以及社會(huì)都成為了各自獨(dú)立的主體。根據(jù)經(jīng)濟(jì)人假設(shè),每個(gè)利益主體都是自利的,都會(huì)以自身利益的最大化為目標(biāo),這必將導(dǎo)致高等教育中的利益問(wèn)題凸顯,并在彼此間產(chǎn)生利益矛盾和沖突。最終必然要求合理整合各主體利益,通過(guò)制度創(chuàng)新和理論創(chuàng)新等方法來(lái)適應(yīng)高等教育新階段的改革發(fā)展需求。本文以高校債務(wù)問(wèn)題為研究框架,綜合運(yùn)用文獻(xiàn)研究法、定量研究法和跨學(xué)科研究法等多種方法,對(duì)高校債務(wù)危機(jī)進(jìn)行全面系統(tǒng)的研究。結(jié)合前輩的學(xué)術(shù)成果,本論文主要運(yùn)用經(jīng)濟(jì)學(xué)、博弈論等相關(guān)理論,探究高校債務(wù)的理論依據(jù),深入分析我國(guó)高校債務(wù)化解問(wèn)題,并且針對(duì)我國(guó)高校債務(wù)領(lǐng)域存在的實(shí)際問(wèn)題,深挖債務(wù)危機(jī)的形成原因,借鑒國(guó)外在提高高;I資水平工作中的有益經(jīng)驗(yàn),通過(guò)梳理高等院校教育籌資模式的利弊,試圖探索我國(guó)高校貸款問(wèn)題的最優(yōu)解決途徑。主要內(nèi)容包括:高校債務(wù)的概述;高校債務(wù)存在的問(wèn)題及原因分析;現(xiàn)有化債措施的優(yōu)劣分析;化解高校債務(wù)問(wèn)題的可能途徑展望。本論文通過(guò)建立博弈論基礎(chǔ)模型,運(yùn)用經(jīng)濟(jì)學(xué)中預(yù)算軟約束的原理,綜合分析高校債務(wù)問(wèn)題中各方的利益選擇,從而發(fā)現(xiàn)高校預(yù)算軟約束和各方利益風(fēng)險(xiǎn)轉(zhuǎn)移之間的關(guān)聯(lián)。化解高校債務(wù)問(wèn)題是一個(gè)龐大的系統(tǒng)工程,總結(jié)和歸納國(guó)有企業(yè)和義務(wù)教育化債的經(jīng)驗(yàn)教訓(xùn),運(yùn)用在高等院校的債務(wù)化解上。在此基礎(chǔ)上,,提出我國(guó)高校化解債務(wù)的基本原則,以及相應(yīng)的政策建議,并對(duì)我國(guó)高等院校未來(lái)籌融資途徑進(jìn)行展望,促進(jìn)高等教育改革,使高等教育向著內(nèi)涵式發(fā)展方向轉(zhuǎn)變。本論文難免存在不足之處,敬請(qǐng)專家、老師們批評(píng)指正。
[Abstract]:In recent years, China's higher education has developed greatly. On the one hand, this has benefited from the improvement of the social and economic fundamentals of our country at the present stage; on the other hand, it also benefited from the attention and input of all sectors of society to higher education. Since the beginning of the last century, China's higher education has been realized by the university enrollment expansion policy. "elitism" forward "Popularity" The transformation of higher education resources also meets the demands of society for higher education, and the total national human resources has reached a new height of history. However, with the rapid construction and development of colleges and universities, the university debt problem has entered the public view and becomes a social hot issue. University debt problem not only affects the survival and development of university, but also affects many aspects of society. The effective solution to the college debt crisis can consolidate and advance the popularization of higher education in our country. Therefore, it is necessary to comb and analyze the problems existing in the course of university's debt operation, so as to find a scientific way to comprehensively deal with the debt crisis in colleges and universities, so as to reduce the debt pressure of colleges and universities. Students, as well as institutions of the common interest of all sectors of society, finance sustainable development. The debt problem of colleges and universities is a new problem in the development of higher education at the present stage. The research on domestic research is not mature, and foreign related research is also rare. Although some achievements have been achieved in the academic field, there is a defect that flows on the surface and does not stick to the standard. For example, there are many papers to analyze the cause of debt, and the paper has few papers to study debt; qualitative analysis is much less and quantitative analysis is few; for the typical case analysis and research, the research measures of general university are few and so on. To solve the problems that colleges and universities encounter in the course of construction and development, we need to see the essence of the phenomenon, find the theoretical source of the debt problem in colleges and universities, and create the theoretical basis for the financing of colleges and universities in our country, and provide a strong theoretical support for solving the problems of college debt in practice. The theoretical significance of this paper is to improve the theoretical system of educational financing and enrich the theoretical system of educational finance. To this end, the paper reviews and reviews the domestic and international literature on the financing and education of colleges and universities, and makes the previous theoretical research able to show the system. On the other hand, the debt crisis of ordinary institutions of higher learning is examined from several perspectives, such as economics, education, sociology, etc. Seeking the best theoretical model of debt relief and prevention in colleges and universities, which accords with our country's laws and regulations, provides a useful reference for solving the debt problem. The basic assumption of this thesis is that with the development of society and economy, the beneficiary groups of higher education in our country have changed, and the government, institutions of higher learning, students and society have become independent subjects. According to the economic man's hypothesis, each interest entity is self-interest, which will aim at the maximization of self-interest, which will inevitably lead to the problem of interest in higher education and the conflict of interests and conflicts between them. Finally, it is necessary to demand reasonable whole body interests and adapt to the reform and development needs of the new stage of higher education through institutional innovation and theoretical innovation. This paper studies the debt crisis of colleges and universities by using the methods of literature research, quantitative research and multi-disciplinary research in order to study the debt crisis in colleges and universities. Combining with the academic achievements of our predecessors, this paper mainly applies the theories of economics, game theory and so on, probes into the theoretical basis of university debt, deeply analyzes the problems of debt relief in colleges and universities, and analyzes the causes of the debt crisis in view of the practical problems in the field of debt in colleges and universities in our country. On the basis of the beneficial experience of improving the funding level of colleges and universities abroad, we try to find out the best way to solve the loan problems in colleges and universities by combing the advantages and disadvantages of the mode of education financing in colleges and universities. The main contents include the summary of university debt, the problems and causes of college debt problems, the advantages and disadvantages of existing debt measures, and the possible ways to resolve the debt problems in colleges and universities. By establishing game theory foundation model and applying the principle of budget soft constraint in economics, this paper comprehensively analyzes the choice of the interests of all parties in university's debt problem, thus finding the correlation between the soft constraint of the budget and the transfer of the risk of each party's interest. To resolve the debt problem of colleges and universities is a huge systematic engineering, sum up and summarize the lessons of state-owned enterprises and compulsory education debt, and apply them to the debt relief of colleges and universities. On the basis of this, the paper puts forward the basic principles of our country's colleges and universities to resolve the debt, and the corresponding policy suggestions, and looks forward to the future financing ways of colleges and universities in our country, promotes the reform of higher education, and makes the higher education shift towards the inward-covered development direction.
