高校虛擬科研團(tuán)隊(duì)績(jī)效評(píng)價(jià)研究

【摘要】:20世紀(jì)末以來(lái),隨著信息技術(shù)的不斷發(fā)展,各種現(xiàn)代化的通信工具得到了充分的應(yīng)用,突破了原有溝通方式受時(shí)間和地域限制的不足,傳統(tǒng)的組織形式也逐漸產(chǎn)生了虛擬化的趨勢(shì)。互聯(lián)網(wǎng)向科研管理的全面滲透,促成了科研組織虛擬化、團(tuán)隊(duì)化進(jìn)程的不斷深入。為了更好地適應(yīng)高?茖W(xué)研究和人才培養(yǎng)的需要、提升科研水平、促進(jìn)成果轉(zhuǎn)化,對(duì)新時(shí)期高校的科研組織也提出了更高的要求,高校虛擬科研團(tuán)隊(duì)?wèi)?yīng)運(yùn)而生,它的產(chǎn)生與發(fā)展代表信息時(shí)代中科研組織新的動(dòng)向和趨勢(shì)。近年來(lái),國(guó)內(nèi)外許多學(xué)者從虛擬團(tuán)隊(duì)、虛擬科研團(tuán)隊(duì)的產(chǎn)生、發(fā)展和管理等方面進(jìn)行了探討和研究,然而對(duì)于適應(yīng)我國(guó)高校虛擬科研團(tuán)隊(duì)的涉及組建、運(yùn)行、績(jī)效評(píng)價(jià)等方面的相關(guān)理論與實(shí)踐,都還處于起步階段?(jī)效評(píng)價(jià)是促進(jìn)團(tuán)隊(duì)成長(zhǎng)、提高團(tuán)隊(duì)效率的關(guān)鍵因素,如何有效評(píng)價(jià)高校虛擬科研團(tuán)隊(duì)的績(jī)效水平還需要大量的研究和實(shí)踐工作。本文首先對(duì)高校虛擬科研團(tuán)隊(duì)及其績(jī)效評(píng)價(jià)研究的相關(guān)概念和理論基礎(chǔ)進(jìn)行界定與闡釋,在此基礎(chǔ)上,詳細(xì)介紹了基于平衡計(jì)分卡理論的績(jī)效考核方法的選擇,擬定了指標(biāo)選取原則,建立了一個(gè)指標(biāo)體系,并對(duì)指標(biāo)體系進(jìn)行了具體的說明。同時(shí),分析了用層次分析法確定權(quán)重的原理、方法和步驟,確定了本文指標(biāo)體系的權(quán)重,構(gòu)建了虛擬科研團(tuán)隊(duì)績(jī)效評(píng)價(jià)的綜合評(píng)價(jià)模型。然后用本文所建立的指標(biāo)體系、權(quán)重以及評(píng)價(jià)方法對(duì)D高校虛擬科研團(tuán)隊(duì)做了應(yīng)用分析,并提出了對(duì)于管理的啟示與思考。本文通過實(shí)地調(diào)研、發(fā)放調(diào)查問卷,為確定虛擬科研團(tuán)隊(duì)績(jī)效評(píng)價(jià)的指標(biāo)和權(quán)重打下了基礎(chǔ),并構(gòu)建了一個(gè)評(píng)價(jià)模型,圍繞著高校虛擬科研團(tuán)隊(duì)及其績(jī)效評(píng)價(jià)進(jìn)行研究分析,具有一定的理論和實(shí)踐意義。
[Abstract]:Since the end of the 20th century, with the continuous development of information technology, various modern communication tools have been fully applied, breaking through the limitation of time and region in the original communication mode. The traditional form of organization has gradually produced the trend of virtualization. The overall penetration of the Internet into scientific research management has contributed to the virtualization of scientific research organizations and the deepening of the process of teamwork. In order to better meet the needs of scientific research and talent training in colleges and universities, improve the level of scientific research, promote the transformation of achievements, and put forward higher requirements for the scientific research organizations of colleges and universities in the new period, the virtual scientific research teams of colleges and universities have emerged as the times require. Its emergence and development represent the new trends and trends of scientific research organizations in the information age. In recent years, many scholars at home and abroad have carried on the discussion and the research from the virtual team, the virtual scientific research team generation, the development and the management and so on aspect and so on, but for adapts our country university virtual scientific research team to involve the establishment, the movement, and so on, Performance evaluation and other related theories and practices are still in their infancy. Performance evaluation is the key factor to promote team growth and improve team efficiency. How to effectively evaluate the performance level of virtual scientific research team in colleges and universities still needs a lot of research and practice. This paper first defines and explains the related concepts and theoretical basis of the research on virtual scientific research team and its performance evaluation in colleges and universities, and then introduces in detail the selection of performance appraisal methods based on the balanced scorecard theory. The principle of index selection is drawn up, an index system is established, and the index system is explained concretely. At the same time, the paper analyzes the principle, method and procedure of determining the weight by AHP, determines the weight of the index system of this paper, and constructs a comprehensive evaluation model of virtual scientific research team performance evaluation. Then using the index system, weight and evaluation method established in this paper, the virtual scientific research team of D university is applied and analyzed, and the enlightenment and thinking for management are put forward. Through field investigation and questionnaire, this paper lays a foundation for determining the index and weight of virtual scientific research team performance evaluation, and constructs an evaluation model, which focuses on the research and analysis of virtual scientific research team and its performance evaluation in colleges and universities. It has certain theoretical and practical significance.
