【摘要】：隨著高校規(guī)模不斷擴大,公立二級學(xué)院開始出現(xiàn),在教育深化改革的今天,公立二級學(xué)院中管理所面臨的問題也逐漸復(fù)雜,而學(xué)院的組織結(jié)構(gòu)、治理模式等的作用在管理中的地位也越來越重要,越來越受重視。在新中國成立以來,高校治理模式不斷發(fā)生變化,公立二級學(xué)院的治理模式和組織架構(gòu)的摸索也沒有停止過。 近年來,公立二級學(xué)院中出現(xiàn)了一種叫理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制的治理模式,這種來自西方國家高校的治理模式,讓高校二級學(xué)院的治理呈現(xiàn)出了新的生機。 本文從組織結(jié)構(gòu)理論、公司治理理論、決策理論、激勵理論、行為科學(xué)理論及無邊界組織理論出發(fā),以高校治理模式和二級學(xué)院發(fā)展背景為實踐基礎(chǔ)分析,以新華都商學(xué)院為實際例子,對公立二級學(xué)院院長負(fù)責(zé)制的模式進(jìn)行了分析。公立二級學(xué)院采用的理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制是理事會決策,院長執(zhí)行的一種治理模式,在組織結(jié)構(gòu)中,理事會下設(shè)學(xué)術(shù)委員會、黨政聯(lián)席會、院長、高級行政機構(gòu)及院務(wù)會等。本文主要從四個方面來闡述公立二級學(xué)院院長負(fù)責(zé)制模式：(一)公立二級學(xué)院理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制的一般運行機制；(二)公立二級學(xué)院理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制的治理模式；(三)公立二級學(xué)院理事會領(lǐng)導(dǎo)制組織結(jié)構(gòu)概況；(四)以新華都商學(xué)院為例詳細(xì)闡述。 本文最后一部分提出我國公立二級學(xué)院院長負(fù)責(zé)制的促進(jìn)措施。我國公立二級學(xué)院實行的理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制對學(xué)院的發(fā)展有著積極的作用,但是,依然有著法律條文規(guī)范不夠,機制不健全的問題,另外,行政部門或上級高校對公立二級學(xué)院干預(yù)過多,理事會成員覆蓋面不夠,從理事會資金來源不夠穩(wěn)定等問題也是需要注意的。本文旨在分析理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制的基礎(chǔ)上,發(fā)現(xiàn)一些理事會領(lǐng)導(dǎo)下的院長負(fù)責(zé)制的不足,為我國公立二級學(xué)院的管理和發(fā)展提供自己的觀點。
[Abstract]:With the continuous expansion of the scale of colleges and universities, public secondary colleges have begun to appear. Today, with the deepening reform of education, the problems faced by the management of public secondary colleges are becoming more and more complicated, and the organizational structure of the colleges, The role of the governance model in the management of more and more important, more and more attention. Since the founding of the people's Republic of China, the university governance model has changed constantly, and the exploration of the governance model and organizational structure of the public secondary colleges has not stopped. In recent years, there is a kind of governance mode called Dean responsibility system under the leadership of the Board of Governors in public secondary colleges, which comes from western universities, and makes the governance of secondary colleges in colleges and universities take on new vitality. Based on the organizational structure theory, corporate governance theory, decision theory, incentive theory, behavioral science theory and borderless organization theory, this paper takes the governance model of universities and the development background of secondary colleges as the practical basis. Taking Xinhuadu Business School as an example, this paper analyzes the mode of deans' responsibility system in public secondary colleges. The president responsibility system under the leadership of the board of directors adopted by the public secondary colleges is a kind of governance mode that the board of directors carries out. In the organizational structure, the council has academic committees, joint party and government committees, and presidents. Senior executive bodies and councils, etc. This article mainly from four aspects to explain the public secondary college dean responsibility system model: (1) the public secondary college board under the leadership of the president responsibility system of the general operating mechanism; (2) the governance model of the deans' responsibility system under the leadership of the board of state secondary colleges; (3) the general situation of the organizational structure of the leadership system of the board of state secondary colleges; (4) taking Xinhuadu Business School as an example to elaborate in detail. In the last part of this paper, the author puts forward the measures to promote the responsibility system of the deans of public secondary colleges in our country. The president responsibility system under the leadership of the Board of Governors implemented by the public secondary colleges in our country has a positive effect on the development of the colleges. However, there are still some problems such as inadequate legal provisions and inadequate mechanisms. In addition, Administrative departments or higher colleges and universities intervene too much in public secondary colleges, the coverage of board members is not enough, and the sources of funds from the council are not stable enough to be paid attention to. Based on the analysis of the president responsibility system under the leadership of the Council, this paper finds out the deficiencies of the Dean responsibility system under the leadership of the Council, and provides our own views for the management and development of the public secondary colleges in our country.
