公立二級學(xué)院院長負(fù)責(zé)制治理模式分析及其促進(jìn)措施
[Abstract]:With the continuous expansion of the scale of colleges and universities, public secondary colleges have begun to appear. Today, with the deepening reform of education, the problems faced by the management of public secondary colleges are becoming more and more complicated, and the organizational structure of the colleges, The role of the governance model in the management of more and more important, more and more attention. Since the founding of the people's Republic of China, the university governance model has changed constantly, and the exploration of the governance model and organizational structure of the public secondary colleges has not stopped. In recent years, there is a kind of governance mode called Dean responsibility system under the leadership of the Board of Governors in public secondary colleges, which comes from western universities, and makes the governance of secondary colleges in colleges and universities take on new vitality. Based on the organizational structure theory, corporate governance theory, decision theory, incentive theory, behavioral science theory and borderless organization theory, this paper takes the governance model of universities and the development background of secondary colleges as the practical basis. Taking Xinhuadu Business School as an example, this paper analyzes the mode of deans' responsibility system in public secondary colleges. The president responsibility system under the leadership of the board of directors adopted by the public secondary colleges is a kind of governance mode that the board of directors carries out. In the organizational structure, the council has academic committees, joint party and government committees, and presidents. Senior executive bodies and councils, etc. This article mainly from four aspects to explain the public secondary college dean responsibility system model: (1) the public secondary college board under the leadership of the president responsibility system of the general operating mechanism; (2) the governance model of the deans' responsibility system under the leadership of the board of state secondary colleges; (3) the general situation of the organizational structure of the leadership system of the board of state secondary colleges; (4) taking Xinhuadu Business School as an example to elaborate in detail. In the last part of this paper, the author puts forward the measures to promote the responsibility system of the deans of public secondary colleges in our country. The president responsibility system under the leadership of the Board of Governors implemented by the public secondary colleges in our country has a positive effect on the development of the colleges. However, there are still some problems such as inadequate legal provisions and inadequate mechanisms. In addition, Administrative departments or higher colleges and universities intervene too much in public secondary colleges, the coverage of board members is not enough, and the sources of funds from the council are not stable enough to be paid attention to. Based on the analysis of the president responsibility system under the leadership of the Council, this paper finds out the deficiencies of the Dean responsibility system under the leadership of the Council, and provides our own views for the management and development of the public secondary colleges in our country.
