【摘要】：正完善的制定程序是保證良好的內(nèi)容得以正確落實(shí)的重要基礎(chǔ)。但目前我國(guó)大學(xué)章程制定程序在法律條文中還沒有給出明確說明,在制定實(shí)踐中也尚未達(dá)成共識(shí),從而極大影響了章程工作開展的嚴(yán)肅性和科學(xué)性。我們?cè)趯?shí)地調(diào)查中談到制定章程,一位學(xué)校領(lǐng)導(dǎo)說:"我估計(jì),要應(yīng)付的話幾天就能把章程制定出來。"章程的制定應(yīng)該是一所大學(xué)全體成員充分參與、充分磋商、充分醞釀和充分宣傳的過程,沒有一年半載是無法完成的,更不用說幾天時(shí)間就能制定出來。章程制定出來后,要有與之相
[Abstract]:A well-established procedure is an important basis for ensuring the correct implementation of good content. However, at present, the procedure of university constitution establishment in our country has not been clearly explained in the legal provisions, nor has it reached a consensus in the practice, which has greatly affected the seriousness and scientific nature of the constitution work. In our field survey, one school leader said, "if you have to deal with it, you can make it in a few days." The constitution should be a process in which all members of a university are fully involved, fully consulted, fully prepared and propagated, and can not be completed in a year or a half, let alone in a few days. When the articles of association are drawn up, they must be accompanied by them.
