【摘要】：正大學(xué)章程作為一所大學(xué)文化的精髓,集中體現(xiàn)在行為規(guī)范層面。大學(xué)內(nèi)部治理要突出保障學(xué)術(shù)權(quán)力這一重點(diǎn),用法治思維保障學(xué)術(shù)權(quán)力。教職工代表大會(huì)是大學(xué)實(shí)施民主監(jiān)督管理的主渠道和主陣地。優(yōu)化大學(xué)內(nèi)部治理結(jié)構(gòu)是一項(xiàng)體系龐雜的長期工程�，F(xiàn)代大學(xué)內(nèi)部治理機(jī)制體制主要包括黨委領(lǐng)導(dǎo)下的校長負(fù)責(zé)制、大學(xué)章程、全體教職工代表大會(huì)制、學(xué)術(shù)委員會(huì)實(shí)施
[Abstract]:As the quintessence of a university culture, the charter is embodied in the level of behavior norms. The internal governance of university should emphasize the emphasis of safeguarding academic power and guarantee academic power with rule of law thinking. The staff Congress is the main channel and position for the university to implement democratic supervision and management. Optimizing the internal governance structure of the university is a long-term project with a complicated system. The internal governance system of modern universities mainly includes the president responsibility system under the leadership of the Party committee, the constitution of the university, the system of the Congress of all the faculty and staff, and the implementation of the academic committee.
