臺(tái)灣地區(qū)高?(jī)效評(píng)估機(jī)制研究

【摘要】:當(dāng)今社會(huì),各種組織在面臨資源分配或以永續(xù)發(fā)展為目的時(shí),其首要工作均需建立一套切實(shí)可行的績(jī)效評(píng)估機(jī)制?(jī)效最初廣泛應(yīng)用于企業(yè)管理,目前政府和其他公共部門(mén)也已把績(jī)效評(píng)估作為完善法規(guī)和績(jī)效考評(píng)的重要內(nèi)容,此外,高等教育領(lǐng)域也廣泛地應(yīng)用了績(jī)效評(píng)估,對(duì)于盈利性機(jī)構(gòu),績(jī)效評(píng)估的概念與實(shí)施具有單一性和單純性,但對(duì)非盈利性的高校而言,績(jī)效評(píng)估不能完全以投入與產(chǎn)出的觀念來(lái)衡量。當(dāng)前,高?(jī)效改革是大陸進(jìn)行高校管理體制改革的重要內(nèi)容之一,績(jī)效對(duì)于高等教育來(lái)說(shuō)尤其具有深層次的意義,高校應(yīng)用績(jī)效評(píng)估不僅可以有效地反映高校運(yùn)行狀況,還能提高辦學(xué)效益、指導(dǎo)辦學(xué)實(shí)踐。 目前,大陸的高?(jī)效評(píng)估包括:本科教學(xué)水平評(píng)估、研究生教育評(píng)估、高職高專(zhuān)及民辦高校的教學(xué)評(píng)估。大陸高校績(jī)效評(píng)估始于20世紀(jì)70年代末80年代初,組織辦學(xué)績(jī)效的規(guī)范化研究才剛剛起步,缺乏經(jīng)驗(yàn)與理論的指導(dǎo),其高?(jī)效評(píng)估在評(píng)估內(nèi)容、評(píng)估主體、評(píng)估標(biāo)準(zhǔn)、評(píng)估結(jié)果、評(píng)估的法源上未盡完善。臺(tái)灣在20世紀(jì)70年代初期就制定高校評(píng)估制度,雖然臺(tái)灣地區(qū)與大陸進(jìn)行高?(jī)效評(píng)估的起步時(shí)間相當(dāng),但是臺(tái)灣各高;拘纬梢惶妆容^成熟的績(jī)效評(píng)估機(jī)制:完善的績(jī)效評(píng)估體系、績(jī)效評(píng)估的公開(kāi)化與程序化、推動(dòng)績(jī)效評(píng)估與國(guó)際接軌、績(jī)效評(píng)估的相關(guān)立法明確而具體等。 本文通過(guò)文獻(xiàn)研究法、比較分析法、調(diào)研訪談等方法,探析臺(tái)灣高校績(jī)效評(píng)估機(jī)制的優(yōu)勢(shì)與局限,力求對(duì)高?(jī)效評(píng)估處于起步階段的大陸地區(qū)提供理論指導(dǎo),以期大陸能避免臺(tái)灣的大學(xué)所走的彎路,首先,有利于改善大陸高?(jī)效評(píng)估在體系建設(shè)、制度建設(shè)中存在的缺陷;其次能促進(jìn)大陸地區(qū)高校的學(xué)術(shù)水平與整體教學(xué)質(zhì)量的提升;此外,還有利于改善高校整體的人文精神,促進(jìn)學(xué)生與教師之間更多的互動(dòng)以及積極參與學(xué)校的管理,并最終發(fā)展成為現(xiàn)代型的大學(xué)。 文章分為高?(jī)效評(píng)估概述、臺(tái)灣地區(qū)高?(jī)效評(píng)估機(jī)制的發(fā)展歷程、臺(tái)灣地區(qū)當(dāng)前高?(jī)效評(píng)估機(jī)制的具體內(nèi)容、臺(tái)灣地區(qū)高校績(jī)效評(píng)估機(jī)制的經(jīng)驗(yàn)與局限、臺(tái)灣地區(qū)經(jīng)驗(yàn)對(duì)內(nèi)地的啟示和借鑒五個(gè)章節(jié),分別對(duì)高?(jī)效評(píng)估的內(nèi)涵、國(guó)外發(fā)達(dá)國(guó)家高校績(jī)效評(píng)估的模式及實(shí)踐、臺(tái)灣地區(qū)及大陸高?(jī)效評(píng)估的具體評(píng)估內(nèi)容作了分析研究。
[Abstract]:In today's society, in the face of resource allocation or sustainable development, all kinds of organizations need to establish a practical and feasible performance evaluation mechanism. Performance is initially widely used in enterprise management. At present, the government and other public departments have also regarded performance evaluation as an important part of the completion of good laws and performance evaluation. Performance evaluation has also been widely used in the field of education. For profit making institutions, the concept and implementation of performance evaluation are single and simple, but for non profitable universities, performance evaluation can not be completely measured by the concept of input and output. At present, the reform of performance of colleges and universities is an important part of the reform of the management system of universities in the mainland. One of the contents, performance is of particular significance for higher education. The application of performance evaluation in Colleges and universities can not only effectively reflect the operating conditions of colleges and universities, but also improve the efficiency of running a school and guide the practice of running a school.
At present, the performance evaluation of universities in the mainland includes the evaluation of undergraduate teaching level, the evaluation of postgraduate education, the higher vocational college and the evaluation of the teaching of private colleges and universities. The performance evaluation of the Mainland Colleges and universities began in the late 1970s and early 80s. The standardization of the performance of the organization has just started, the lack of experience and theory guidance, and the performance evaluation of its colleges and Universities In the evaluation of the content, the evaluation of the main body, the evaluation criteria, the evaluation results, the source of the evaluation is not perfect. In the early 1970s, Taiwan formulated the institution of university evaluation. Although the starting time of the performance evaluation of the universities in Taiwan and the mainland is equal, the basis of Taiwan's colleges and universities has formed a relatively mature performance evaluation mechanism: perfect The performance evaluation system, the openness and the process of performance evaluation, and the promotion of performance evaluation are in line with international standards, and the relevant legislation of performance evaluation is clear and specific.
Through the methods of literature research, comparative analysis, investigation and interview, the advantages and limitations of the performance evaluation mechanism in Taiwan colleges and universities are analyzed, and the theoretical guidance is provided for the mainland areas in the early stage of the performance evaluation of colleges and universities in order to avoid the bend of the universities in Taiwan. First, it is beneficial to improve the performance evaluation of the universities in mainland China. The defects in the system construction and the system construction; secondly, it can promote the academic level and the overall teaching quality of the colleges and universities in the mainland; in addition, it is beneficial to improve the humanistic spirit of the University as a whole, promote more interaction between the students and teachers, and actively participate in the management of the school, and eventually develop into a modern university.
The article is divided into the summary of university performance evaluation, the development course of the performance evaluation mechanism of the University in Taiwan, the specific content of the current performance evaluation mechanism of the University in Taiwan, the experience and limitation of the performance evaluation mechanism of the University in Taiwan, the enlightenment and reference of the experience of Taiwan to the mainland, and the connotation of the performance evaluation of the university respectively. The mode and practice of performance evaluation in foreign developed countries, and the specific assessment contents of performance evaluation in Universities in Taiwan and Mainland China are analyzed.
