我國高校外籍教師管理現(xiàn)存問題與對策研究

【摘要】:隨著高等教育國際化不斷發(fā)展,我國高校越來越重視高校教師隊伍的國際化。在我國高校國際化的教師隊伍中,外籍教師在我國高校的人才培養(yǎng)、學科建設和科研發(fā)展等諸方面發(fā)揮的積極作用不斷擴大,已經(jīng)成為我國教育發(fā)展的重要力量。如何科學、規(guī)范地做好外籍教師的管理工作,使外籍教師在教學、科研中更好的發(fā)揮作用,成為國內(nèi)外學者的關注和研究的熱點問題。本文主要探討我國高校外籍教師管理問題。首先,回顧了我們高校外籍教師管理的發(fā)展歷程并概述了我國高校外籍教師管理快速發(fā)展所取得的成就。通過文獻總結法、問卷調(diào)查法、訪談法和個案法,揭示了我國高校外籍教師管理中存在聘任渠道單一、聘任標準不詳細、聘任標準執(zhí)行不嚴格;培訓投入不足、培訓內(nèi)容不夠全面、培訓方式單調(diào)僵硬;教學督導重形式輕內(nèi)容、重視監(jiān)督忽視引導,教學評估手段單一、內(nèi)容簡單等亟待解決的問題。針對這些問題及其出現(xiàn)的原因,提出了以下幾點建議:明確聘任目標,嚴把質(zhì)量關;認真簽訂聘任合同,明確雙方權利和義務;拓寬聘任渠道,建立外籍教師資源信息庫;培訓內(nèi)容豐富化、培訓方式多樣化、培訓體系系統(tǒng)化;建立合作教師制度;完善對外籍教師的教學監(jiān)督;建立教學評估機制,提高外籍教師的教學質(zhì)量。本文主要有三個創(chuàng)新點:首先,對于高校外籍教師管理的學位論文數(shù)量甚微,本文結合高等教育國際化理論和人力資源管理理論,通過回顧歷史,從高校內(nèi)部管理視角揭示其現(xiàn)存問題并提出了可行性的改進對策。其次,以往的研究多以文獻法為主要研究方法,本文在文獻總結的基礎上還對外籍教師做了問卷和訪談等調(diào)查研究。最后,論文中提出的拓寬聘任渠道建立外籍教師資源信息庫和建立對外籍教師的教學督導和教學評估機制最為凸顯本人思考。
[Abstract]:With the development of internationalization of higher education, colleges and universities in China pay more and more attention to the internationalization of university teachers. Among the international teachers in colleges and universities in our country, the positive role played by foreign teachers in the cultivation of talents, the construction of disciplines and the development of scientific research has become an important force in the development of education in our country. How to do well the management of foreign teachers in a scientific and normative way, so that foreign teachers can play a better role in teaching and scientific research, has become a hot issue for scholars at home and abroad. This paper mainly discusses the management of foreign teachers in colleges and universities in China. First of all, the paper reviews the development of foreign teacher management in colleges and universities and summarizes the achievements made in the rapid development of foreign teacher management in colleges and universities in China. Through the methods of literature summary, questionnaire survey, interview and case study, it is revealed that the management of foreign teachers in colleges and universities in our country has a single hiring channel, no detailed employment standards, no strict execution of employment standards, insufficient training investment. The training content is not comprehensive enough, the training method is monotonous and rigid, the teaching supervision pays more attention to the form than the content, pays attention to the supervision and neglects the guidance, the teaching evaluation means is single, the content is simple and so on. In view of these problems and their causes, this paper puts forward the following suggestions: defining the target of appointment, strictly controlling the quality, signing the contract of appointment conscientiously, clarifying the rights and obligations of both sides, widening the channels of appointment and establishing the information bank of foreign teachers' resources; The training contents are enriched, the training methods are diversified, the training system is systematized, the cooperative teacher system is established, the teaching supervision of foreign teachers is perfected, and the teaching evaluation mechanism is established to improve the teaching quality of foreign teachers. There are three main innovations in this paper: first, there are few dissertations on the management of foreign teachers in colleges and universities. This paper combines the theory of internationalization of higher education and the theory of human resources management, and reviews the history. From the perspective of internal management in colleges and universities, this paper reveals the existing problems and puts forward feasible countermeasures for improvement. Secondly, the literature method is the main research method in the past. Based on the literature summary, this paper also makes questionnaire and interview to foreign teachers. Finally, the paper proposes to broaden the employment channels to establish a foreign teacher resource information bank and the establishment of foreign teachers teaching supervision and teaching evaluation mechanism most prominent my thinking.
