【摘要】：我國(guó)高校國(guó)家獎(jiǎng)學(xué)金制度的實(shí)行,是黨和國(guó)家為建設(shè)文化強(qiáng)國(guó)和人力資源強(qiáng)國(guó)、建設(shè)創(chuàng)新型國(guó)家、堅(jiān)持教育優(yōu)先發(fā)展和實(shí)現(xiàn)教育公平而采取的重大舉措。但是由于制度的實(shí)行時(shí)日尚短、評(píng)定制度的規(guī)范建設(shè)還在不斷完善及各高校執(zhí)行中出現(xiàn)的理解偏差,使得我國(guó)高校國(guó)家獎(jiǎng)學(xué)金評(píng)定工作的爭(zhēng)議日益凸顯。本文從界定國(guó)家獎(jiǎng)學(xué)金的性質(zhì)入手,澄清國(guó)家獎(jiǎng)學(xué)金的功能與定位,將國(guó)家獎(jiǎng)學(xué)金定性為榮譽(yù)獎(jiǎng)學(xué)金,指出國(guó)家獎(jiǎng)學(xué)金具有激勵(lì)、導(dǎo)向和助學(xué)三大功能。并以福建省高校調(diào)查為例,通過調(diào)查問卷和訪談,在實(shí)證的基礎(chǔ)上,對(duì)我國(guó)高校國(guó)家獎(jiǎng)學(xué)金評(píng)定工作進(jìn)行客觀的現(xiàn)狀分析和問題剖析。在明確“獎(jiǎng)學(xué)勵(lì)志”是我國(guó)高校國(guó)家獎(jiǎng)學(xué)金評(píng)定制度的根本價(jià)值訴求的基礎(chǔ)上,從堅(jiān)持評(píng)定原則、細(xì)化評(píng)定指標(biāo),規(guī)范評(píng)定流程,鞏固評(píng)定效果等環(huán)節(jié)中,探索完善我國(guó)高校國(guó)家獎(jiǎng)學(xué)金的評(píng)定模式,營(yíng)造濃厚的國(guó)家獎(jiǎng)學(xué)金評(píng)定工作氛圍,發(fā)揮國(guó)家獎(jiǎng)學(xué)金評(píng)定制度的積極作用。
[Abstract]:The implementation of the national scholarship system in colleges and universities in China is an important measure taken by the Party and the country to build a strong country of culture and human resources, to build an innovative country and to persist in the priority development of education and the realization of education equity. However, due to the short period of implementation of the system, the standard construction of the evaluation system is still improving and the deviation of understanding in the implementation of the colleges and universities, which makes the controversy of the national scholarship evaluation of colleges and universities in our country increasingly prominent. This paper begins with the definition of the nature of the national scholarship, clarifies the function and orientation of the national scholarship, defines the national scholarship as an honorary scholarship, and points out that the national scholarship has three functions: motivation, guidance and assistance. Taking the investigation of colleges and universities in Fujian Province as an example, through questionnaire and interview, on the basis of empirical analysis, this paper makes an objective analysis of the current situation and problems in the evaluation of national scholarships in colleges and universities in China. On the basis of making clear that "academic motivation" is the fundamental value demand of the national scholarship evaluation system in our country, from the aspects of adhering to the evaluation principle, refining the evaluation index, standardizing the evaluation process, consolidating the evaluation effect, etc. This paper explores and perfects the evaluation model of national scholarships in colleges and universities in China, creates a strong working atmosphere for the evaluation of national scholarships, and gives play to the positive role of the national scholarship evaluation system.
