遼寧省區(qū)域高等教育發(fā)展差異的收斂性研究

【摘要】:自1999年擴(kuò)招以來(lái),遼寧省高等教育機(jī)構(gòu)及大學(xué)生數(shù)量迅速增加,但高等教育資源向沈陽(yáng)、大連等中心城市集聚的現(xiàn)象明顯,高等教育發(fā)展的不平衡狀態(tài)凸現(xiàn),日益成為區(qū)域乃至全省經(jīng)濟(jì)社會(huì)可持續(xù)均衡發(fā)展的阻礙因素;谶@一點(diǎn),本文采用基尼系數(shù)及面板數(shù)據(jù)相關(guān)分析方法對(duì)遼寧省區(qū)域高等教育發(fā)展差異的收斂性問(wèn)題進(jìn)行系統(tǒng)研究,探尋導(dǎo)致遼寧省區(qū)域高等教育發(fā)展差異形成的影響因素及變化規(guī)律,并提出相應(yīng)的建議,以期實(shí)現(xiàn)遼寧省高等教育發(fā)展的最終收斂,為全省經(jīng)濟(jì)與社會(huì)的快速平穩(wěn)發(fā)展奠定堅(jiān)實(shí)基礎(chǔ)。本研究把遼寧省劃分為沿海經(jīng)濟(jì)區(qū)、沈陽(yáng)經(jīng)濟(jì)區(qū)和遼西北經(jīng)濟(jì)區(qū)三大區(qū)域,主要內(nèi)容為:一是簡(jiǎn)單介紹了教育公平理論和公共物品理論,以此作為研究高等教育發(fā)展差異的理論基礎(chǔ);二是用當(dāng)量平均綜合評(píng)價(jià)法對(duì)遼寧省全省及三大區(qū)域高等教育發(fā)展水平進(jìn)行測(cè)量,并利用基尼系數(shù)法和面板數(shù)據(jù)單位根檢驗(yàn)法驗(yàn)證了遼寧省區(qū)域高等教育發(fā)展不存在α收斂性;三是用平均增長(zhǎng)速度法判斷遼寧省區(qū)域高等教育發(fā)展的絕對(duì)β收斂性,經(jīng)檢驗(yàn)發(fā)現(xiàn)遼寧省區(qū)域高等教育不存在絕對(duì)β收斂,隨之詳細(xì)闡述了影響遼寧省及三大區(qū)域條件β收斂的五大因素;四是把影響因素加入條件β收斂模型驗(yàn)證遼寧省區(qū)域高等教育發(fā)展的條件聲收斂性,并分區(qū)域總結(jié)了影響遼寧省高等教育條件β收斂的因素;最后,根據(jù)遼寧省區(qū)域高等教育發(fā)展僅存在條件β收斂這一檢驗(yàn)結(jié)果,提出了推動(dòng)區(qū)域經(jīng)濟(jì)均衡發(fā)展、加強(qiáng)跨區(qū)域高等教育協(xié)作、因地制宜制定不同的高等教育發(fā)展政策等促進(jìn)遼寧省區(qū)域高等教育協(xié)調(diào)發(fā)展的對(duì)策建議,為今后開(kāi)展區(qū)域高等教育發(fā)展差異研究提供理論借鑒,也為相關(guān)教育行政部門(mén)制定區(qū)域高等教育發(fā)展政策提供理論支持。
[Abstract]:Since the expansion of enrollment in 1999, the number of higher education institutions and college students in Liaoning Province has increased rapidly, but the phenomenon of higher education resources gathering to Shenyang, Dalian and other central cities is obvious, and the imbalance in the development of higher education appears. Increasingly, it has become an obstacle to the sustainable and balanced development of regional and even provincial economy and society. Based on this, this paper uses Gini coefficient and panel data correlation analysis method to study the convergence of regional higher education development difference in Liaoning Province. In order to realize the final convergence of the development of higher education in Liaoning Province, this paper explores the influencing factors and the law of change that lead to the difference in the development of regional higher education in Liaoning Province, and puts forward the corresponding suggestions. For the province's rapid and stable economic and social development laid a solid foundation. This study divides Liaoning Province into three regions: coastal economic zone, Shenyang economic zone and Liaoning northwest economic zone. The main contents are as follows: first, the theory of education equity and public goods are introduced briefly. The second is to measure the development level of higher education in Liaoning province and three regions by using the method of equivalent average comprehensive evaluation. The Gini coefficient method and panel data unit root test method are used to verify that there is no 偽 convergence in the development of regional higher education in Liaoning Province, and the third is to judge the absolute 尾 convergence of the development of regional higher education in Liaoning Province by the method of average growth rate. It is found that there is no absolute 尾 convergence in regional higher education in Liaoning Province, and then five factors affecting 尾 convergence in Liaoning Province and its three regions are elaborated in detail. Fourth, adding the influencing factors into the conditional 尾 convergence model to verify the conditional sound convergence of the development of regional higher education in Liaoning Province, and summarizing the factors that affect the 尾 convergence of the conditions of higher education in Liaoning Province. According to the test result that there is only condition 尾 convergence in the development of regional higher education in Liaoning Province, this paper proposes to promote the balanced development of regional economy and strengthen the cooperation of cross-regional higher education. The countermeasures and suggestions to promote the coordinated development of regional higher education in Liaoning Province, such as formulating different policies for the development of higher education in accordance with local conditions, provide theoretical references for the future research on the differences in the development of regional higher education. It also provides theoretical support for the development policy of regional higher education.
