【摘要】：目前高校科研經(jīng)費(fèi)管理中存在的問題,既有學(xué)校內(nèi)部科研經(jīng)費(fèi)管理不到位的原因,也有國家科研經(jīng)費(fèi)政策制度不完善的原因。本文在深入分析國家科研經(jīng)費(fèi)管理政策存在的問題及其原因的基礎(chǔ)上,提出了政府相關(guān)部門進(jìn)一步深化改革,完善高校科研經(jīng)費(fèi)管理政策制度的建議:規(guī)范間接費(fèi)用管理,建立課題組勞務(wù)補(bǔ)償機(jī)制,改進(jìn)經(jīng)費(fèi)預(yù)算管理,實(shí)行動(dòng)態(tài)分類科學(xué)管理,完善經(jīng)費(fèi)資助方式,建立績效考核撥款機(jī)制,及時(shí)撥付項(xiàng)目經(jīng)費(fèi),建立后續(xù)研究預(yù)研基金,及時(shí)調(diào)整財(cái)務(wù)標(biāo)準(zhǔn),改進(jìn)項(xiàng)目經(jīng)費(fèi)管理模式,建立信息共享平臺及避免重復(fù)投入重復(fù)研究現(xiàn)象�？傊�,通過建立符合高�？蒲谢顒�(dòng)規(guī)律和財(cái)政預(yù)算管理要求的經(jīng)費(fèi)管理政策制度,以保證科研經(jīng)費(fèi)的規(guī)范使用和使用效益的提高。
[Abstract]:At present, the problems existing in the management of scientific research funds in colleges and universities include the reasons for the inadequate management of scientific research funds within the schools and the imperfect policy system of the national scientific research funds. On the basis of deeply analyzing the problems and reasons of the national scientific research fund management policy, this paper puts forward some suggestions for further deepening the reform of the relevant government departments and perfecting the scientific research funds management policy system in colleges and universities: standardizing the indirect cost management, Set up the labor compensation mechanism of the research group, improve the budget management of the funds, carry out the scientific management of dynamic classification, perfect the way of fund support, set up the allocation mechanism of the performance appraisal, allocate the funds for the projects in time, establish the fund for the advance research of the follow-up research, Timely adjustment of financial standards, improvement of project funding management model, establishment of information sharing platform and avoid duplication of input and duplicate research phenomenon. In a word, it is necessary to establish a policy system of fund management in accordance with the rules of scientific research activities in colleges and universities and the requirements of financial budget management, so as to ensure the standardized use of scientific research funds and the improvement of their efficiency.
