【摘要】：高水平大學(xué)財力資源的有效配置既是一流大學(xué)建設(shè)的需要,更是學(xué)術(shù)創(chuàng)新和人才培養(yǎng)的需要。本文通過對美中兩國各三所知名大學(xué)案例的剖析,試圖揭示高水平大學(xué)資源投入的重點,探求經(jīng)費結(jié)構(gòu)的規(guī)律。通過收入、支出結(jié)構(gòu)及教師配比的研究,本文提出高水平大學(xué)特別需要加強對人力資源的投入,保持較低的生師比并提高教師待遇;重視對學(xué)生的資助,使得最優(yōu)秀的學(xué)生安于學(xué)業(yè);科研經(jīng)費應(yīng)主要來源于政府各類基金,以使大學(xué)有穩(wěn)定的經(jīng)費渠道并滿足國家需要。
[Abstract]:The effective allocation of financial resources of high level universities is not only the need of the construction of first-class universities, but also the need of academic innovation and talent training. By analyzing the cases of three famous universities in the United States and China, this paper attempts to reveal the key points of the resource investment of high-level universities and to explore the rules of the funding structure. Through the research of income, expenditure structure and teacher ratio, this paper points out that high level universities should pay more attention to the investment of human resources, keep the ratio of students to teachers and improve the treatment of teachers, and pay more attention to the aid to students. The best students should be satisfied with their studies, and the funds for scientific research should mainly come from government funds, so that universities can have stable funding channels and meet the needs of the country.
