【摘要】：產(chǎn)業(yè)研究院是推動高校發(fā)展,促進高�？萍寂c經(jīng)濟結合的新方式,也是提高企業(yè)自主創(chuàng)新能力,建設國家創(chuàng)新體系的重要手段。產(chǎn)業(yè)研究院具有綜合性、開放性和整合性的特點,通過對具有巨大經(jīng)濟潛力的產(chǎn)業(yè)前沿、共性技術的研發(fā),整合政府、高校、科研院所與企業(yè)的創(chuàng)新資源,由政府主導、依托高校自身的科技和人才優(yōu)勢,通過校地共建研究院這個載體,使校地雙方由簡單的優(yōu)勢互補走向雙贏,既推進產(chǎn)業(yè)結構升級和區(qū)域經(jīng)濟發(fā)展。又能實現(xiàn)人才培養(yǎng)與社會需求的有效對接。 校地共建研究院的功能主要體現(xiàn)在產(chǎn)業(yè)技術研發(fā)、行業(yè)技術服務、行業(yè)知識產(chǎn)權經(jīng)營以及行業(yè)人才培訓等四個方面。目前,我國校地共建產(chǎn)業(yè)研究院形式多樣,參差不齊,但并不是每種模式都能促進地方以及高校的良性發(fā)展,系列問題的存在也制約了產(chǎn)業(yè)研究院的可持續(xù)發(fā)展,主要包括：定位不明確,機制體制不完善,對產(chǎn)業(yè)的支撐和引領作用不明顯,資金投入和使用上存在諸多掣肘。 武漢理工大學與沙河市共同建設的沙河玻璃產(chǎn)業(yè)研究院是基于技術、人才和資本三大要素有效運行的獨立法人單位。在技術上,建立技術富集與創(chuàng)新機制、項目運行機制和知識產(chǎn)權管理機制；在人才上,建立人才匯聚機制、人才篩選機制和人才激勵機制；在資本上,建立公共財政扶持機制、資本追逐技術機制、高校投資機制、資金取得使用機制以及利益分配機制。產(chǎn)業(yè)研究院的運行實踐取得了顯著成效：一是加快了行業(yè)產(chǎn)業(yè)結構升級；二是提供了人才智力支撐；三是增強了企業(yè)技術創(chuàng)新能力；四是提升了地方政府的對外開放水平；五是推動了高校人才培養(yǎng)和地方經(jīng)濟發(fā)展。 本研究主要運用歷史研究法、文獻研究法及案例分析研究方法,以三螺旋理論為視角對校地共建產(chǎn)業(yè)研究院的運行機制、歷史演變、資源配置、人才培養(yǎng)等方面進行探討,借鑒國外校地合作的成功運作經(jīng)驗,結合我國校地共建產(chǎn)業(yè)研究院的實踐,提出了校地共建產(chǎn)業(yè)研究院的策略：一是完善校地共建產(chǎn)業(yè)研究院的體制；二是健全校地共建產(chǎn)業(yè)研究院的資源配置政策;三是強化共建產(chǎn)業(yè)研究院的特色人才隊伍建設；四是實施高校、產(chǎn)業(yè)、地方的協(xié)同式發(fā)展。
[Abstract]:The Industrial Research Institute is a new way to promote the development of colleges and universities and the combination of science and technology with economy. It is also an important means to improve the ability of independent innovation of enterprises and to build the national innovation system. The Industrial Research Institute has the characteristics of comprehensiveness, openness and integration. It is led by the government through the research and development of common technologies, the integration of the innovative resources of the government, universities, scientific research institutes and enterprises. Relying on the advantages of science and technology and talents of colleges and universities, and by means of the carrier of co-construction and research institutes, the two sides of the university and the land can go from simple complementary advantages to win-win situation, which will promote the upgrading of industrial structure and the development of regional economy. Also can realize the talented person training and the social demand the effective docking. The functions of the institute are mainly embodied in four aspects: industrial technology research and development, industry technical service, industry intellectual property management and industry personnel training. At present, the co-construction industry research institutes of our country have various forms and different forms, but not every mode can promote the benign development of local and university. The existence of series problems also restricts the sustainable development of industrial research institutes. It mainly includes: unclear positioning, imperfect mechanism system, not obvious supporting and leading role to industry, and many constraints on capital input and use. The Research Institute of Shahe Glass Industry, which is built by Wuhan University of Technology and Shahe City, is an independent legal entity based on the three factors of technology, talent and capital. In terms of technology, we should establish a mechanism for technological enrichment and innovation, a mechanism for project operation and management of intellectual property rights; a mechanism for talent gathering, a mechanism for talent selection and a mechanism for talent incentive; and a mechanism for supporting public finances in terms of capital. The mechanism of capital chasing technology, the mechanism of university investment, the mechanism of obtaining and using funds and the mechanism of profit distribution. The operation practice of the Industrial Research Institute has achieved remarkable results: first, accelerated the upgrading of the industrial structure of the industry; second, provided intellectual support for talents; third, enhanced the technological innovation ability of enterprises; fourth, enhanced the level of opening up of local governments; Fifth, it has promoted the cultivation of talents in colleges and universities and the development of local economy. This research mainly uses the historical research method, the literature research method and the case analysis research method, taking the three helix theory as the angle of view, carries on the discussion to the operation mechanism, the historical evolution, the resources allocation, the talented person training and so on. Based on the successful operation experience of foreign universities and land cooperation and the practice of the co-construction industry research institute of our country, this paper puts forward the strategies of the co-construction industry research institute of school land: first, to perfect the system of the co-construction industry research institute of school land; The second is to perfect the resource allocation policy of the co-construction industry research institute, the third is to strengthen the construction of the special talent team of the co-construction industry research institute, and the fourth is to implement the cooperative development of universities, industries and localities.
