【摘要】：高校是協(xié)同創(chuàng)新的主體之一，作為我國高層次創(chuàng)新人才的培養(yǎng)基地，高校在基礎(chǔ)研究和高技術(shù)領(lǐng)域原始創(chuàng)新方面發(fā)揮著巨大作用，是解決我國國民經(jīng)濟(jì)重大科技問題、實現(xiàn)技術(shù)轉(zhuǎn)移和成果轉(zhuǎn)化的生力軍。目前我國高校開展協(xié)同創(chuàng)新的政府支持體系尚未成型，推動和引導(dǎo)高校協(xié)同創(chuàng)新具有重大意義，政府應(yīng)引導(dǎo)高校重新審視協(xié)同創(chuàng)新的現(xiàn)狀和問題，在體制機(jī)制創(chuàng)新和政策項目引導(dǎo)上發(fā)揮重要作用，推進(jìn)創(chuàng)新型國家的快速建設(shè)。 本文基于對國內(nèi)外相關(guān)文獻(xiàn)的梳理，，從協(xié)同創(chuàng)新、高校協(xié)同創(chuàng)新、政府支持高校協(xié)同創(chuàng)新的相關(guān)研究進(jìn)行探討，深入挖掘高校協(xié)同創(chuàng)新與政府支持之間的關(guān)系。近年來，許多高校逐步開展了一些協(xié)同創(chuàng)新工作并取得了明顯成效，但在推進(jìn)協(xié)同創(chuàng)新的過程中也暴露出一些問題，制約著協(xié)同創(chuàng)新的廣泛、深入進(jìn)行。本文通過梳理了目前我國高校參與協(xié)同創(chuàng)新的概況，進(jìn)一步歸納出高校參與協(xié)同創(chuàng)新活動的特點，分析在協(xié)同創(chuàng)新中我國高校內(nèi)部體制、利益分配及人才管理等方面存在的問題，并歸納了導(dǎo)致問題的成因，緊接著從高校需求角度及函數(shù)模型論證了亟需政府支持的必要性。提出我國政府應(yīng)結(jié)合高校的自身條件及地域特點等實際問題，在科學(xué)借鑒國外政府支持高校協(xié)同創(chuàng)新的成功經(jīng)驗的基礎(chǔ)上，引導(dǎo)高校制定科學(xué)的發(fā)展策略，為我國政府支持高校協(xié)同創(chuàng)新提供了可參考模式。最后圍繞強(qiáng)化國家戰(zhàn)略、法律法規(guī)保障、高校積極參與、人才體系建設(shè)、評價監(jiān)督體系五個方面提出完善高校協(xié)同創(chuàng)新政府支持體系的建議，以期通過政府支持實現(xiàn)高校協(xié)同創(chuàng)新能力的提升。
[Abstract]:Colleges and universities are one of the main bodies of collaborative innovation. As a base for cultivating high-level innovative talents, colleges and universities play a great role in basic research and original innovation in the field of high technology, and are the solution to the major scientific and technological problems of our national economy. To achieve technology transfer and achievement transformation of the new force. At present, the government support system of cooperative innovation in colleges and universities in our country has not yet taken shape, so it is of great significance to promote and guide collaborative innovation in colleges and universities. The government should guide universities to re-examine the present situation and problems of collaborative innovation. To play an important role in institutional mechanism innovation and policy project guidance, and promote the rapid construction of an innovative country. Based on the related literature at home and abroad, this paper explores the relationship between collaborative innovation and government support from collaborative innovation, collaborative innovation in colleges and universities, and government support for collaborative innovation in colleges and universities. In recent years, many colleges and universities have gradually carried out some collaborative innovation work and achieved obvious results, but in the process of promoting collaborative innovation, some problems have been exposed, which restrict the extensive and in-depth implementation of collaborative innovation. By combing the general situation of university participation in collaborative innovation in our country, this paper further sums up the characteristics of university participation in collaborative innovation, and analyzes the internal system of colleges and universities in collaborative innovation. The problems of benefit distribution and talent management are summarized and the causes of the problems are summarized. Then the necessity of government support is demonstrated from the point of view of university demand and function model. This paper puts forward that our government should combine with the actual problems such as the conditions and regional characteristics of colleges and universities, and guide colleges and universities to formulate scientific development strategies on the basis of drawing on the successful experience of foreign governments in supporting the cooperative innovation of universities and colleges. It provides a reference model for our government to support collaborative innovation in colleges and universities. Finally, the author puts forward some suggestions on how to improve the government support system of cooperative innovation in colleges and universities from five aspects: strengthening the national strategy, ensuring the laws and regulations, actively participating in the construction of the talent system, and evaluating and supervising the system.
