【摘要】:在我國大規(guī)模的高等教育系統(tǒng)中,由于資源秉賦的差異,客觀上存在一種“分工”,與這種分工相對應,每一類型院校只有在明確自己角色定位的前提下,才能獲得生存和發(fā)展的空間。高校辦學定位不僅關系到學校自身的生存發(fā)展,也關系到全國高等教育事業(yè)的發(fā)展。在如今日益激烈的市場競爭中,普通高校如何科學定位才能更好地創(chuàng)建自身特色、發(fā)展自已、服務地方,引起了我國學者們的關注和思考。因此,普通高校的辦學定位研究是一個具有理論和現實意義的選題。 本研究首先對高等學校辦學定位的相關概念、內容結構進行了理論梳理,確定了高等學校辦學定位包括辦學理念、總體發(fā)展目標、辦學類型、人才培養(yǎng)目標、辦學層次、服務面向、辦學特色、辦學規(guī)模、學科專業(yè)9個方面的定位,為探索甘肅省不同類型高校的科學定位奠定理論框架。其次,在理清概念的基礎上,以甘肅省42所高等學校為研究對象,廣泛搜集并研讀各個學校定位的相關資料,從高校辦學定位的9個方面分析甘肅省高校辦學定位的現狀及問題,主要存在以下問題:辦學理念相近,難以指導大學的個性化發(fā)展;總體發(fā)展目標定位過高,表述籠統(tǒng);辦學層次混亂,各高校之間分工不清;人才培養(yǎng)目標趨同,很難適應社會多樣化的需要;服務面向定位模糊,缺乏行業(yè)特色;學科定位綜合求全,部分專業(yè)設置雷同;辦學規(guī)模貪大,辦學條件“超負荷”運轉。最后,從政府、市場、高校三個角度對以上高校辦學定位存在的問題進行原因分析,進而從政府、市場、高校三個角度提出甘肅省高等學校合理定位的有效措施:政府優(yōu)化宏觀政策環(huán)境,簡政放權,擴大高校辦學自主權,建全分類分層的撥款制度,重構科學合理的高校評估體系;市場正確引導,創(chuàng)造能力本位的制度環(huán)境,建立人才供求信息發(fā)布機制;高校自身加強內部修煉,增強高校定位自覺,必須突出特色,符合甘肅省經濟發(fā)展需要,推進大學校長職業(yè)化。
[Abstract]:In the large-scale higher education system of our country, there is a kind of "division of labor" objectively due to the difference of resources, which is relative to the division of labor. Only under the premise of defining its role, each type of college can get the space for survival and development. It is the development of the national higher education. In today's increasingly fierce market competition, the scientific orientation of colleges and universities can better create their own characteristics, develop themselves and serve the place, which has aroused the attention and thinking of Chinese scholars. Therefore, the research on the placement of colleges and universities is a topic of theoretical and practical significance.
First of all, this study has made a theoretical analysis of the relevant concepts and content structure of the position of school running in Colleges and universities, and determined the orientation of the school running orientation, including the idea of running a school, the overall development goal, the type of running school, the training target, the school running level, the service orientation, the school running features, the running scale and the subject specialty in 9 aspects, in order to explore the Gansu Province The scientific orientation of different types of colleges and universities lay a theoretical framework. Secondly, on the basis of clearing the concept, taking 42 colleges and universities in Gansu as the research object, it collects and studies the relevant information of various schools, and analyzes the status and problems of the orientation of universities in Gansu province from the 9 aspects of the orientation of colleges and universities. The main problems are the following problems. It is difficult to guide the individualized development of the University; it is difficult to guide the individualized development of the University; the overall development goal is too high to be located, the expression is general; the level of school running is confused, the division of labor among the universities is not clear; the goal of talent training is converging, it is difficult to adapt to the needs of the social diversity; the service orientation is vague, the industry features are short, the subject positioning is comprehensive and comprehensive, part of the comprehensive, partial and comprehensive subject orientation. In the end, from the three angles of the government, the market and the colleges and universities, this paper analyzes the reasons for the existing problems in the higher schools, and then puts forward the effective measures for the rational positioning of the universities in Gansu from the three angles of the government, the market and the colleges and universities: the government optimizes the macro policy. The environment, simple government and decentralization, the expansion of the autonomy of colleges and universities, the establishment of a classified and stratified allocation system, the reconstruction of a scientific and rational evaluation system of colleges and universities, the correct guidance of the market, the creation of the system environment for the ability based, the establishment of the information release mechanism for the supply and demand of talents, and the strengthening of the internal training of colleges and universities, and the enhancement of the self-consciousness of the colleges and universities, which must conform the characteristics and conform to the characteristics. Gansu's economic development needs to promote the professionalization of university presidents.
