【摘要】：隨著世界經(jīng)濟的發(fā)展和全球化進程的深入,國家間的競爭日益表現(xiàn)為人才的較量。隨著高素質(zhì)人才需求的增加,我國高等院校在招生規(guī)模急劇擴張、后勤設(shè)施不斷擴建中遇到了一系列問題,如校舍破舊、設(shè)施落后、資金缺乏和管理低效。為了改善高校后勤現(xiàn)狀,BOT模式逐漸走入高校視野。許多高校通過BOT模式建設(shè)供熱設(shè)施、體育場館、學生餐廳,將高校后勤與教學科研相分離,使后勤運營成為獨立的系統(tǒng)。BOT模式運用社會化和市場化的手段建設(shè)經(jīng)營后勤設(shè)施,提高了效率,為學生學習和生活提供了便利。 本文研究BOT模式應(yīng)用于高校后勤設(shè)施建設(shè),其目的在于：科學解決高校后勤建設(shè)資金難題,提出BOT模式引入高校的風險應(yīng)對措施,研究BOT模式中存在的問題并采取切實可行的辦法應(yīng)對,將BOT模式應(yīng)用于山東大學青島校區(qū)的學生公寓項目,驗證其收益及可行性,為實際問題提供借鑒。本文的研究,可以幫助政府部門有針對性地提出指導高校建設(shè)的思路、辦法,使政府充分了解BOT模式可能遇到的風險并做好防控預(yù)案；使高�；I資渠道多元化、后勤建設(shè)社會化,減輕高校負債,解決高校擴建難的問題,更好地滿足在校學生學習、生活、娛樂的需求,使公共設(shè)施運作更加高效、科學、節(jié)儉；使投資方通過自主經(jīng)營實現(xiàn)成本回收并獲取更大的收益。 本文主要通過定量分析與定性分析相結(jié)合、規(guī)范研究與實證研究相結(jié)合的方式進行研究。首先介紹了BOT的概念和形式演變,闡述了高校后勤BOT項目的特點,總結(jié)了BOT模式應(yīng)用于高校實例的社會和經(jīng)濟效益。其次,本文從財務(wù)、運營機制等方面論證了高校后勤設(shè)施引入BOT模式的必要性和可行性；對校資雙方在項目建設(shè)運營中可能遇到的風險做了識別和評價,并提出風險防控措施。再次,以山東大學青島校區(qū)后勤建設(shè)一期工程為實際研究對象,對其BOT模式可行性進行驗證；最后,總結(jié)高校后勤建設(shè)采用BOT模式可能遇到的問題,并一一對應(yīng)地提出解決辦法。
[Abstract]:With the development of world economy and globalization, the competition between countries is becoming the talent contest. With the increase of high-quality talents, colleges and universities of our country in the rapid expansion of the scale of enrollment, logistics facilities expansion continued to confront a series of problems, such as old school, facilities backward, lack of funds and management efficiency. In order to improve the situation of college logistics, BOT mode gradually into the vision of many colleges and universities. Through the BOT mode construction of heating facilities, gymnasium, student dining hall, university logistics and teaching and scientific research of phase separation, the logistics operation system become the.BOT model of socialization and market-oriented means of construction and management of logistics facilities independently, improve efficiency provide convenience for students learning and life.
The study on the application of BOT mode in the logistics infrastructure construction, its purpose is: science to resolve logistical problems of construction funds, the BOT mode in the risk response measures, there BOT model to research the problems and take practical measures to deal with the application of BOT mode in the Qingdao campus of Shandong University student apartment projects, verify its revenue and the feasibility and provide reference for the practical problems. This research can help the government put forward the guiding ideas of the construction of colleges and universities, to make the government is fully aware of the risk of BOT model may be encountered and make prevention and control plan; the diversified financing channels, the construction of logistics socialization, reduce the debt, solve the difficult expansion the problem, better meet the needs of students learning, life, entertainment needs, public facilities make the operation more efficient, scientific, economical investment; Through independent operation, the party can achieve cost recovery and gain greater benefits.
This paper mainly through a combination of quantitative analysis and qualitative analysis, the research of combining normative research and empirical research methods. Firstly, BOT introduced the concept and form of evolution, expounds the characteristics of college logistic BOT project, summarizes the application of BOT mode in the case of social and economic benefits. Secondly, this article from the financial feasibility, and the necessity of operating mechanism of university logistics facilities demonstrates that the introduction of the BOT model; risk of school owned both in the construction and operation of the project may encounter the identification and evaluation, and puts forward the risk control measures. Thirdly, to logistics construction of Qingdao campus of Shandong University project as the research object, to verify the feasibility of the mode of BOT finally, summarize the construction of university logistics; using BOT mode problems, and put forward the corresponding solutions.
