【摘要】：在目前這個(gè)高速發(fā)展的社會(huì),正處于設(shè)計(jì)轉(zhuǎn)型期的我國(guó)各大高校的畢業(yè)生就業(yè)市場(chǎng)在客觀上還存在著各種各樣的特征,例如,就業(yè)市場(chǎng)與畢業(yè)生的分割,就業(yè)形勢(shì)更具地區(qū)不同而不均衡等等。不得不承認(rèn)的是,大學(xué)畢業(yè)生的自由流動(dòng)以及自主擇業(yè)等方面的障礙的主要原因是城鄉(xiāng)之間以及地區(qū)之間就業(yè)市場(chǎng)與畢業(yè)生之間的分割所造成的勞動(dòng)力市場(chǎng)不完善。與此同時(shí),市場(chǎng)機(jī)制對(duì)高校畢業(yè)生就業(yè)本應(yīng)當(dāng)具有的引導(dǎo)調(diào)節(jié)作用也被那些家庭背景,關(guān)系網(wǎng)等并不屬于市場(chǎng)因素的社會(huì)因素所限制。這就決定了政府與就業(yè)市場(chǎng)之間不可忽略的關(guān)系,政府在大學(xué)畢業(yè)生的就業(yè)市場(chǎng)中扮演著重要的角色。在當(dāng)前社會(huì)中嚴(yán)峻的就業(yè)形勢(shì)下,各級(jí)政府都應(yīng)當(dāng)充分認(rèn)識(shí)到政府本身在大學(xué)畢業(yè)生就業(yè)工作中的重要作用,更應(yīng)當(dāng)加快建設(shè)服務(wù)型政府,大力改善就業(yè)市場(chǎng),不斷加強(qiáng)就業(yè)的宏觀調(diào)控和有效監(jiān)管,切實(shí)提高高校畢業(yè)生就業(yè)指導(dǎo)服務(wù)和能力。本研究具有一定的理論意義。本研究能夠豐富服務(wù)性政府與大學(xué)生就業(yè)的研究成果,提升公共行政管理的研究水平。同時(shí),本研究還具有一定的實(shí)踐價(jià)值。本研究的研究成果能夠應(yīng)用到實(shí)現(xiàn)的就業(yè)管理實(shí)踐之中,提高政府的行政效率。本研究通過(guò)以服務(wù)性政府為視角,對(duì)大學(xué)生就業(yè)問(wèn)題解決中的政府責(zé)任進(jìn)行研究。研究發(fā)現(xiàn),在缺乏適當(dāng)?shù)男姓ㄒ?guī),明確各級(jí)政府的義務(wù)、監(jiān)控程序和法律責(zé)任的情況下,政府促進(jìn)就業(yè)的責(zé)任往往流于形式,大學(xué)生的就業(yè)權(quán)利經(jīng)常不能得到保證�；诖�,政府應(yīng)該明確自身的責(zé)任,并采取有效的措施。政府要加強(qiáng)就業(yè)制度建設(shè),制定并完善相關(guān)法律和法規(guī),促進(jìn)社會(huì)發(fā)展,從而為大學(xué)生的就業(yè)提供更多的條件與機(jī)遇。
[Abstract]:At present, in this rapidly developing society, the graduate employment market of the major colleges and universities in China, which is undergoing a period of design transformation, has a variety of characteristics objectively, for example, the division between the employment market and the graduates.The employment situation is more regional and uneven and so on.It has to be admitted that the main reason for the obstacles in the free flow of college graduates and their choice of jobs is the imperfection of the labor market caused by the division of the job market between urban and rural areas and between regions and graduates.At the same time, the role of market mechanism in guiding and regulating the employment of college graduates is also limited by the social factors, such as family background and network, which are not market factors.This determines the relationship between the government and the job market, which plays an important role in the employment market of college graduates.Under the severe employment situation in the present society, governments at all levels should fully recognize the important role of the government itself in the employment work of university graduates, and should speed up the construction of a service-oriented government and vigorously improve the employment market.We should constantly strengthen the macro-control and effective supervision of employment and improve the employment guidance services and abilities of college graduates.This study has certain theoretical significance.This research can enrich the research results of service government and college students' employment and improve the research level of public administration.At the same time, this research also has certain practical value.The research results of this study can be applied to the implementation of employment management practice to improve the administrative efficiency of the government.From the perspective of service-oriented government, this study studies the responsibility of government in solving the employment problem of college students.The study found that in the absence of appropriate administrative regulations, clear obligations of governments at all levels, monitoring procedures and legal responsibilities, the responsibility of the government to promote employment is often a mere formality, and the employment rights of college students are often not guaranteed.Based on this, the government should clarify its own responsibilities and take effective measures.The government should strengthen the construction of employment system, formulate and perfect the relevant laws and regulations, promote the social development, and provide more conditions and opportunities for the employment of college students.
