【摘要】:二十世紀(jì)以來(lái),高等教育得到了飛速的發(fā)展,高校間人才的流動(dòng)和人才資源建設(shè)形成了當(dāng)前高校科學(xué)發(fā)展新的時(shí)代特征。高校引進(jìn)人才也隨著高校的發(fā)展應(yīng)運(yùn)而生。隨著1978年改革開放號(hào)角的吹響,高考恢復(fù),我國(guó)高等教育逐步走向正軌。我國(guó)高等教育迎來(lái)了前所未有的發(fā)展契機(jī),高等教育在我國(guó)蓬勃發(fā)展,為國(guó)家的經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展做出了重要的貢獻(xiàn)。但我國(guó)高校師資隊(duì)伍建設(shè)尚不完善,高校引進(jìn)人才不能發(fā)揮其應(yīng)有的作用。在高校發(fā)展中,如何利用好高校引進(jìn)人才,發(fā)揮引進(jìn)人才作用,讓引進(jìn)人才更好的為學(xué)校和學(xué)生服務(wù)都成為了亟待解決的問(wèn)題,因而引進(jìn)人才在高校發(fā)展中作用發(fā)揮的影響因素研究成為了一種必然趨勢(shì)。 本文通過(guò)對(duì)黑龍江省高校引進(jìn)人才的現(xiàn)狀研究之后,歸納了引進(jìn)人才在黑龍江省高校發(fā)展中存在的問(wèn)題,主要有五個(gè)方面:引進(jìn)人才在教學(xué)科研、在團(tuán)隊(duì)建設(shè)、在人際關(guān)系、在高校發(fā)展作用、在生活方面中存在的問(wèn)題。同時(shí)對(duì)原因進(jìn)行了剖析,主要有五方面的原因:高校引進(jìn)人才使用、培養(yǎng)、管理、退出機(jī)制不完善;高校引進(jìn)人才與學(xué)科團(tuán)隊(duì)建設(shè)融洽性的不足;缺乏對(duì)高校引進(jìn)人才較為準(zhǔn)確的定位與清晰的規(guī)劃;缺乏對(duì)高校引進(jìn)人才科學(xué)合理的績(jī)效評(píng)價(jià)體系;缺乏對(duì)高校引進(jìn)人才的人文關(guān)懷。 本文總結(jié)之前的研究成果的基礎(chǔ)上,假設(shè)引進(jìn)人才在黑龍江省高校發(fā)展中作用發(fā)揮的影響因素,運(yùn)用回歸分析法對(duì)因子進(jìn)行分析,分析結(jié)果顯示高校的學(xué)科發(fā)展基礎(chǔ)、學(xué)術(shù)環(huán)境與氛圍、人事管理制度、科研經(jīng)費(fèi)、薪酬福利以及高校對(duì)家屬安置都對(duì)引進(jìn)人才在黑龍江省高校發(fā)展中作用發(fā)揮產(chǎn)生影響,其中最重要的因子是高校對(duì)家屬安置。 最后,針對(duì)引進(jìn)人才黑龍江省高校發(fā)展中出現(xiàn)問(wèn)題提出有效的對(duì)策和建議。從完善高校引進(jìn)人才的使用、培養(yǎng)、管理、退出機(jī)制,,加強(qiáng)高校引進(jìn)人才與學(xué)科團(tuán)隊(duì)建設(shè)和融合,明確高校引進(jìn)人才在高校發(fā)展中的定位與和清晰的規(guī)劃,構(gòu)建科學(xué)合理的績(jī)效評(píng)價(jià)體系對(duì)高校引進(jìn)人才進(jìn)行考評(píng),加強(qiáng)對(duì)高校引進(jìn)人才的人文關(guān)懷這5個(gè)方面提出對(duì)解決問(wèn)題有效的對(duì)策。
[Abstract]:Since the 20th century, higher education has developed rapidly. The flow of talents and the construction of talent resources between colleges and universities have formed the new characteristics of the present scientific development of colleges and universities. The introduction of talents in colleges and universities has come into being with the development of colleges and universities. With the sound of the horn of reform and opening up in 1978, the college entrance examination has resumed. China's higher education is gradually on the right track. China's higher education has ushered in an unprecedented opportunity for development, and higher education has flourished in our country. It has made important contributions to the national economic construction and social development. However, the construction of teachers in colleges and universities in our country is not perfect, and colleges and universities can not bring talents into full play. In the development of colleges and universities, how to make good use of talents brought in by colleges and universities, It has become an urgent problem to play the role of introducing talents to serve schools and students better, so the research on the influencing factors of the role of imported talents in the development of colleges and universities has become an inevitable trend. After studying the present situation of introducing talents in colleges and universities in Heilongjiang Province, this paper sums up the problems existing in the development of colleges and universities in Heilongjiang Province, mainly in five aspects: introducing talents in teaching and scientific research, team building, interpersonal relations, and so on. At the same time, the reasons are analyzed, there are five main reasons: the use, training, management, withdrawal mechanism is not perfect; The lack of harmony between the introduction of talents and the construction of discipline teams, the lack of a more accurate orientation and clear planning for the introduction of talents, the lack of a scientific and reasonable performance evaluation system for the introduction of talents in colleges and universities; Lack of humanistic care for talents introduced in colleges and universities. On the basis of summing up the previous research results, this paper hypothesizes the influential factors of the role of imported talents in the development of colleges and universities in Heilongjiang Province, and analyzes the factors by means of regression analysis. The results show that the academic development of colleges and universities is based on the analysis results. The academic environment and atmosphere, personnel management system, scientific research funds, salary and welfare, as well as colleges and universities to the family placement all play a role in the development of colleges and universities in Heilongjiang Province, the most important factor is the placement of families in colleges and universities. Finally, some effective countermeasures and suggestions are put forward to solve the problems in the development of colleges and universities in Heilongjiang Province. In order to improve the mechanism of using, training, managing and withdrawing talents from colleges and universities, we should strengthen the construction and integration of talent introduction and discipline team in colleges and universities. This paper clarifies the orientation and clear plan of the talent introduction in colleges and universities, and sets up a scientific and reasonable performance evaluation system to evaluate the talents introduced in colleges and universities. This paper puts forward some effective countermeasures to solve the problems in five aspects: strengthening humanistic care for talents imported from colleges and universities.
