【摘要】：基礎(chǔ)教育公平與均衡發(fā)展不僅關(guān)系著國民素質(zhì)的基本保證、整體提升和社會的進步,同時也關(guān)系到個體學習與發(fā)展權(quán)利的實現(xiàn)。為了使教育事業(yè)得以良性循環(huán)和不斷發(fā)展,就要求實現(xiàn)受教育者的人格完善及個人興趣愛好受到充分的尊重,這不僅是全民素質(zhì)得以整體發(fā)展和提升的基本需要,同時也是新的歷史時期賦予的新的社會使命。面對這一新的教育課題,如何消融當前社會中出現(xiàn)的教育不公平現(xiàn)象和基礎(chǔ)教育發(fā)展的不均衡弊端,就必須從政策學的宏觀視角去進行深入的探索與研究。本文梳理了20世紀80年代以來各界學者對促進基礎(chǔ)教育均衡發(fā)展、實現(xiàn)教育新的公平所作的政策探索,并從法學、倫理學、經(jīng)濟學、社會學和教育學等學科視角進行了綜合分析和研究,以期為新時期基礎(chǔ)教育公平和均衡發(fā)展政策和策略的提升提供可資參考的理論與實踐基礎(chǔ)。
[Abstract]:The fair and balanced development of basic education is not only related to the basic guarantee of national quality, overall promotion and social progress, but also related to the realization of individual right of study and development. In order for the cause of education to develop in a virtuous and continuous manner, it is necessary to achieve the perfection of the personality of the educated and the full respect for the interests and interests of the educated, which is not only the basic need for the overall development and upgrading of the quality of the whole people, At the same time, it is a new social mission entrusted by the new historical period. In the face of this new educational subject, how to melt the educational unfairness phenomenon and the unbalanced malpractice of the basic education development in the current society, we must carry on the thorough exploration and the research from the macroscopic angle of the policy science. This paper reviews the policy exploration made by scholars from all walks of life since the 1980s to promote the balanced development of basic education and to realize the new equity in education, and from the perspectives of law, ethics, economics, In order to provide a theoretical and practical basis for the promotion of policies and strategies for the fair and balanced development of basic education in the new period, sociology and pedagogy are comprehensively analyzed and studied from the perspective of sociology and pedagogy.
