【摘要】：20世紀(jì)90年代以來,俄羅斯科研與科學(xué)教育干部隊(duì)伍的再生產(chǎn)體系遭到嚴(yán)重破壞,青年科研與科學(xué)教育人員嚴(yán)重匱乏。進(jìn)入21世紀(jì)以來,俄聯(lián)邦政府采取一系列措施,以加快青年科研與科學(xué)教育人員的培養(yǎng)。2008年7月28日,俄聯(lián)邦政府從"創(chuàng)新俄羅斯"的理念出發(fā),提出了2009～2013年科研與科學(xué)教育干部隊(duì)伍的培養(yǎng)規(guī)劃,力圖通過建立各種有效動(dòng)力機(jī)制,實(shí)施各種促進(jìn)措施,迅速建立具有世界先進(jìn)水平的、年輕化的科研與科學(xué)教育隊(duì)伍,保證俄羅斯未來幾十年科研、教育和高科技領(lǐng)域中青年人員數(shù)量和質(zhì)量的良性循環(huán)。
[Abstract]:Since the 1990s, the reproduction system of Russian scientific research and science education cadres has been seriously damaged, and the young scientific research and science education personnel are seriously lacking. Since entering the 21st century, the Government of the Russian Federation has adopted a series of measures to speed up the training of young scientific research and scientific education personnel. On 28 July 2008, the Government of the Russian Federation set out from the concept of "innovating Russia". This paper puts forward the training plan for the cadres of scientific research and science education in 2009 / 2013, and tries hard to establish a young and advanced scientific research and education team with advanced level in the world by establishing all kinds of effective power mechanisms and implementing various measures to promote the development of cadres in scientific research and science education. To ensure a virtuous circle of the number and quality of young and middle-aged personnel in the fields of scientific research, education and high-tech in the coming decades.
