初等教育支出績(jī)效的實(shí)證分析——以我國(guó)東部沿海七省市為例

【摘要】:加強(qiáng)教育支出管理并實(shí)現(xiàn)支出效益最大化是教育支出改革的一項(xiàng)重要內(nèi)容。只有對(duì)教育支出績(jī)效進(jìn)行客觀評(píng)價(jià),才能夠形成進(jìn)一步改革和優(yōu)化的思路。本文以我國(guó)東部沿海七省市初等教育為樣本,對(duì)我國(guó)公共教育支出績(jī)效進(jìn)行地區(qū)比較后發(fā)現(xiàn),這一區(qū)域初等教育發(fā)展仍存在不平衡現(xiàn)象。而要消除這一現(xiàn)象,就應(yīng)加強(qiáng)教育支出績(jī)效管理,同時(shí)應(yīng)不斷完善服務(wù)于社會(huì)公共事務(wù)的教育公共財(cái)政體制。
[Abstract]:It is an important content of educational expenditure reform to strengthen the education expenditure management and realize the maximization of the expenditure benefit.Only by objectively evaluating the performance of education expenditure can further reform and optimization be formed.Taking primary education in seven provinces and cities along the eastern coast of China as a sample, this paper makes a regional comparison of the performance of public education expenditure in China and finds that there is still imbalance in the development of primary education in this region.In order to eliminate this phenomenon, we should strengthen the performance management of education expenditure and improve the public financial system of education which serves the social public affairs.
