蘭州市義務教育投入不均衡問題的研究

【摘要】: 教育的發(fā)展在很大程度上依賴于教育經費的投入力度和完善的教育投資體制。近年來我國政府雖然采取了一系列增加教育經費投入的政策和措施,教育投入總量有了較大的增加,但由于我國人口眾多,經濟、文化基礎較為薄弱,地區(qū)差異極為顯著,因此我國教育經費短缺與不均衡的矛盾依然十分突出。蘭州市位于西部落后地區(qū),義務教育投入在總量不足的情況下,其內部義務教育經費的投入也存在著較大的差異。以往專家和學者對我國宏觀教育經費投入的均衡性研究較多,而微觀和中觀的研究較少,因此對某個行政區(qū)域內的義務教育投資不均衡性的實證研究是很有必要的。 本文利用政府教育部門提供的2005-2007年蘭州市義務教育階段教育經費統(tǒng)計數(shù)據,對蘭州市8個縣市區(qū)義務教育投入水平進行了研究,對蘭州市義務教育的資源配置和不均衡狀況進行了一些描述性統(tǒng)計分析。研究發(fā)現(xiàn),蘭州市教育經費投入總量有限,各縣區(qū)之間、城市與農村之間經濟發(fā)展水平差距較大,進而影響了教育投入在各縣市區(qū)、城市與農村、學校與學校之間分配的不均衡。本文通過運用公共產品理論、供給和需求理論、公共財政理論和公共選擇等理論分析了蘭州市義務教育投入不均衡的成因。并結合蘭州市的實際提出了解決或緩解蘭州市這種不均衡狀況的方式方法。
[Abstract]:The development of education depends to a great extent on the investment of education funds and the perfect education investment system. In recent years, although our government has adopted a series of policies and measures to increase the investment in education funds, The total investment in education has greatly increased, but due to the large population, the weak economic and cultural foundation, the regional differences are extremely significant. Therefore, the contradiction between the shortage and imbalance of educational funds in China is still very prominent. Lanzhou City is located in the backward areas of the west, and the total amount of compulsory education investment is insufficient. In the past, experts and scholars have done more research on the equilibrium of the macro-education funds in our country, but less on the microscopic and meso-scale ones. Therefore, it is necessary to study the imbalance of compulsory education investment in an administrative region. This paper studies the level of compulsory education investment in 8 counties of Lanzhou by using the statistical data of education expenditure in Lanzhou from 2005 to 2007 provided by the government education department. This paper makes some descriptive statistical analysis on the allocation of resources and unbalanced situation of compulsory education in Lanzhou. It is found that the total amount of educational expenditure in Lanzhou is limited, and the gap of economic development level between counties and regions, between cities and rural areas is large. Then it affects the unbalanced distribution of educational investment among counties and cities, cities and rural areas, schools and schools. This paper applies the theory of public goods, supply and demand. Based on the theory of public finance and public choice, this paper analyzes the causes of the imbalance in the investment of compulsory education in Lanzhou, and puts forward the ways and means to solve or alleviate the imbalance in Lanzhou.
