漢語(yǔ)國(guó)際推廣教師資格證書制度研究

【摘要】: 隨著我國(guó)漢語(yǔ)國(guó)際推廣事業(yè)的不斷發(fā)展,關(guān)于漢推教師的研究日益增多。新中國(guó)成立后特別是改革開放以來(lái)我國(guó)政府十分重視發(fā)展?jié)h推事業(yè),漢推教師培養(yǎng)選拔工作也在逐步改革和推進(jìn),并取得了很多成績(jī)。但與國(guó)內(nèi)外廣泛關(guān)注漢推教師問題不同的是,我國(guó)尚未建立一個(gè)科學(xué)的漢推教師供應(yīng)運(yùn)行機(jī)制,特別是2005年對(duì)外漢語(yǔ)教學(xué)能力考試制度走向終結(jié)之后,再未出現(xiàn)相關(guān)政策規(guī)范漢推教師資格認(rèn)定問題。教師在教學(xué)過程中起著主導(dǎo)作用,是教育發(fā)展中最重要的因素,是整個(gè)教學(xué)成敗的關(guān)鍵。漢推教師培養(yǎng)和選拔制度不健全已經(jīng)成為制約漢推事業(yè)進(jìn)一步發(fā)展的重要因素。 基于上述原因,本文一方面分析了漢推教師資格證書制度的內(nèi)容、功能以及英日韓等國(guó)語(yǔ)言推廣教師資格證書制度實(shí)施經(jīng)驗(yàn);另一方面對(duì)我國(guó)對(duì)外漢語(yǔ)教師資格證書制度實(shí)施現(xiàn)狀、漢推教師培養(yǎng)選拔制度現(xiàn)狀進(jìn)行訪談和問卷調(diào)查。結(jié)果發(fā)現(xiàn),當(dāng)前制約我國(guó)漢推教師資格證書制度實(shí)施的主要因素有以下幾個(gè):第一、國(guó)內(nèi)法律規(guī)定不明確,其他國(guó)家對(duì)教師資格的法律規(guī)定區(qū)別很大,影響到漢推教師資格證書制度實(shí)施的可行性和權(quán)威性;第二、漢推事業(yè)涉及的管理機(jī)構(gòu)較多,部門與部門之間的溝通和協(xié)調(diào)影響到漢推教師資格證書實(shí)施的效率;第三、漢推教師職業(yè)本身具有涉外性、教育對(duì)象多樣性等特點(diǎn),增加了認(rèn)定漢推教師資格標(biāo)準(zhǔn)的多元化和復(fù)雜性。 所以本文最后認(rèn)為,完善漢推教師資格證書制度需從以下幾方面入手:第一、要完善漢推教師資格證書的取得制度,包括建立教師資格考試制度和以實(shí)施證書制度推動(dòng)漢推相關(guān)專業(yè)的發(fā)展;第二、漢推教師資格證書要與其他教師資格證書銜接,以提高證書含金量為目標(biāo),逐漸獲得國(guó)外漢語(yǔ)教學(xué)市場(chǎng)的認(rèn)可,并要健全相關(guān)法律,在漢推志愿者選派、孔子學(xué)院教師選拔等工作中優(yōu)先錄用持證教師;第三、要確立專門的管理機(jī)構(gòu)、建立信息管理系統(tǒng)、明確證書的適用期限及完善證書后期管理制度。本文最后還提出了還需要進(jìn)一步探討的幾個(gè)細(xì)節(jié)問題,以對(duì)我國(guó)漢推教師研究起到資料補(bǔ)給、理論擴(kuò)充和現(xiàn)實(shí)指導(dǎo)作用。
[Abstract]:With the continuous development of Chinese international promotion in China, the research on Chinese teachers is increasing day by day. After the founding of New China, especially since the reform and opening up, our government attaches great importance to the development of the cause of Han push, and the training and selection of teachers has been gradually reformed and promoted, and has made a lot of achievements. However, different from the widespread concern at home and abroad about the issue of Chinese teachers, China has not yet established a scientific operational mechanism for the supply of Chinese teachers, especially after the end of the examination system for teaching Chinese as a foreign language in 2005. There are no related policies to standardize the qualification of Han teachers. Teachers play a leading role in the teaching process, which is the most important factor in the development of education and the key to the success or failure of the whole teaching. The imperfect training and selection system has become an important factor restricting the further development of Han push. Based on the above reasons, on the one hand, this paper analyzes the contents and functions of the qualification certificate system for teachers in Han Dynasty, Japan and Korea, as well as the experience of promoting the teacher qualification certificate system in English, Japan and South Korea. On the other hand, interviews and questionnaires are carried out on the status quo of the implementation of the qualification system for Chinese teachers as a foreign language teacher and the present situation of the training and selection system of Chinese teachers. The results show that the main factors restricting the implementation of the qualification system are as follows: first, the domestic laws and regulations are not clear, and other countries have very different legal provisions on the qualifications of teachers. It affects the feasibility and authority of the implementation of the qualification certificate system; second, there are more management institutions involved in the Han push cause, and the communication and coordination among the departments affect the efficiency of the implementation of the qualification certificate; third, The teaching profession itself has the characteristics of foreign affairs and diversity of educational objects, which increases the diversity and complexity of determining the qualification standards of Han teachers. Therefore, this paper concludes that to perfect the qualification certificate system of Chinese teachers, we should start with the following aspects: first, we should perfect the system of obtaining the qualification certificate of Chinese teachers. Including the establishment of the teacher qualification examination system and the implementation of the certificate system to promote the development of Han Tui related majors; second, the Han teacher qualification certificate should be linked with other teacher qualification certificates, with the aim of increasing the gold content of the certificate. Gradually get the recognition of the foreign Chinese teaching market, and improve the relevant laws, in the selection of volunteers, Confucius Institute teacher selection and other work priority to hire licensed teachers; third, to establish a special management organization, Establish information management system, define the applicable period of certificate and perfect the management system of certificate. At the end of this paper, some detailed problems which need to be further discussed are put forward in order to supply the information, expand the theory and guide the reality of the research of Chinese teachers.
