【摘要】:農(nóng)業(yè)、農(nóng)村和農(nóng)民問題,是關(guān)系全面建設(shè)小康社會和現(xiàn)代化事業(yè)全局的重大問題。加快發(fā)展面向農(nóng)村的職業(yè)教育既是中等職業(yè)教育改革與發(fā)展的重要著力點,也是服務(wù)于國家“三農(nóng)”戰(zhàn)略的必然要求。河北省始于2009年的“送教下鄉(xiāng)”活動對于提高農(nóng)村勞動者素質(zhì)、轉(zhuǎn)變農(nóng)業(yè)生產(chǎn)方式、改變農(nóng)村落后面貌發(fā)揮了重要作用。充分認識“送教下鄉(xiāng)”活動的意義和存在的問題,深入探究其長效發(fā)展機制對于增強中等職業(yè)學(xué)校辦學(xué)活力,發(fā)揮學(xué)校服務(wù)“三農(nóng)”的功能具有重要的現(xiàn)實意義。 本文以秦皇島市職業(yè)技術(shù)學(xué)校“送教下鄉(xiāng)”工作為例,從政府、學(xué)校、農(nóng)民學(xué)員三個層面闡釋了河北省“送教下鄉(xiāng)”的背景和作用;通過“送教下鄉(xiāng)”工作的實證調(diào)研,,探究了“送教下鄉(xiāng)”在實際開展過程中存在的問題;從構(gòu)建“送教下鄉(xiāng)”長效機制著眼,從政策引領(lǐng)、資金支持、招生宣傳、教學(xué)組織、日常管理等方面入手,提出了政府要對“送教下鄉(xiāng)”工作保駕護航、加強監(jiān)督管理,學(xué)校要規(guī)范辦學(xué)、大膽改革教育教學(xué)模式,學(xué)員要提高認識、抓住機遇、增強自我發(fā)展的意識等對策。
[Abstract]:The problems of agriculture, rural areas and farmers are of great importance to the overall situation of building a well-off society and modernization in an all-round way. Speeding up the development of rural oriented vocational education is not only an important focus for the reform and development of secondary vocational education, but also an inevitable requirement for serving the national strategy of "three rural areas". The activities of "teaching and going to the countryside", which began in Hebei Province in 2009, have played an important role in improving the quality of rural workers, changing the agricultural production mode and changing the rural backwardness. It is of great practical significance to fully understand the significance and existing problems of the activities of "sending teachers to the countryside" and to probe into its long-term development mechanism for enhancing the vitality of secondary vocational schools and giving full play to the functions of the schools in serving the "three rural areas". Taking Qinhuangdao Vocational and Technical School as an example, this paper explains the background and function of "teaching and going to the countryside" in Hebei Province from three aspects: government, school and farmer students. Through the empirical investigation of "sending teaching to the countryside", this paper probes into the problems existing in the process of "sending teaching to the countryside". Starting with the construction of a long-term mechanism of "teaching and going to the countryside" and starting from the aspects of policy guidance, financial support, enrollment propaganda, teaching organization, daily management, and so on, it is proposed that the government should protect the work of "sending teaching to the countryside" and strengthen supervision and management. The school should standardize the running of school and reform the teaching mode boldly. The students should improve their understanding, seize the opportunity and strengthen their consciousness of self-development.
