【摘要】：我國(guó)在初步完成特殊教育的規(guī)模擴(kuò)張后,內(nèi)涵發(fā)展成為今后特殊教育改革發(fā)展的核心任務(wù)。目前特殊教育內(nèi)涵發(fā)展的趨勢(shì)主要表現(xiàn)在:內(nèi)在價(jià)值導(dǎo)向從道德救助向人文關(guān)懷轉(zhuǎn)變,教育運(yùn)行機(jī)制從隔離學(xué)校向社會(huì)合作轉(zhuǎn)變,專(zhuān)業(yè)技術(shù)的核心特征從養(yǎng)護(hù)照顧向?qū)I(yè)支持轉(zhuǎn)變等方面。為實(shí)現(xiàn)內(nèi)涵發(fā)展從理念到實(shí)踐操作的轉(zhuǎn)化,構(gòu)建生態(tài)化的特殊教育支持保障體系尤為重要。特殊教育支持保障體系建設(shè)實(shí)質(zhì)上是對(duì)教育公平和教育質(zhì)量?jī)r(jià)值承諾的一種制度建構(gòu)和實(shí)現(xiàn)方式,也是特殊教育內(nèi)涵發(fā)展的實(shí)踐依托。
[Abstract]:After the initial expansion of the scale of special education in our country, the connotation development becomes the core task of the reform and development of special education in the future. At present, the trend of the development of the connotation of special education is as follows: the inner value orientation changes from moral relief to humanistic concern, and the educational operating mechanism changes from segregated schools to social cooperation. The core features of professional technology change from maintenance care to professional support. In order to realize the transformation of connotation from concept to practice, it is very important to construct ecological special education support system. In essence, the construction of special education support guarantee system is a kind of system construction and realization mode of commitment to education fairness and educational quality value, and it is also the practical support for the development of special education connotation.
