【摘要】：當(dāng)代天文學(xué)已經(jīng)進(jìn)入數(shù)據(jù)密集型和數(shù)據(jù)驅(qū)動的時代。隨著我國天文學(xué)研究的不斷發(fā)展,國內(nèi)自產(chǎn)的天文科學(xué)數(shù)據(jù)呈現(xiàn)出爆炸式增長的趨勢。建立健全符合科學(xué)發(fā)展規(guī)律的數(shù)據(jù)資源開放共享政策與制度,使天文科技資源得到高效有序的管理和使用,對國內(nèi)天文學(xué)研究和科普教育的發(fā)展至關(guān)重要。本文在充分調(diào)研各國政府、部門和國際組織有關(guān)政策的基礎(chǔ)上,剖析了國外科學(xué)數(shù)據(jù)“完全與公開”的共享原則,介紹了我國科學(xué)數(shù)據(jù)共享相關(guān)的管理規(guī)定和當(dāng)前狀況,重點(diǎn)論述國際各大天文望遠(yuǎn)鏡項(xiàng)目和天文數(shù)據(jù)中心天文科學(xué)數(shù)據(jù)資源開放共享的有關(guān)政策。同時介紹了國內(nèi)天文科學(xué)數(shù)據(jù)資源和開放共享的現(xiàn)狀,在對比分析國內(nèi)外政策的基礎(chǔ)上總結(jié)我國天文科學(xué)數(shù)據(jù)共享政策所存在的問題,起草并制定《國家天文臺天文觀測數(shù)據(jù)開放共享管理辦法(征求意見稿)》。最后對我國天文科學(xué)數(shù)據(jù)資源共享工作發(fā)展和政策制定提出了具體建議。完善的天文科學(xué)數(shù)據(jù)共享政策促進(jìn)科學(xué)數(shù)據(jù)的有效利用,而積極發(fā)揮科學(xué)數(shù)據(jù)在天文學(xué)研究和教育中的作用,也會督促和推進(jìn)天文科學(xué)數(shù)據(jù)開放共享政策的制定,兩者相互促進(jìn)、相輔相成。其中WWT軟件就是天文科學(xué)數(shù)據(jù)共享政策的良好結(jié)晶,它將全球最好的天文科學(xué)數(shù)據(jù)資源無縫透明的連接在一起,使天文科學(xué)數(shù)據(jù)得到有效共享利用,并促進(jìn)國內(nèi)天文科學(xué)科普教育的發(fā)展。本文介紹了我們基于科學(xué)數(shù)據(jù)進(jìn)行科普教育的工作以及所取得成績,并分析、總結(jié)實(shí)踐經(jīng)驗(yàn)。著重介紹了基于WWT的中小學(xué)天文課程體系建設(shè)、基于WWT的天文教學(xué)實(shí)踐以及中國傳統(tǒng)星空數(shù)據(jù)資源的WWT集成與共享三個方面。通過實(shí)踐可知,基于WWT平臺下的科學(xué)數(shù)據(jù)的科普教育的優(yōu)勢主要體現(xiàn)在其互動性、合作性、探究性和情境性。總之,在大數(shù)據(jù)時代,基于科學(xué)數(shù)據(jù)的科普教育響應(yīng)了教育信息化改革,促進(jìn)了國內(nèi)科普教育的改革創(chuàng)新。
[Abstract]:Modern astronomy has entered a data-intensive and data-driven era. With the development of astronomical research in China, the domestic astronomical scientific data are increasing explosively. It is very important for the development of astronomy research and popular science education to establish and perfect the open sharing policy and system of data resources in accordance with the law of scientific development, so that the astronomical science and technology resources can be managed and used in an efficient and orderly manner. On the basis of investigating the relevant policies of governments, departments and international organizations, this paper analyzes the principle of "complete and open" sharing of foreign scientific data, and introduces the relevant management regulations and current situation of scientific data sharing in China. This paper focuses on the policies of open sharing of astronomical scientific data resources for major international astronomical telescope projects and astronomical data centers. At the same time, the status quo of domestic astronomical scientific data resources and open sharing is introduced, and the problems existing in China's astronomical scientific data sharing policy are summarized on the basis of comparative analysis of domestic and foreign policies. Draft and formulate the National Astronomical observation data Open sharing Management method (draft for comments). Finally, some suggestions on the development and policy formulation of astronomical scientific data resource sharing in China are put forward. A sound policy on sharing astronomical scientific data promotes the effective use of scientific data, and actively exerting the role of scientific data in astronomical research and education will also urge and promote the formulation of an open sharing policy for astronomical scientific data. The two promote each other and complement each other. Among them, WWT software is a good crystallization of astronomical scientific data sharing policy. It connects the best astronomical scientific data resources in the world seamlessly and transparently, so that the astronomical scientific data can be effectively shared and utilized. And promote the development of popular science education of astronomical science in China. This paper introduces the work and achievements of popularizing science education based on scientific data, analyzes and summarizes the practical experience. This paper mainly introduces the construction of astronomy course system based on WWT, the practice of astronomy teaching based on WWT, and the integration and sharing of Chinese traditional star data resources with WWT. Through practice, we can see that the advantages of popular science education based on scientific data based on WWT platform are mainly reflected in its interactive, cooperative, exploratory and situational nature. In short, in big data's time, popular science education based on scientific data responded to the educational informatization reform and promoted the reform and innovation of popular science education in China.
