【摘要】：教師是人類靈魂的工程師,國(guó)家人力資源的開發(fā)、國(guó)民素質(zhì)的提高、文化理念的創(chuàng)新,均有賴于良師來(lái)輔助、塑造和指引。而教師資格制度作為教師質(zhì)量保障體系中最為重要的一項(xiàng),其發(fā)展和變革已成為各國(guó)教育改革的重要課題。我國(guó)教師資格制度的起步晚、發(fā)展慢,存在諸多問(wèn)題。在教師專業(yè)化成為國(guó)際教師教育的核心思想與主要趨勢(shì)的背景下,審視我國(guó)教師資格制度在改革中存在的不足,提出符合我國(guó)實(shí)際國(guó)情的教師資格制度改革策略是十分必要的。本研究主要采用文獻(xiàn)法和訪談法為研究方法,研究的問(wèn)題主要包括:我國(guó)中小學(xué)教師資格制度的改革現(xiàn)狀;改革中出現(xiàn)的問(wèn)題;完善我國(guó)中小學(xué)教師制度的建議。期望通過(guò)我國(guó)中小學(xué)教師資格制度改革的實(shí)施現(xiàn)狀,發(fā)現(xiàn)改革中存在的現(xiàn)實(shí)問(wèn)題,結(jié)合理論尋求完善改革的措施和對(duì)策。研究發(fā)現(xiàn),我國(guó)中小學(xué)教師資格制度在改革中存在以下問(wèn)題:教師資格認(rèn)定機(jī)構(gòu)單一;教師資格認(rèn)定學(xué)歷要求過(guò)低;教師資格認(rèn)定考試未關(guān)注到地區(qū)差異;教師資格認(rèn)定對(duì)于教育教學(xué)能力考察不足;教師資格證書分類不齊全;教師資格的融通性和流動(dòng)性存在問(wèn)題;教師資格定期注冊(cè)缺乏考學(xué)考評(píng);教師退出機(jī)制不完善。針對(duì)上述我國(guó)教師資格制度改革中存在的問(wèn)題,結(jié)合相關(guān)的教育教學(xué)理論和訪談,本研究在反思的基礎(chǔ)上提出了下列建議:教師資格認(rèn)定考試應(yīng)關(guān)注到地區(qū)差異;教師資格認(rèn)定應(yīng)重點(diǎn)考察教育教學(xué)能力;建立教師資格認(rèn)定專業(yè)機(jī)構(gòu);合理規(guī)劃教師資格證書的類別和等級(jí);科學(xué)規(guī)范教師資格證書的融通性和流動(dòng)性;對(duì)教師資格定期注冊(cè)要進(jìn)行科學(xué)考評(píng);建立教師退出機(jī)制以保障教師隊(duì)伍合理有序發(fā)展。
[Abstract]:Teacher is the engineer of human soul, the development of national human resources, the improvement of national quality and the innovation of cultural idea all depend on good teacher to assist, shape and guide. As the most important part of teacher quality assurance system, the development and reform of teacher qualification system has become an important subject of education reform in various countries. The teacher qualification system of our country starts late, develops slowly, and has many problems. Under the background that teacher professionalization has become the core idea and main trend of international teacher education, it is necessary to examine the deficiency of teacher qualification system in our country and put forward the reform strategy of teacher qualification system in accordance with the actual situation of our country. This research mainly adopts the literature method and the interview method as the research method, the research question mainly includes: our country primary and middle school teacher qualification system reform present situation, the question which appears in the reform, consummates our country primary and middle school teacher system suggestion. Through the implementation of the reform of teacher qualification system in primary and secondary schools in China, the author hopes to find out the practical problems existing in the reform, and to seek the measures and countermeasures to perfect the reform in combination with the theory. It is found that there are some problems in the reform of the teacher qualification system in primary and secondary schools: the single institution of teacher qualification, the low requirement of qualification, the lack of attention to regional differences in teacher qualification examination; The qualification of teachers is not enough to investigate the teaching ability; the classification of teacher qualification certificate is not complete; the compatibility and fluidity of teachers' qualifications are existing problems; the teachers' qualification registration is lack of examination and evaluation; and the withdrawal mechanism of teachers is not perfect. In view of the problems existing in the reform of the teacher qualification system in China, combined with the relevant educational and teaching theories and interviews, this study puts forward the following suggestions on the basis of reflection: the teacher qualification examination should pay attention to regional differences; Teachers' qualification should focus on educational competence; establish professional organizations for teacher qualification; rationally plan the categories and levels of teacher qualification certificates; scientifically standardize the compatibility and mobility of teacher qualifications certificates; It is necessary to evaluate teachers' qualifications regularly and to establish a teacher withdrawal mechanism to ensure the rational and orderly development of teachers' ranks.
