【摘要】：家委會(huì)是現(xiàn)代學(xué)校治理體系的重要組成部分,當(dāng)前我國(guó)中小學(xué)家委會(huì)的建設(shè)尚處于初期。基于教育部2014年的六省市調(diào)查數(shù)據(jù),我們發(fā)現(xiàn)自2012年教育部下發(fā)《關(guān)于建立中小學(xué)幼兒園家長(zhǎng)委員會(huì)的指導(dǎo)意見》以來,我國(guó)中小學(xué)在形式上普遍建立了家委會(huì),家委會(huì)在參與學(xué)校管理活動(dòng)、為學(xué)校提供各類服務(wù)、為各位家長(zhǎng)代言等方面發(fā)揮著功能和作用。當(dāng)前社會(huì)輿論指出家委會(huì)運(yùn)行中存在不少問題,諸如家委會(huì)成員的代表性不足、家委會(huì)功能流于形式等,本次調(diào)查表明,社會(huì)輿論中關(guān)于家委會(huì)的負(fù)面評(píng)價(jià)并不具有普遍性,家長(zhǎng)們對(duì)家委會(huì)的評(píng)價(jià)是積極的。此外,調(diào)查還發(fā)現(xiàn),教師和家長(zhǎng)對(duì)家委會(huì)存在較強(qiáng)期待,但雙方期待的立場(chǎng)是不同的�；谏鲜霭l(fā)現(xiàn),家委會(huì)的完善應(yīng)著重從以下幾個(gè)方面展開:首先,加大宣傳,提升家委會(huì)的社會(huì)影響,讓更多的家長(zhǎng)認(rèn)識(shí)它、了解它、參與它;其次,家委會(huì)的規(guī)范化還需進(jìn)一步提升;第三,克服家委會(huì)運(yùn)行中的"學(xué)校取向";第四,強(qiáng)化家委會(huì)"自下而上"的定位,避免家委會(huì)"自說自話"的傾向;第五,家委會(huì)的功能有待進(jìn)一步被認(rèn)同;第六,提高家長(zhǎng)參與家委會(huì)的能力。
[Abstract]:The family committee is an important part of the modern school governance system, and the construction of the school family committee in our country is still in its infancy. Based on the data of the six provinces and cities surveyed by the Ministry of Education in 2014, we find that since the Ministry of Education issued the guidance opinion on the Establishment of Primary and Secondary Kindergarten Parental Committees in 2012, Chinese primary and secondary schools have generally established a family committee in form. The Committee plays a role in participating in school management activities, providing various services for schools and endorsing parents. The current public opinion points out that there are many problems in the operation of the Family Committee, such as the lack of representation of the members of the Family Committee, the mere formality of the functions of the Family Committee, and so on. This survey shows that the negative evaluation of the Family Committee in public opinion is not universal. Parents' comments on the family committee are positive. In addition, the survey also found that teachers and parents have strong expectations of the family committee, but the two sides expect the position is different. Based on the above findings, the perfection of the Committee should focus on the following aspects: first, increase publicity, enhance the social impact of the Council, let more parents know it, understand it, and participate in it; secondly, The standardization of the National Committee needs to be further improved; third, to overcome the "school orientation" in the operation of the Council; fourth, to strengthen the "bottom-up" orientation of the Family Committee, and to avoid the tendency of the Council to "say its own words"; and fifthly, The function of the family committee needs to be further recognized; sixth, the ability of parents to participate in the family committee should be improved.
