【摘要】：老撾是一個(gè)相對落后的東南亞國家,經(jīng)濟(jì)基礎(chǔ)薄弱,以農(nóng)業(yè)及手工業(yè)為主,加上歷史上曾論為法國的保護(hù)國使得法國的教育尤其是基礎(chǔ)教育較為薄弱。二十世紀(jì)八十年代以來,在老撾人民革命黨的領(lǐng)導(dǎo)下老撾政府實(shí)施了一系列有成效的教育改革戰(zhàn)略和改革措施。然而,由于老撾的教育原本就很落后加上經(jīng)濟(jì)發(fā)展緩慢,使得老撾教育的發(fā)展依然緩慢,基礎(chǔ)教育領(lǐng)域的改革仍然存在許多問題。這些問題的解決將直接關(guān)系到老撾整體教育水平的提升,關(guān)系到老撾政府能否通過振興教育來促進(jìn)經(jīng)濟(jì)、社會(huì)的快速發(fā)展。當(dāng)前,老撾政府正面臨經(jīng)濟(jì)體制的改革,基礎(chǔ)教育管理體制的改革也只有順應(yīng)經(jīng)濟(jì)體制改革這一趨勢才能為老撾的教育指明新的方向。老撾基礎(chǔ)教育管理體制的發(fā)展經(jīng)歷了萌發(fā)期、早期發(fā)展和后續(xù)發(fā)展時(shí)期。老撾基礎(chǔ)教育管理體制的現(xiàn)狀表明,老撾政府亟待一場大的基礎(chǔ)教育管理體制改革。以《全面教育法案》的實(shí)施為契機(jī),大力發(fā)展好中等教育、職業(yè)技術(shù)教育和高等教育。實(shí)現(xiàn)這一目標(biāo)就必須實(shí)現(xiàn)好教育機(jī)會(huì)公平、教育質(zhì)量和教育管理水平的提升。然而目前老撾基礎(chǔ)教育管理體制還存在諸如教育行政部門在教育政策的制定實(shí)施和監(jiān)管方面執(zhí)行力不夠、各地整體教學(xué)質(zhì)量不高且地區(qū)差異明顯、教育資源匱乏、基礎(chǔ)教育師資緊缺且教師的社會(huì)經(jīng)濟(jì)地位亟待進(jìn)一步改善、基礎(chǔ)教育的課程建設(shè)方面資源短缺且缺乏特色、基礎(chǔ)教育管理體制的改革缺乏強(qiáng)有力的監(jiān)督機(jī)制和激勵(lì)機(jī)制等問題。鑒于老撾的基本國情,在充分借鑒老撾當(dāng)前的經(jīng)濟(jì)社會(huì)發(fā)展的現(xiàn)實(shí)情況,筆者從治理理論的視角對老撾基礎(chǔ)教育管理體制改革的可能路徑進(jìn)行了分析,并從治理理論的視角出發(fā)探索改革老撾基礎(chǔ)教育管理體制的策略建議,以期老撾能夠走出一條具有老撾特色的基礎(chǔ)教育管理體制改革道路。
[Abstract]:Laos is a relatively backward Southeast Asian country with a weak economic base, mainly in agriculture and handicraft industry. Since 1980's, under the leadership of the Lao people's Revolutionary Party, the Lao government has implemented a series of effective educational reform strategies and measures. However, due to the backward education and slow economic development in Laos, the development of education in Laos is still slow, and there are still many problems in the reform of basic education. The solution of these problems will be directly related to the improvement of the overall education level of Laos and whether the Lao government can promote the rapid development of economy and society through the revitalization of education. At present, the Lao government is facing the reform of the economic system, and the reform of the basic education management system can only follow the trend of the economic system reform to point out a new direction for the Lao education. The development of the basic education management system in Laos has gone through the period of germination, early development and subsequent development. The present situation of the basic education management system in Laos shows that the Lao government urgently needs a big reform of the basic education management system. Taking the implementation of the Comprehensive Education Act as a turning point, we should vigorously develop secondary education, vocational and technical education and higher education. To achieve this goal, it is necessary to achieve good education opportunity equity, education quality and education management level. However, at present, there are still some problems in the basic education management system in Laos, such as the insufficient executive power of the educational administrative departments in the formulation and implementation of educational policies and supervision, the low overall teaching quality in various localities and the obvious regional differences, and the lack of educational resources. There is a shortage of teachers in basic education and the social and economic status of teachers needs to be further improved. The curriculum construction of basic education is short of resources and lack of characteristics. The reform of basic education management system lacks strong supervision mechanism and incentive mechanism. In view of the basic situation of Laos and the current economic and social development of Laos, the author analyzes the possible path of the reform of the basic education management system in Laos from the perspective of governance theory. From the perspective of governance theory, this paper explores the strategic suggestions for the reform of the basic education management system in Laos, in the hope that Laos can walk out of a path of reform of the basic education management system with Lao characteristics.
